TERMS & CONDITIONS FOR SERVICES 132-51

Washington Technology Group, Inc. hereby certifies that the proposed rates awarded are equal to or better than any customer for these same or similar labor categories, that blending of labor categories, pricing and /or qualifications of categories (resumes) has not occurred in it’s offer / award to the Government.

ORDER(S): While the General Services Administration has negotiated service rates for IT services, Field Buying Offices are responsible for any necessary statement of work, the reasonableness of the time frame for the contractor to perform the work, and the reasonableness of the labor mix between labor categories.

PERFORMANCE of SERVICE(s):

a. The contractor shall commence performance of services on the agreed upon date between the contractor and the Government customer.

b. The contractor agrees to render services only during normal working hours, unless otherwise agreed to by the contractor and the Government customer.

c. All services rendered shall be performed by persons who are adequately trained, skilled and equipped to perform such services in a safe, workmanlike manner consistent with good work practices.

d. Any contractor travel required in the performance of IT services must comply with the Federal Travel or Joint Travel Regulations as applicable on the date(s) the travel is performed. Established federal Government per diem rates will apply to all contractor travel.

INSPECTION OF SERVICES: The Inspection of Services – Fixed Price (AUG 1996) clause at FAR 52.246-4 applies to firm-fixed price orders placed under this contract.

RESPONSIBILITIES of the CONTRACTOR: The contractor shall comply with all laws, ordinances, and regulations (Federal, State, City or otherwise) covering work of this character.

INDEPENDENT CONTRACTOR: All IT services performed by the contractor under the terms of this contract shall be as an independent contractor, and not as an agent or employee of the Government.

GUARANTEE:

a. The contractor guarantees the satisfactory completion of all IT services performed under the contract, and shall exercise sufficient diligence to ensure the technical correctness and accuracy of the services performed. The contractor shall reperform, at no expense to the Government, any services which are determined by the Government to be deficient, in order to ensure the satisfactory completion of such services.

b. The contractor further guarantees that all contract personnel utilized in the performance of IT services under the contract shall be current employees, have the education, experience and expertise as stated in the contractor’s Authorized IT Schedule Pricelist.

RESUMES: Resumes shall be provided to the GSA Contracting Officer or the User Agency upon request.

RESPONSIBILITIES of the GOVERNMENT: Subject to security regulations, the Government shall permit contractor access to all facilities necessary to perform the requisite IT services.

INCIDENTAL SUPPORT COSTS: Incidental support costs are available outside the scope of this contract. The costs will be negotiated separately with the ordering agency in accordance with the guidelines set forth in the FAR.

Note: All non-professional labor categories must be included to and used solely to support hardware, software and/ or professional services, and cannot be purchased separately.

LABOR CATEGORY DESCRIPTIONS

Program Manager

Minimum/General Experience:

Ten years information technology experience, including five years of experience in a management or supervisory capacity, plus three years of experience in the functional area of the project to be managed. Organizes, directs, and coordinates planning and execution of all program/technical support activities. Has demonstrated information technology expertise and communications skills to be able to interface with all levels of management. Simultaneously plans and manages the transition of several highly technical projects. Establishes and alters (as necessary) management structure to effectively direct program/technical support activities. Meets and confers with Government management officials regarding the status of program/technical activities and problems, issues or conflicts regarding resolution.

Functional Responsibility:

Responsible for planning and executing a project. Prepares and maintains the project schedule and budget. Prepares and delivers status reports to the customer. Primary point of contact for the customer. Oversees all work and takes corrective action as necessary to ensure project success. Manages staffing, budget, prioritization, and other personnel matters. May serve as technical lead for the project.

Minimum Education:

Bachelor’s Degree in Computer Science

Information Engineer

Minimum/General Experience:

Five years overall Information Systems support experience that includes three years of direct related experience with technologies applicable to the current project requirements. Applies business process improvement practices to re-engineer methodologies/principles and business process modernization projects. Applies, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques. Assists in establishing standards for information systems procedures. Develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems. Constructs sound, logical business improvement models consistent with the configuration information management guiding principles, cost savings, and open architecture objectives.

