INFORMATION FOR ORDERING ACTIVITIES
APPLICABLE TO ALL SPECIAL ITEM NUMBERS
SPECIAL NOTICE TO AGENCIES: Small Business Participation
SBA strongly supports the participation of small business concerns in the Federal Acquisition Service. To enhance Small Business Participation SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.
For orders exceeding the micropurchase threshold, FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three schedule contractors or consider reasonably available information by using the GSA Advantage! on-line shopping service (www.gsaadvantage.gov). The catalogs/pricelists, GSA Advantage! and the Federal Acquisition Service Home Page (www.gsa.gov/fas) contain information on a broad array of products and services offered by small business concerns.
This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among those considered when selecting pricelists for a best value determination.
For orders exceeding the micropurchase threshold, customers are to give preference to small business concerns when two or more items at the same delivered price will satisfy their requirement.

Dedicated On Net Internet Access- Broadspeed DIA with Voice Recovery provides a high speed Internet connection to our state of the art IP backbone optimized for broadband. Redundant, diverse IP transit connections and redundant switches and servers minimize single points of failure and provide businesses with safe, secure, and fast Internet Access service. Services are delivered via dedicated IP facilities at a bandwidth of 1.5 Mb/s. Multiple facilities may be bonded for bandwidths of 3.0 Mb/s, 4.5 Mb/s and 6.0 Mb/s. Broadspeed DIA with Voice Recovery is delivered with two (2) voice line equivalents for purposes of redundancy. In the event primary voices services fail, these lines may be used for inbound and outbound calling to/from the premises.
High Speed Internet Access- High Speed Internet Access is delivered via EFM, Ethernet in the First Mile, technology. EFM is provisioned via multiple twisted pair loops (ARDU DSL-quality loops) with N+1 redundancy.
G.shdsl line modulation is employed at layer 1 and 802.3ah Ethernet bonding is employed at layer 2 to provide a logical IP pipe of upwards of 30 Mb/s to the network. Loop length and copper quality play a role in determining maximum bandwidth supported by any installation. Services are said to be within tolerances if operating with +/- 20% of nominal purchased bandwidth. Services terminate at the Customer’s premises into an Ethernet Access Device (Actelis ML42 or ML620 series) and to a Cisco IAD with a single 10/100 Ethernet port. Service demarcation is defined at the LAN port of the Cisco router.
Dynamic IP Circuit- Broadspeed Dynamic IP is delivered via a dedicated facility(s) from the nearest Broadview Networks Co-Location, which then terminates into a Cisco 2400 series IAD at the customer’s premises, that is provided and managed by Broadview. The standard IAD configuration allows for call type hand-off either as all FXS or all T1 CAS or all PRI trunks.
IP bandwidth selections are available from 1.5 Mb/s up to 6.0 Mb/s in 1.5 Mb/s increments. At select collocations, bandwidth options from 5 Mb/s up to 30 Mb/s are available after successful EFM loop qualification. IP bandwidth is configured with two traffic types. One traffic type is Best Effort Internet access while the second traffic type is high-priority VoIP trunking destined for Broadview’s MetaSwitch softswitch/gateway and the PSTN. In all cases, as one or more voice channels go idle (i.e. on-hook, not in use), the IP bandwidth will burst up to its full maximum. VoIP encoding utilizes G.711 codec and thus bandwidth is consumed at a rate of 88 Kb/s per active call path on the dedicated IP facility.
Practical limitations of the VoIP codec limit call paths to 18 on a single 1.5 Mb/s facility. Physical interfaces on the IAD limit total call paths to 24 (23B+D if PRI) on a 3.0 Mb/s+ IP facility when delivered via bonded NxT1.
However, EFM delivery (5 Mb/s thru 30 Mb/s packages) can support up to 48 call paths via T1 or PRI (46B+2D) handoff, but FXS handoff is still limited to 24 call paths. Managed (more robust) Equipment options are also available - for an additional monthly cost - in those situations where a customer/prospect requires a Voice & Data combination not supported by the provided (standard) IAD.
