Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

CRI ADVANTAGE, INC. – DESCRIPTION OF IT SERVICES

Labor Qualifications Substitution: CRI Advantage allows for the 1:1 substitution of relevant work experience for education. In some instances, professional experience may be substituted for relevant work experience or education. Completion of higher education which has not yet resulted in a degree may be counted as one-for-one years of experience for each year of higher education and may be used to satisfy education requirements.

• Two (2) years of general experience is considered equivalent to an Associate’s degree.

• Four (4) years of general experience is considered equivalent to a Bachelor’s degree.

• Six (6) years of general experience is considered equivalent to a Master’s degree.

• Eight (8) years of general experience is considered equivalent to a PhD/Doctorate degree.

Senior Subject Matter Expert

Minimum Experience: Eighteen (18) years of progressively advanced professional experience (except where education compensates) with a minimum of twelve (12) years of applicable experience in the field.

Applies specialized functional and technical expertise to guide and mentor project teams in delivering client solutions.

Has an advanced level of knowledge of the engagement subject matter for effective implementation and analysis.

Has participated in strategy sessions, strategic assessments and design reviews.

Proven ability to make recommendations on organization-wide system improvements, optimization or maintenance efforts.

Functional Responsibility: Develops strategy dictating direction and management of consulting services in a specialized field.

Provides knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems, which require advanced level of knowledge of the subject matter for effective implementation.

Participates in strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products.

Prepares and delivers senior management presentations and briefings as required by the engagement.

Provides guidance and direction to other professionals, acts in a consulting and/or advisory capacity; coordinates resolution of highly complex problems and tasks, possesses ability to meet and operate under deadlines.

Education: Bachelor’s degree, or equivalent.

Subject Matter Expert

Minimum Experience: Works in a lead position and offers over 15 years of professional experience (except where education compensates) with a minimum of ten (10) years of applicable experience in the field..

Understands the technology versus business values, the processes and methodologies for the area of expertise.

Has the knowledge and/or experience to successfully implement past, current and emerging technologies and business practices that integrate solutions into organizations.

Has the knowledge to diagnose issues related to area of expertise and work with staff to correct them efficiently and though best business practices.

Adept at documenting the system specifications and performance parameters, and in written and verbal communication

Recognized for achievements and expertise in subject matter by product companies and/or other certifying organizations.

Proven ability to develop and implement conceptual strategies.

Functional Responsibility: Functions as the senior authority or visionary on a given project or process, serving as the final gate-keeper for all critical decisions.

Must be expert in emerging business technologies, products, processes, concepts and the underlying architectures in the appropriate field.

Responsible for providing management during any phase of the initiative, focusing particularly on requirements gathering, technology selection, initial systems design and business process.

Requires a complete understanding and mastery of the information system development lifecycle, as well as planning and estimating experience required on complex design and development projects.

Provides team management and direction for problem definition, analysis and requirements development and implementation for complex systems in the subject matter area.

Reviews progress and provides influence to executive management and major stakeholders.

Education: Bachelor’s degree, or equivalent.

Senior Information Security Architect

Minimum Experience: 10+ years’ experience in Information Security; ability to provide security solutions architecture for an information system against a given policy, government regulation or standard. (i.e. ISO17799, ISO27001, NIST/FIPS/FISMA, etc.) Depending on the scope of the engagement, the Sr. IS Architect must have a diverse skill set in such areas as OS configuration, firewall configuration, IDS policy and tuning, business continuity planning, enterprise architecture standards and processes, security processes and procedures, awareness, training and personnel management; must have the ability to instill trust and impart advice to the client at a high-level.

Functional Responsibility: Ensures policies for the secure management of security systems across platforms, including development and maintenance of encryption policies, intrusion detection, and network authentication. The Sr. IS Architect creates and maintains relationships with the client, program and project managers, programmers, risk assessment staff, auditors, security department, and installation personnel.

Education: Masters or doctoral degree in Computer Science, Information Systems or related discipline; CISA, CISM, CISSP, GIAC or other equivalent certification.

Senior Enterprise Architect

Minimum Experience: 10+ years’ experience with Enterprise Architecture; a thorough knowledge of business architecture, process architecture, Federal Enterprise Architecture (FEA), performance engineering, enterprise IT architect (EITA), ITIL, TOGAF, IEEE standards and frameworks. Diverse skill set with cross-platform operation systems and software coding languages; proficiency in database design and architecture.

