SIN 54151HACS LABOR CATEGORY DESCRIPTIONS

Cyber Architect III

General Description: Designs, builds and oversees the implementation of security architectures, security engineering life cycle, infrastructure & network, and computer security for an organization. Plans, researches and designs robust security architectures for IT projects. Performs vulnerability testing, risk analyses and security assessments. Researches security standards, security systems and authentication protocols. Develops requirements for local area networks (LANs), wide area networks (WANs), virtual private networks (VPNs), routers, firewalls, and related network devices. Designs public key infrastructures (PKIs), including use of certification authorities (CAs) and digital signatures. Prepares cost estimates and identifies integration issues. Reviews and approves installation of firewall, VPN, routers, IDS scanning technologies and servers. Defines, implements and maintains enterprise security policies and procedures. Oversees security awareness programs and educational efforts. Responds immediately to security-related incidents and provide a thorough post-event analysis. Updates and upgrades security systems as needed. Performs architecture review and risk & impact assessment for the critical information assets.

Functional Description: Provides technical supervision for (and guidance to) a security team. A certain degree of creativity and latitude is required.

Minimum Education/Experience: Bachelors degree. Six (6) years of experience in IT security. Industry recognized Cyber Certifications.

Cyber Program Manager VI

General Description: Functions as single point of contact with a client’s technical, management, and contracts personnel regarding all matters associated with the contract. Directs the program management office (PMO) staff in providing the necessary administrative and management expertise for effective program control and reporting.

Responsible for managing a large team of cyber security engineers, analysts, forensic specialists, software developers, and other technical staff charged with cyber security defense of enterprise IT systems and networks for a member of the Intelligence Community (IC). Further responsibilities include technical, quality, cost and schedule planning, management, execution, and reporting for a diverse range of information security technical and analytical projects and activities, including but not limited to designing, developing, deploying and testing client information systems, analyzing the client’s information security environment and identifying potential vulnerabilities, and developing security measures to safeguard client information. Additional duties and responsibilities include planning and executing multi-faceted large scale and enterprise wide IT projects in accordance with client policies and regulations, IC Directive 503, and system life cycle best practices; establishing clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in interactions with government counterparts; and utilization of program and project management best practices.

Functional Description: Additional duties and responsibilities include planning and executing multi-faceted large scale and enterprise wide IT projects in accordance with client policies and regulations, IC Directive 503, and system life cycle best practices; establishing clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in interactions with government counterparts; and utilization of program and project management best practices.

Minimum Education/Experience: Bachelors degree. Minimum eleven (11) years of progressively responsible experience in security and risk management, asset security, security engineering, communication and network security, identity and access management, security assessment and testing, security operations, or software development security. PMP certification. A Masters degree and ten (10) years experience may be substituted for the Bachelors degree and eleven (11) years experience.

Cyber Security Business Analyst III

General Description: Collects and analyzes information security performance metrics on a monthly basis, identify systemic issues and risks, and reviews with senior management. Establishes performance measures, monitors and analyzes said performance metrics to identify and implement performance-based improvements. Clearly conveys information in understandable terms to those not as familiar with information security processes. Provides project management, analysis, and communications needed to enable successful delivery against the strategic information security priorities. Defines, develops, refines and evaluates performance metrics to establish process success, including working with multiple stakeholders, often with competing/conflicting objectives, to ensure cohesive and reachable measures of success. Prepares presentations and reports for various stakeholder meetings. Manages smaller projects to accomplish key objectives for the respective information security disciplines. Composes and maintains documentation such as but not limited to correspondence, briefings, operating procedures, memorandums reports, and requirements documents. Supports tasks requiring the collecting, compiling, evaluating and publishing of information and statistical data in documents, records, forms and reports. Supports analysis of system functionality and business processes and provide improvement recommendations. Provides support for project resource leveling planning and analysis.

Functional Description: Works as part of a collaborative team. A certain degree of creativity and latitude is required.