MPLS Service- By providing a Wide Area Network (WAN) Service via an MPLS (multi-protocol label switching) based IP VPN (virtual private network) customers can be serviced with an alternative to Frame Relay or Private Line.
Broadview “manages” the authentication functionality and maintains distinction based on Routing and Forwarding rules. Subsequent routing decisions made by Label Switched routers are based on the label and not the original IP address. This allows core network routers to operate at higher speeds without having to examine each packet in detail. The label also contains information about how the data should be prioritized. Known as Quality of Service (QoS), this enables enhanced prioritization of different traffic types, like Voice, Video, Frame Relay and Internet.
MPLS augments IP technology. An MPLS-enabled IP network creates end-to-end circuits, letting you integrate services like Frame Relay, Asynchronous Transfer Mode (ATM) and Ethernet to achieve performance and cost efficiencies.
SIP Trunking- is a Voice over IP service that delivers a native Session Initiation Protocol, SIP, interface between a Customer’s IP PBX and Broadview Networks MetaSwitch softswitching platform. As each IP PBX is unique in its application of SIP standards and protocols, each Customer switch must be certified for direct SIP interface to Broadview’s softswitch. A complete list of certified IP PBX’s is maintained by Broadview. Broadspeed SIP is delivered via dedicated IP facilities from the nearest Broadview networks collocation and terminates in a Cisco router/IAD provided and managed by Broadview at the Customer’s premises. The hand-off is a 10/100 fast Ethernet port.
IP bandwidth selections are available from 1.5 Mb/s to 6.0 Mb/s in 1.5 Mb/s increments and in select collocations at bandwidths of 5 Mb/s, 10 Mb/s, 15 Mb/s, 20 Mb/s and 30 Mb/s. IP bandwidth is configured with two traffic types.
One traffic type is Best Effort Internet access while the second traffic type is high-priority SIP trunking destined for Broadview’s MetaSwitch softswitch/gateway and the PSTN.
SIP encoding utilizes G.711 codec and thus bandwidth is consumed at a rate of 88 Kb/s per active SIP concurrent conversation on the dedicated IP facility. Practical limitations of the G.711 codec limit SIP trunks to 18 on a 1.5 Mb/s IP facility. Optional G.729a codec allows for VoIP compression and permits double the SIP trunks over the same IP bandwidth as G.711 codec.
Officesuite- VOIP- OfficeSuite is a full-featured (over 40 features), hosted VoIP phone system that delivers business needs to communicate over the phone and online. It offers the functionality of an enterprise-grade PBX or key system without any capital investment or expensive maintenance contracts. It is completely hosted within Broadview’s fully meshed IP network—delivering a secure, redundant service.
OfficeSuite is a complete voice and data communications system that includes phones, unlimited local, regional and long distance calling plans, automatic system upgrades and initial system training.
IP Addresses- The standard IP address assignment for Dedicated IP Services is one static, routable, IP address for the WAN port of the router with Network Address Translation (NAT) and Port Mapping defined on the router.
Blocks of IP addresses, up to 256, may be requested. Blocks of 16 or more are levied an MRC and also a one-time setup charge. IP addresses may not be resold. Customers must provide a justification plan explaining IP address usage. Customers must use 60% of what they request within a week of installation. For example, a week after installation Broadview must be able to ping at least 9 out of a block of 16 IP addresses. Customers must use 90% of their addresses before Broadview Networks will issue additional addresses. A usage figure of 80% (12 used out of 16, for example) must be achieved within 3 months and sustained on a continuing basis or IP addresses may be withdrawn. Broadview Networks conducts random audits to verify these usage thresholds. Broadview Networks will notify customers via email two weeks prior to any withdrawal of addresses. Customers whose addresses are withdrawn may be reassigned smaller blocks of addresses.
b. Pricing for all EC Services shall be in accordance with the Contractor’s customary commercial practices; e.g., hourly rates, monthly rates, term rates, unit prices and/or fixed prices.
Pricing for EC services are in accordance with Broadview’s customary commercial practices with no deviations.