Functional Responsibility:

Analyzes information requirements. Evaluates, analytically and systematically, problems of workflow, organization, and planning and develops appropriate corrective action. Plans project coordination and management. Provides comprehensive definition of all aspects of development from analysis of mission needs to verification of system performance.

Minimum Education:

Network Engineer

Minimum/General Experience:

Two years of technical experience installing, maintaining, and managing Local Area Networks (LANs). Holds a current certification in LAN administration or engineering appropriate to the network environment being supported (e.g., Microsoft Certified System Engineer (MCSE)).

Functional Responsibility:

Responsible for acquisition, installation, maintenance, and usage of Microsoft systems. Determines best products to meet needs and presents results. Manages system performance and maintains system security. Installs network hardware and software. Evaluates, develops, and maintains telecommunications systems. Troubleshoots system problems. Establishes and implements system policies, procedures, and standards, and ensures their conformance with information systems objectives. Trains users on system operation. May perform network planning and engineering functions. May be responsible for both local and remote administration of networks. Has access to highly-technical and specialized OEM support, technical data, and software specific to the area of certification.

Minimum Education:

Associate’s Degree in Computer Science with MCSE Certification

Systems Administrator

Minimum/General Experience:

Four years experience that includes three years in a specialized area. Specialized experience includes: administrating UNIX, Windows NT, Novell systems and/or open systems. Optimizes system operations and resource utilization and performs system capacity analysis and planning. Provides assistance to users in accessing and using business/computer systems. Monitors and supports computer processing. Coordinates input, output, and file media. Distributes output and controls computer operation.

Functional Responsibility:

Supervises the monitoring of network facilities. Ensures high quality transmission on network. Directs testing and analysis of all elements of the network facility (including hardware, software, power, communications, lines, modems and terminals). Supervises testing and analysis of all elements of the network facilities (including software, power, communications machinery, lines, modems and terminals). Serves as key contact for remote locations and customers to obtain clarification of problems and provides resolution of system failures and degradations.

Minimum Education:

Associate’s Degree in Computer Science

Senior Subject Matter Expert

Minimum/General Experience:

Ten years of experience in a specialized area of technology such as: Client/Server, data warehousing/data mining, Internet, Intranets/Extranets, communications network computing, object oriented development, or workflow/document management. Experience with Government or industry processes, procedures, standards, methodologies, or tools relative to the assignment.

Functional Responsibility:

Provides expert-level support in specialized technology areas that can include, but is not limited to, elements such as: research, studies, requirements/specifications definition, analysis, assessments, planning, acquisition, design, development, integration, testing, installation, performance tuning, deployment, or maintenance. Interfaces with users at all levels during the support process. Supports strategic or tactical planning to justify, market, or manage the technology needed for successful business operations. Provides user or subordinate training, as required. Authors technical documentation. Provides technical presentations. Works with other disciplines as required to achieve the best solution. Uses applicable methodologies, modeling/estimating techniques, tools, applications, systems, software, or databases at advanced levels to perform assigned tasks. Ensures compliance with the standards and organization requirements relative to specific assignments. May lead or manage a technical project.

Minimum Education:

Bachelor’s Degree in Information Technology

Applications Programmer

Minimum/General Experience:

Six years of technical experience in applications software development, one of which is in systems analysis. Competent to work at a high technical level for all phases of applications systems analysis and programming activities.

Functional Responsibility:

Works under general direction. Formulates/defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents programs. May be involved in related areas such as database design/management, evaluation of commercial off-the-shelf (COTS) products, and analysis of network hardware/software issues. May provide guidance to other systems analysts and programmers.

Minimum Education:

Systems Analyst

Minimum/General Experience:

Five years of experience in an area of specialization associated with the requirement. Experience with Government or industry standards, processes, procedures, methodologies, or tools that support analysis as relative to the requirement.