Minimum Education/Experience: Bachelors degree. Six (6) years of experience in IT security or business analysis.

Cyber Security Developer IV

General Description: Supports projects and activities related to the cyber-security of multiple platforms, including mobile. Performs reverse engineering, disassembly of code and forensic analysis. Performs vulnerability analysis and contributes to identification of security weaknesses. Develops in multiple software languages and machine code. Develops methods, techniques, and tools to perform the job more effectively. Utilizes hardware diagnostics, debugging tools and in-circuit emulators. Integrates code from multiple sources. Develops and documents software, applications and other code using Agile development and other industry best practices.

Functional Description: Works as part of collaborative team or as team lead. Must possess deep knowledge of software and data security schemes. Possesses experience with analyzing software binaries as well as embedded operating systems.

Minimum Education/Experience: Bachelors degree. Eight (8) years of experience in IT security.

Cyber Security Engineer IV

General Description: Engineers, implements and monitors security measures for the protection of computer systems, networks and information. Identifies and defines system security requirements. Designs computer security architecture and develops detailed cyber security designs. Prepares and documents standard operating procedures and protocols. Configures and troubleshoots security infrastructure devices. Develops technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks. Ensures that management is informed as quickly as possible about security incidents. Writes comprehensive reports including assessment-based findings, outcomes and propositions for further system security enhancement.

Requires experience in building and maintaining security systems and a detailed technical knowledge of database and operating system security. Possesses hands-on experience in security systems, including firewalls, intrusion detection systems, anti-virus software, authentication systems, log management, content filtering, etc. Has experience with network security and networking technologies and with system, security, and network monitoring tools, and a thorough understanding of the latest security principles, techniques, and protocols. Possesses familiarity with web related technologies (Web applications, Web Services, Service Oriented Architectures) and of network/web related protocols.

Functional Description: May work under supervision or as a team lead. Must possess problem-solving skills and the ability to work under pressure. A certain degree of creativity and latitude is required.

Cyber Subject Matter Expert (SME) III

General Description: Provides technical and security management services in the area of information systems security, systems security analysis, web application security analysis, cyber security evaluations, assessments of cyber security controls, documentation support, or database administration. Advises on cyber certification and

Accreditation (C&A), Cyber Security Authorization Process (SAP, Continuous Monitoring, Contingency planning/Disaster Recover (DR) and Information System Security Office (ISSO) support services. Leads discussions with senior leadership and government stakeholders to gather and validate requirements, conduct reviews and identify business process improvements. Advises on critical infrastructure decisions. Coordinates and tracks risks, accreditation status and reporting status for all project teams.

Functional Description: Possesses extensive experience in reviewing security documentation and architecture and identifying security architecture and implementation gaps, vulnerabilities, and risks; providing advice and guidance in the addressing deficiencies. Has knowledge of Risk Management Framework and NIST 800-53 Rev 4, Security Control CA-2 Security Assessments. Possesses ability to apply extensive knowledge of a variety of Cyber field’s concepts, practices, and procedures.

Minimum Education/Experience: Masters degree. Minimum twelve (12) years of progressively responsible experience in security and risk management, asset security, security engineering, communication and network security, identity and access management, security assessment and testing, security operations, or software development security.

Information System Security Officer (ISSO) II

General Description: Responsible for ensuring the appropriate operational security posture for information systems and as such, works in close collaboration with the ISSM, CPSO and FSO. Possesses detailed knowledge and expertise required to manage the security aspects of an information system and is assigned the day-to-day responsibility for assigned systems. Responsibilities include implementation of the requirements of Risk

Management Framework, including the Joint Special Access Program (SAP) Implementation Guide (JSIG), NIST

800-53 or other security requirements as assigned. Develops and updates the security authorization package, manages and controls changes to the system, and assesses the security impact of those changes. Ensures systems are operated, maintained, and disposed of in accordance with security policies and procedures as outlined in the security authorization package. Reports all security-related incidents to the ISSM. Conducts periodic review of information systems to ensure compliance with the security authorization package. Monitors system recovery processes to ensure security features and procedures are properly restored and functioning correctly. Ensures audit records are collected, reviewed and documented.

