517410 COMMERCIAL SATELLITE COMMUNICATIONS (COMSATCOM) TRANSPONDED CAPACITY
FPDS CODE D304 – Includes but not limited to products and services, such as: leased commercially available satellite bandwidth; shared or private satellite subscription/managed services; satellite phone services; satellite terminals, phones, modems, and related equipment and services. Solutions include transponded capacity consisting of dedicated bandwidth on a commercial satellite in any frequency band.
Transponded Capacity includes all services necessary to allow the customer to use the transponded capacity, including: engineering (e.g., development of link budgets, transmission plans); basic customer training (e.g., acquiring satellite signal, peak and polarization); core management and control of the transponded capacity; and required approvals. Subscription Services include but are not limited to: worldwide satellite-based Internet, voice, data, and video services. Subscription services entail existing commercial satellite services solutions, including terminals, in any frequency band.
Subscription services include the network management, monitoring, engineering, integration, and operations required to deliver the services. These solutions may include fixed and/or mobile satellite services, along with service-enabling components such as terminals, teleports, and terrestrial interfaces. Host Nation Agreements (HNAs) are separately priced when required.

OLM OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.
OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

DESCRIPTION OF COMSATCOM SERVICES AND PRICING
DESCRIPTION OF COMSATCOM SERVICES
Eutelsat America Corp. (EAC) provides transponded bandwidth on spacecraft operating in Ka, Ku and C-band on the Eutelsat S.A. fleet currently consisting of over 35 geo-synchronous satellites, as well as on satellites of other operators with which EAC has master service agreements. In addition, EAC has access to any other available COMSATCOM frequency bands on the geo-synchronous satellites of other operators, including S-, X-, and extended Ku-band. Eutelsat space segment provides wide area, regional and spot beam coverage globally. To meet its customers’ needs, EAC offers its bandwidth flexibly in partial or full transponders and for terms ranging from as little as one month to 10+ years. The Eutelsat group also operates three major teleports and an interconnecting fiber network to support customer requirements. These enable EAC to leverage long established relationships with third party vendors to ensure that EAC can provide a comprehensive portfolio of solutions The EAC engineering support team is able to provide link budget analysis, transmission planning, and a variety of related engineering functions, such as assistance with design and fault resolution as part of EAC’s transponded services offering. In connection with the activation process for any new or reconfigured service, EAC works with its customers to ensure that their earth stations are operating in conformance with the technical requirements of the relevant Eutelsat Earth Station Standards (“EESS”) and the Eutelsat Systems Operational Guide (“ESOG”). A technical annex accompanies all task orders and defines the technical specifications of the specific order. While the customer’s use of transponded capacity may experience intentional or unintentional third-party interference for which the customer will not receive a credit, EAC acts decisively to suspend non-conforming third-party operations in order to protect the integrity of the satellite and of all other users of capacity on the spacecraft.
Customers using transponded capacity on EAC’s parent organization’s owned satellites are not responsible for securing satellite frequency clearances or landing rights for their service requirements. As an optional service offering EAC is also able to arrange for Host Nation Agreements for the operation of satellite earth stations in specific locations. Pricing will be made available upon request. EAC will offer on a first come, first served basis to customers of its SIN 517410 offering in the aggregate up to 50 individual online training classes per calendar year that will address basic requirements and techniques for bandwidth users.
Portability EAC is able to offer portability of service between satellites and transponders on the Eutelsat S.A. satellite system.
Portability is subject to availability of in-orbit resources. Prior to task order award or modification, specific terms and conditions, including pricing in relation to net present value, will be determined. In addition, EAC shall accept orders on a first come, first served basis from both government and commercial customers, with all capacity offered subject to availability at the time of order. All orders by government customers shall be definitized at the time of task order award or modification.
Flexibility/Optimization EAC offers flexibility and optimization of available transponded capacity as part of the re-grooming process in order quickly to meet its customers’ requirements. As a first step in this process, EAC works with its customer to identify the solution that best meets the requirement specifications. Working in collaboration with its parent organization and subject to the availability of in-orbit resources, EAC can reallocate bandwidth and resources across the entire Eutelsat satellite fleet, repoint satellite beams, and reconfigure transponder connectivity in terms of frequency bands and polarization.
EMI/RFI/Geo-Location EAC employs a variety of methods to identify, characterize, and mitigate interference into its customers’ operations:
Satellite-Carrier Monitoring: Every satellite downlink beam and transponder is automatically monitored in near real-time with our in-house satellite carrier monitoring capabilities at the Eutelsat Communications System Control (“CSC”). The monitoring system automatically measures the receive spectrum and compares it to a pre-determined mask derived from the transmission plan registered for the customer. Any significant deviations from the transmission plan are brought to the attention of the CSC controller, in an alarm message, for further investigation by the controller.
Interference Geo-Location System: A significant number of EMI/RFI incidents are quickly resolved by the CSC, through characterization of the interference and evaluation against a pre-determined list of criteria, rapidly identifying the source and thus rectifying the problem. In the event that this proven technique does not yield satisfactory results, the CSC can rapidly escalate to use of geo-location systems. Eutelsat owns and operates two independent state of the art interference geo-location systems that it employs on behalf of its own customers as well as to provide support to other transponded capacity suppliers to the government. Through use of these systems, the CSC identifies, within nominal parameters, the geographic source of signals interfering with carriers operating in the system. Using the list of registered antenna systems derived from data that all Eutelsat users are obligated to submit, the CSC immediately contacts any user that may be causing unintended interference to rectify the issue. This geolocation capability enables the CSC to identify and resolve interference events quickly and routinely. If the interference cannot be resolved in a timely manner, EAC will assign the carrier to a temporary frequency, based on availability, until such time the interference issue is resolved successfully and the original carrier is fully restored to contractual operational parameters. CSC logs the status of its investigative efforts through its trouble ticket system to provide transparency to EAC’s users.
Net Ready/Interoperability Through an established network of terrestrial points of presence, EAC is able to offer a range of interconnect options based on geographic location and utilized technology, as available and requested by the customer. Critical points of presence are interconnected to the Eutelsat teleports via redundant diverse fiber connections.
Network Monitoring/Net Ops Eutelsat’s fleet of satellites is monitored in many cases via terminals in multiple locations. The data from these monitoring sites is transmitted back to the fully redundant CSC facilities.
Security EAC has spacecraft, technical infrastructure capability and personnel trained and cleared to meet the requirements of MAC 3 through 1.