Functional Responsibility:

Provides support for work that is varied and somewhat difficult, but that involves limited responsibility. Performs analysis and evaluation of existing or proposed processes, applications, systems, or software. Performs project planning, scope, control, management, tracking, or review. Performs analysis and evaluation throughout the process, application, system, or software development life-cycle which includes, but is not limited to: planning, requirements, design, acquisition, development, integration, installation/deployment, performance tuning, testing, or training. Performs, or may direct, document development/preparation at various stages of a project life-cycle (e.g., planning through implementation) to detail analysis results and solution recommendations. Facilitates meetings such as joint application development (JAD) sessions to support the analysis process. Serves as a liaison between functional and technical specialists. Assists with testing to support the project life-cycle, as applicable. Uses methodologies, modeling/estimating techniques, tools, applications, systems, software, or databases to perform assigned tasks. Ensures compliance with the standards and organization requirements relative to specific assignments. May supervise analysis tasks/projects.

Minimum Education:

Database Management Specialist

Minimum/General Experience:

Four years of technical experience in administration, analysis, and programming of computerized databases. Competent to work in most phases of database management.

Functional Responsibility:

Under general direction, designs, implements, and maintains moderately complex databases with respect to the operating system, access methods, access time, device allocation, validation checks, organization, and statistical methods. Maintains database dictionaries and integrates system through database design.

Minimum Education:

Sr. Quality Assurance

Minimum/General Experience:

Five to fifteen years demonstrated performance in related technology. Provide quality assurance review of engagement processes and deliverables. Participate in strategic planning sessions with Technical Project Manager and customer staff. Contribute to the review of customer tasks and development of strategic approaches. They will participate in project staffing decisions and in delivering technical presentations to customer staff.

Functional Responsibility:

Works closely with Project managers and sole or shared Technical lead to ensure development and/or analysis and/or deployment remains on schedule and in line with the current capabilities and future directions of Microsoft products.

Minimum Education:

Sr. Technical Project Manager

Minimum/General Experience:

Five to fifteen years demonstrated performance in related technology. Experienced in topic such as complex networks, cross-platform integration and large-scale, complex systems design and implementation. This individual will provide key personal link to Microsoft technology groups. They will direct the activities of other Senior Consultants, Consultants and Associate Consultants and participate in projects staffing decisions. They will analyze technical requirements and develop effective technical solutions and will be the lead role in conceiving architectural designs, provide leadership and guidance to support the implementation of large systems including methodology, design approaches, and architectural and engineering consideration. This individual will have the lead role in delivering technical presentations to the customer. They will be formally trained by Microsoft in one or more of the following areas: Microsoft Solutions Framework, product futures, and relevant Certified Training in infrastructure and/or development areas associated with Microsoft's products.

Functional Responsibility:

Lead Advocate and Technical lead to ensure development, analysis or deployment remains on schedule and in line with the current capabilities and future directions of Microsoft products.

Minimum Education:

Sr. Lead Project Support

Minimum/General Experience:

Five to ten years demonstrated performance in related technology. Experienced in topics such as complex networks, messaging, cross-platform integration and large-scale, complex systems and applications design and implementation. This individual will participate in design of information systems and has worked with customer staff to implement customer technology (e.g., testing, documentation, meeting user expectations). This individual has managed specific tasks including directing the efforts of selected customer staff. This person has analyzed technical requirements and developed effective technical solutions. They have assisted in the implementation of large systems including methodology, design approaches, and architectural and engineering considerations. Microsoft has formally trained this individual in one or more of the following areas: Microsoft Solutions Framework, product futures, and relevant Certified Training associated with Microsoft's products.

Functional Responsibility:

Works closely with Project manager as the Advocate and sole or shared Technical lead to ensure development and/or analysis and/or deployment remains on schedule and in line with the current capabilities and future directions of Microsoft products.

Minimum Education:

Project Support I

Minimum/General Experience:

Five plus years demonstrated performance in related technology. They will have experienced in topics such as complex networks, messaging, cross-platform integration and large-scale, complex systems design and implementation. This person can design and write code as required for selected customer systems. They will meet and interview customers to capture specific requirements and document those requirements. They will assist in conceiving architectural designs and in implementation of large systems including methodology, design approaches and architectural and engineering considerations. This person will assist in the delivery of technical presentations to customer staff. Microsoft will have formally trained this individual in one or more of the following areas: Microsoft Solutions Framework, product futures, and relevant Certified Training associated with Microsoft's products.