Functional Description: Duties may also include physical and environmental protection, personnel security, and incident handling.

Minimum Education/Experience: Bachelors degree. Four (4) years of experience in IT security.

Open Source Systems Administrator IV

General Description: Provides systems administration of all operating systems. Installs software and upgrades to operating systems and layered software. Performs work in accordance with established IT policies and procedures.

Enforces change management and compliance processes. Monitors and tunes systems to achieve optimum performance levels. Provides engineering applications and licensing support for various software applications and other engineering tools. Ensures workstation/server data integrity by evaluating, implementing and managing hardware and software solutions. Manages classified hardware and software setup, implements configuration management, and conducts required audits. Ensures data/media recoverability through implantation of a schedule

Functional Description: Must possess sound working knowledge of network infrastructure and operations, including switching, routing, Ethernet, TCP/IP.

Penetration Tester II

General Description: Provides expertise and guidance utilizing tools and techniques to conduct cyber vulnerability and penetration testing of exercise and test events. Conducts formal tests on web-based applications, networks, and other types of computer systems on a regular basis. Responsible for physical security assessments of servers, computer systems, and networks. Conducts regular security audits from both a logical/theoretical standpoint and a technical/hands-on standpoint. Successfully executes network mapping to identify live hosts and active ports, protocols and services (PPS) and analyze the results of NMAP data to identify risky PPS. Conducts vulnerability and system compliance assessments for Cyber Vulnerability Assessments (CVA); upon demonstrated ability and customer acceptance, conducts penetration test activities; has familiarity with common network vulnerability and compliance scanners. Exhibits an ability to methodically analyze problems, identify solutions and remain composed in potentially stressful situations. Adequately explains, presents, demonstrates (when applicable) and documents the operational impact of a particular vulnerability. Assists client with implementing policies and tactics, techniques and procedures for conducting assessments.

Functional Description: Must understand and be proficient in common cyber threat terminology, methodologies, possess basic understanding of cyber incident and response, and related current events. Must possess strong programming background scripting and web application testing skills (manual and tool-based).

Minimum Education/Experience: Bachelors degree. Four (4) years of experience in IT security.

Identifies opportunities to automate and expand detection features within existing platforms, providing requirements to the product team. Attends client meetings for POV results reviews as well as periodic technical and business review meetings.

Functional Description: Must have strong background in Security Operations, including IDS/IPS, DNS, VPN, network security, firewalls, application, and systems. Must have strong client focus, communication skills (both written and oral), as well as time management and multi-tasking skills.

Minimum Education/Experience: Associates degree. Two (2) years of experience in IT security.

Functional Description: Works under general supervision; typically reports to a supervisor or manager. A certain degree of creativity and latitude is required.

Minimum Education/Experience: High School diploma or GED. Must be able to use e-mail, MS Word, and

Excel.

Administrative Assistant II**

General Description: Provides executive level administrative support to program and technical staff by maintaining files, preparing correspondence, scheduling travel and other activities as directed by the Program

Manager.

Functional Description: Works under general supervision; typically reports to a supervisor or manager. A certain degree of creativity and latitude is required.

Minimum Education/Experience: High School diploma or GED. Proficient in the use of e-mail and MS Office.

Two (2) years of experience in an office environment.

Administrative Assistant III**

Application Engineer I

General Description: Researches, collects, and reports information on the ability and capacity of company technology products and software systems. Aids in the design, development, and maintenance of applications and systems, and redesign of existing systems to fulfill the needs of customers. Provides systems functionality and capability analysis. Familiar with standard concepts, practices, and procedures within the technology field. Relies on experience and judgment to plan and accomplish goals.

Functional Description: Works under general supervision; typically reports to a supervisor or manager. A certain degree of creativity and latitude is required.

Minimum Education/Experience: Bachelors Degree and two (2) years of experience.

Application Engineer II
