10. FOREIGN ITEMS:
11a. TIME OF DELIVERY: The contractor shall deliver to destination within the number of calendar days after receipt of order (ARO), as negotiated between Ordering Agency and Chronos Systems, Inc.
11b. EXPEDITED DELIVERY: When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, the agency is encouraged, if time permits, to contact the contractor to obtain accelerated delivery. The contractor shall reply to the inquiry within three workdays after receipt of the request. (Telephonic replies shall be confirmed in writing by the contractor.) If the contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall .be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

(1) Time of delivery/installation quotations for individual orders;
(2) Technical representations and/or warranties of products concerning performance, total system performance and/or configuration, physical, design and/or functional characteristics and capabilities of a product/equipment/ service/software package submitted in response to requirements which result in orders under this schedule contract.
(3) Any representations and/or warranties concerning the products made in any literature, description, drawings and/or specifications furnished by the Contractor.
The above is not intended to encompass items not currently covered by the GSA Schedule contract.

Substitution Methodology:
Due to the availability or limitation of education, occasionally substitution of experience as referenced below for a professional labor type with additional years of experience will be provided to the Federal Agency when responding to their IT requirements and it is solely the acquiring agency’s determination, if the substitution is considered acceptable prior to an award.
Senior Program Manager
Minimum/General Experience: Ten or more years of progressive technical project management experience, including demonstrative experience in ensuring that tasks are completed on-time, within budget, and meet requirements.
Functional Responsibility: Plans and directs projects, including all phases of services under a contract.
Ensures that tasks are completed within estimated time-frames and budget constraints and meet requirements.
Schedules and assigns duties to subordinates. Interacts with government management personnel. Reports in writing and orally to contractor management and government representatives, including the government Contracting Officer. Negotiates and makes binding decisions on behalf of the company represented. Works

Knowledge Management Information Assurance (Lead)
Minimum General /Experience: Six or more years of applicable experience.
Functional Responsibility: Provides guidance for other support personnel. Leads in technical support as required in the areas of but not limited to data management, document control, computer support, project control, and other related areas. Develop system security plans, risk mitigation plans, contingency plans, and disaster recovery plans. Responsibilities include to ensure Information System Security Officers are appointed for each system area, ensure data ownership is established for each system (this includes accountability, access rights, and special handling requirements), and responsibility for ensuring all security requirements associated with the program statement of work (SOW), including security documentation, is addressed. Oversee and coordinate the certification and accreditation, facilitate the flow of certification and accreditation documentation and ensure that appropriate security processes and procedures are in place.
Investigate all security violations and incidents and ensure immediate reporting of security incidents for applicable programs. Oversee security aspects of the network contingency exercises as applicable and recommend improvements and collaborate on lessons learned.
Minimum Education: BS in Computer Science/Engineering or a related field, certified as a CISSP, CISM GSE or SCNA
Knowledge Management Information Assurance (Specialist)
Minimum/General Experience: Three or more years of applicable experience.
Functional Responsibility: Provides technical support as required in the areas of but not limited to data management, document control, computer support, project control, and other related areas. Develop System Security Authorization Agreements, perform threat vulnerability assessments, and provide security test and evaluation support. Provide technical support in the evaluation of security products and develop information system security studies and reports that address areas of information system security concerns. Leads the testing, debugging, and refining of computer software to produce the required product. Prepare program-level and user-level documentation. Analyses coding problems and suggests improvements to procedures. Reviews existing programs and assists in making refinements, reducing operating time, and improving current techniques. Supervises software configuration management.
Provide technical direction to programmers to ensure program deadlines are met.

Functional Responsibility: Gathers, organizes and composes teaching materials. Assists Instructor with training courses and seminars. May provide one-on-one coaching and assistance, as well as assisting with automated training materials or computer-based training (CBT).

Experience in web design and development using HTML and JAVA is required. Provide on-the-job training for the development, maintenance, and updating of Web pages. Must have good communication skills and the ability to work with all levels of management and technical personnel. Working knowledge of browsers, WYSIWYG editors, graphic design software (ex. - PhotoShop, Illustrator), animation software and image optimization is desirable. Must be familiar with Section 508c application designs for citizens with disabilities.
