ADDENDUM A: LABOR CATEGORY DESCRIPTIONS
Sr. Program Manager
Minimum/General Experience: Minimum of ten years acting as the overall lead, manager, and administrator for a portfolio of contracts.
Functional Responsibility: Serves as the primary interface and Manages point of contact with Government program authorities and representatives on technical and program/project issues. Supervises program/project operations by developing procedures; planning and directing execution of the technical, programming, maintenance, and administrative support effort; and monitoring and reporting progress. Manages acquisition and employment of program/project resources. Manages and controls financial and administrative aspects of the program/project with respect to contract requirements.
Minimum Education: Bachelor's degree in Computer Science, Mathematics, Statistics, Engineering, Operations Research, or Business Management from an accredited college or university and 10 years of management and supervisory experience including performance in each of the foregoing functions with respect to technical programs/projects.
Senior Project Manager
Minimum/General Experience: Combination of five years of information technology experience, including three years recent experience in a management or supervisory capacity, plus three years of experience in the functional area of the project to managed.
Functional Responsibility: Responsible for planning and executing a project. Prepares and maintains the project schedule and budget. Prepares and delivers status reports to the customer and prepares reports for upper management regarding status of projects. Acts as the primary point of contact for the customer of the projects being managed. Oversees all work and takes corrective action as necessary to ensure project success. Manages staffing, budget, prioritization, and other personnel matters. Is capable of managing more than one project.
Minimum Education: Requires a bachelor’s degree and at least 5 years of experience in the field or in a related area. A Master’s degree can substitute for 2 years of experience. PMP preferred.
Project Manager
Minimum/General Experience: Minimum of three years of experience in information technology, including increasing responsibility in information systems analysis, design, development and implementation. At least two years of experience managing a technical project.
Functional Responsibility: Responsible for the maintenance, planning and executing a project. Prepares and maintains the project schedule and budget. Prepares and delivers status reports to the customer and prepares reports for upper management regarding status of projects. Minimum/General Experience: Minimum of five years of technical experience designing, implementing and maintaining software applications. Functional Responsibility: Responsible for the design, development and implementation of software applications. Performs quality assurance and technical review activities. Works with management and customers to identify requirements for future product enhancements. Develops technical documentation, end-user documentation and training materials. Functional Responsibility: Responsible for reviewing, analyzing, and modifying programming systems including coding, testing, debugging to support systems applications. The Jr. Programmer/Analyst could also function as a Jr. Drawing Analyst working with AutoCAD.
Minimum Education: Requires a bachelor’s degree and at least 1 year of experience programming.
Subject Matter Expert II/Technical Lead/Architect
Minimum/General Experience: Minimum of ten years of specialized experience in a functional area of expertise.
Functional Responsibility: Responsible for providing expert consultative support to a functional technical area of the project. Develops solutions to complex problems. Works closely with the information technologists to identify the best technological solution to technical issues. May supervise the activities of other subject matter experts or technical personnel. Can function in a technical lead or software architect role for a large project.
Minimum Education: Requires a Master’s degree and at least 10 years of experience in the field or in related area.

This individual is responsible for the overall quality of the software product before it goes to the users for testing.
Minimum Education: Requires a Bachelor’s degree and at least 6 years of experience in the field.
Quality Control/Assurance Analyst
Minimum/General Experience: Minimum of two years of specialized experience.
Functional Responsibility: Responsible for evaluating and implementing test tools and techniques. Functional Responsibility: Responsible for preparing and maintaining systems, programming, and operations documentation, procedures, and methods including user manuals and reference manuals. Responsible for maintaining the internal documentation library including version control.
Minimum Education: Prefer a Bachelor’s degree (require Associates) and at least 3 years of experience in the field or in related area.
Project Administrator
Minimum/General Experience: Minimum of two years of experience working on a project.
Functional Responsibility: Responsible for supporting the project manager and project team by providing logistics support for meetings and conferences. Responsible for preparing agendas and taking meeting minutes and action items at all external client meetings and internal team meetings. Assists in the development of presentation materials and other client deliverables.
Minimum Education: Requires an Associate’s degree and at least 2 years of experience. A Bachelor’s degree may be substituted for 2 years of experience.