Functional Responsibility: Consults with the client stakeholders on alignment of IT strategy and planning with business objectives. Recommends information management approaches through an understanding of evolving business needs and technology capabilities. Promotes shared infrastructure and applications to reduce costs and improve information flows. Ensures that projects do not duplicate functionality or diverge from each other and business and

IT strategies. Work with solution architects to provide a consensus-based enterprise solution that is scalable, adaptable and in synchronization changing environments and business needs. Consults with the client on the risks associated with information and IT assets through communication and selection of appropriate standards and security policies. Provides direct or indirect involvement in the development of policies, standards and guidelines that direct the selection, development, implementation and use of Information Technology within the client’s enterprise.

Education: Masters or doctoral degree in Computer Science, Information Systems or related discipline; FEAC, SCEA, TOGAF, ITAC, CGEIT or other equivalent certification.

Information Security Auditor

Minimum Experience: 7 years’ experience in information security auditing.

Functional Responsibility: Ensures organizational compliance and alignment with security policies, procedures, architectures, audit frameworks and management direction with regards to information security. The ISA, provides risk-based, independent verification and validation of the security program to provide confidence that the information systems are operated, managed, configured and designed according to organizational objectives and submits to the client independent findings of security controls performance and the effectiveness of the overall design

Education: Bachelor’s degree in Computer Science, Information Systems or related discipline; CISA, CISM, CISSP, GIAC or other equivalent certification

Vulnerability Assessor/Validator

Minimum Experience: 5 years’ experience directly related to application and information systems vulnerability assessment and penetration testing. Familiarity with vulnerability assessment and network enumeration tools, frameworks, strategies and techniques for vulnerability exploitation.

Functional Responsibility: Works individually and in teams to perform ethical hacking assessments on multi- protocol enterprise network and application systems. Develops assessment plans and scripts, selects tools and publishes finding.

Solution Architect/Sr. Systems Analyst

Minimum Experience: 10 years’ experience developing business-related software using a variety of application development tools and platforms. Must have a minimum of 3 years of software analyst experience, and 2 years as team leader/supervisor. Must have a thorough understanding of n-tier architecture, especially when associated with the Microsoft Windows, Sun Java or other industry standard development architecture. Multi-functional business knowledge and background strongly preferred. Must have demonstrated competence in verbal and written communication.

Functional Responsibility: Has final responsibility for technical success of a project. Designs project architecture and selects technology to be used. Supervises or mentors less experienced team members on completion of project responsibilities such as coding or database operations. Keeps Project Manager apprised of resource use and potential project interruptions.

Education: Bachelor’s degree in Computer Science or Management Information Systems.

Professional certifications from Microsoft, Sun Java, or other accepted technologies preferred.

Information Security Engineer/Researcher/Analyst

Minimum Experience: 5 years’ experience as an information security analyst/engineer with a background in cryptology/cryptanalysis, vulnerability management, security incident response, IDS/IPS, firewall technologies, logging and monitoring and organizational security controls.

Functional Responsibility: Conducts information security assessments; interviews employees to learn about current information security policies, and evaluates and reports on findings. Presents reports to management and recommends strategies for improvement. Depending on scope, may also engage in technical activities related to security engineering.

Business Analyst/Systems Analyst

Minimum Experience: 5 years’ experience working with customers representing various business functions and industries such as manufacturing, agricultural, high tech, financial, marketing, sales and merchandising to develop system requirements that are aligned with business goals. Must have successful experience collaborating with senior business and IT management to assist in current system assessments and provide overall IT strategic direction. Requires competence in developing functional and design specifications, managing software development projects and writing proposals including project estimates. Must have experience working in a structured environment with a development methodology, data and process modeling skills, advanced writing skills, and meeting facilitation experience.

Functional Responsibility: Synthesizes complex or diverse information regarding the client's business needs.

Collects and researches data for business case development. Analyzes and defines function requirements for new system or system improvements.

Education: Bachelor’s degree in Computer Science or Management Information Systems or

AA degree and three years’ work experience. Professional training in some or all of the following is preferred: Ecommerce, Customer Relationship Management, Supply Chain Management, Business Intelligence, Knowledge Management, and

Enterprise Resource Planning.

Project Manager

Minimum Experience: 15 years’ experience in I.T., with a minimum of 3 years as a supervisor/manager. Must have experience through entire life cycle of client server software development.

Requires competence in all phases of project management, from planning, monitoring, reporting and problem resolution. Must have demonstrated competence in verbal and written communication

Functional Responsibility: Oversees activities of project team to ensure project is completed on schedule and on budget to exceed client’s expectations. Negotiates change orders with clients. Conducts post-project reviews to create process improvements.

