Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Program Manager (Senior)

Under indirect supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities. Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Quality Assurance (Senior)

Under general direction, carries out procedures to ensure that all information systems products and services meet organization standards and end-user requirements. Performs and leads tests of software to ensure proper operation and freedom from defects. May create test data for applications. Documents and works to resolve all complex problems. Reports progress on problem resolution to management. Devises improvements to current procedures and develops models of possible future configurations. Acts as information resource about assigned areas to technical writers and other Quality Assurance Analysts. Performs complex workflow analysis and recommends quality improvements.

Subject Matter Expert (Intermediate)

Subject Matter Experts (SMEs) provide extremely high level expertise for work described in the contract or task order. SMEs provide advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems which require doctorate level knowledge of the subject matter for effective implementation. SMEs participate as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, training and presentation phases. SMEs apply principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements. SMEs provide advice on esoteric problems which

Functional Area Expert

Functional Area Experts (FAEs) must have ability to perform information systems analysis tasks in support of one or more of the functional areas called for in the contract or task order. FAEs must have the ability to conceptualize, define, plan, and implement all hardware and software requirements for information systems supporting the specific functional area. FAEs must have experience in the planning, supporting, and sustainment of worldwide functional area organizations.

Experience must include both the functional aspects of the functional area and information

Telecommunicati ons/Electronics Technician

Leads technical efforts and provides expert consultation in the organizing of telecommunications installations on site.

Performs site surveys and documents current site telecommunications configuration and user requirements. Designs and optimizes telecommunications topologies. Directs and leads development of engineering installation packages, Project Coordination Memoranda, and project drawings. Develops on-site installation schedules. Directs and leads documentation of the configuration changes at each site. Proficient in using common test equipment (e.g. digital test sets, oscilloscopes, spectrum analyzers). Proficient in testing communications equipment/systems and following standard test procedures. Must be proficient at trouble-shooting problems with telecommunications equipment to include system interfaces. Proficient at trouble-shooting and activating circuits. Prepares test reports. Must have 2 years of telecommunications /electronics vocational training or professional certification from an ABET accredited technical school or equivalent military school and experience in two or more of the following specialties or as specified in the individual task order:

Telephone and switching technology;

Microwave ; Satellite ; Propagation ; Power;

Fiber optics; Videoconferencing;

Telecommunicati ons/Electronics Technician (Senior)

Under general direction, responsible for the acquisition, installation, maintenance and usage of the company’s local area network.

Studies contractor products to determine those which best meet company needs; assists in presentation of information to management resulting in purchase and installation of hardware, software, and telecommunication

Bachelors 8 Four (4) years and general experience is considered equivalent to

Substitution Equivalency equipment. Manages network performance and maintains network security. Ensures that security procedures are implemented and enforced. Installs all network software.

Information Security Specialist

Under general direction, uses current information security technology disciplines and practices to ensure the confidentiality, integrity and availability of corporate information assets in accordance with established standards and procedures.

Develops and maintains knowledgebase on changing regulatory, threat, and technology landscapes to continually develop or maintain security policies and standards, and ensure compliance throughout the organization.

Systems Engineer (Senior)

Under general direction, performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E).

Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solutions. Designs and prepares technical reports and related documentation, and makes charts and graphs to record results.

Prepare and deliver presentations and briefings as required by the Task Order. May be required to serve as Task Leader.

Responsible for ensuring the quality and services delivered for particular task(s) for which this skill is performing the Task Leader position.

Information Systems Staff Officer

Provide acquisition support, contract support, fielding management, quality assurance surveillance plan operations, government furnished equipment (GFE) provisioning, project management, communications, and engineering services to the Product Lead Enterprise Computing, specifically to the Project Officer, Army Enterprise Service Desk (PO AESD). Apply laws, policies, directives, and guidance to acquisitions throughout the total life-cycle.