Database Administrator

Minimum Experience: 5 years working in IT as a programmer/analyst or other technical professional, with a minimum of 3 years as a database administrator. Must have proven ability to apply knowledge in logical and physical design, data modeling, database development, stored procedure tuning, and backup/recoveries. Requires experience in optimizing database performance, ensuring data integrity, and maintaining security through performing a wide range of DBA functions. Must have experience with the most recent versions of multiple platforms and databases, such as NT, Unix, Linux, Oracle, SQL Server, and others.

Functional Responsibility: Designs, implements and maintains databases. Tunes database to provide accurate and timely data delivery to users. Responsible for data backup processes and data security.

Education: Bachelor’s degree in Computer Science, Management Information Systems, or

Mathematics. Professional certifications in Oracle or SQL Server are preferred.

Information Security Project Lead

Minimum Experience: 15 years’ experience in I.T., with a minimum of 3 years as a supervisor/manager.

Must have experience through entire life cycle of client server software development. Requires competence in all phases of project management, from planning, monitoring, reporting and problem resolution. Must have demonstrated competence in verbal and written communication.

Developer/Programmer/Analyst

Minimum Experience: 5 years’ experience developing n-tier applications using Microsoft Windows, Sun Java or other industry accepted technologies. An understanding of object interface design and relational databases is essential. Must have experience meeting compliance requirements and testing applications, updating documentation and providing daily status reports. Must be able to work independently and with teams.

Functional Responsibility:

Completely and accurately analyzes, designs and/or programs new applications.

Updates, improves, or corrects existing applications to exceed client expectations.

Education:

Bachelor’s degree in Computer Science or Management Information Systems or AA degree with 3 years’ work experience. Professional certifications from Microsoft, Java, or other accepted technologies preferred.

Quality Assurance Engineer

Minimum Experience: 5 years’ experience and demonstrated expertise in testing standards/methodologies and test tools. Must have aptitude with many or all of the following: C/C++, Java, VB, Perl, Batch/Shell scripting or other programming/scripting language. Experience with the

Internet-browsers, email, HTML, ASP, XML, Web servers (Apache, IIS, etc.), CGI, ISAPI, is required, as well as functional understanding of Mac, Unix, Windows, and/or

DOS platforms. Must have 2 years’ experience as team lead responsible for group performance. Must be able to create test plan from requirements and design documents.

Requires competence in overseeing applications testing for installation, functionality, localization, hardware compatibility, and GUI. Must have proven ability to write component test plans and test cases for web and other applications, execute test cases and report metrics on test results, and automate test cases for various/NT platforms.

Functional Responsibility: Has final responsibility for identifying all flaws or bugs in new IT systems or system changes. Designs test plans. Directs work of Software Testers. Reports system errors to Solution Architect for resolution.

Education: Bachelor’s degree in Computer Science, Management Information Systems, or other technical field.

Software Tester

Minimum Experience: 3 years’ experience in programming, with 2 years as a software tester. Must have code writing and code scanning skills. Must have experience in finding non-compliances through carefully designed test sets, and experience in testing applications which includes internet printing, software, tutorial software, ease of use software, network administration software, software based remote control panels, and status monitors.

Must have demonstrated competence in testing software packages, which include testing user interfaces, technical documentation, and knowledge of NT or various platforms. Requires the ability to work independently and take ownership of the testing effort for a project. Must have proven documentation skills for a defect tracking system.

Functional Responsibility: Follows testing plan and instructions of Test Engineer to evaluate all possible use cases for a new or modified IT system. Creates detailed documentation of all system errors and reports them to Test Engineer.

Education: Associates degree in Computer Science, Information Systems or related discipline.

Information Security Project Administrator

Minimum Experience: 3 years’ experience directly related to systems administration/security administration of information systems

Functional Responsibility: Maintains the confidentiality, integrity and availability of servers and systems. Serves as a front-line interface to users with technical issues. Make recommendations for hardware and software purchases. Interacts with third technology vendors and internal staff. Conducts systems analysis and development to keep systems current with changing technology. Duties may include installing new software, troubleshooting, granting permissions to applications and training users. May program in an administrative language (C, C++). Requires a solid understanding of Unix/NT based operating systems.

Education: Associates degree in Computer Science, Information Systems or related discipline;

MCSE, Linux+, GISF or Security+ certification.
