1. PROJECT MANAGER

Minimum Education or General Experience

Requires a bachelor's degree with minimum 8 years of experience in the field or in a related area is required.

General Duties and Responsibilities The Project Manager (PM) for IT operation will be responsible for initiating, planning, executing, coordinating, monitoring and delivering things as defined within the scope of the IT projects. The IT Project Manager has a strong communication skill and people skills to manage IT operations. The IT manager should set deadlines, milestones, identify tasks, assign responsibilities, manage resources and monitor progress routinely. The PM in IT operations should closely monitor the cost of the project and manage the project optimally. He has the responsibilities to ensure the IT products and solutions meet quality as defined in the scope documents. PM is responsible for managing IT risk. Ensure that the project performs as per schedule. Have strong functional, conceptual and managerial skills than in-depth technical skills. Leadership skill is required. Typically reports to the program manager or head of a business unit/department. Thorough about the Software Engineering Life Cycle (SELC) development processes. Knowledge of the methodologies related to the software application development is required; for example: agile, water fall, and others. Knowledge of using project automation tools to monitor the budget and the schedule of various tasks and activities.

2. Project Manager II Minimum Education or General Experience Requires a Bachelor’s degree in Information Systems, Business or equivalent MBA or MIS preferred - PMP or CSM may be required. Minimum of 8 years of work experience.

General Duties and Responsibilities Manage projects of varying sizes and complexities; may oversee multiple projects of high value to ensure proper management; create and maintain project plans; ensure that users and project team members roles and responsibilities are defined; coordinate and monitor activities to ensure project is completed on time and within budget; manage risks, ensures that user requirements are complied; deliverables and approvals are defined and documented; communicate project status; promote use of PMI best practices.

3. DATABASE ADMINISTRATOR

Minimum Education or General Experience Requires a bachelor's degree with minimum 5-7 years of experience in the field or in a related area is required.

General Duties and Responsibilities Provides technical expertise and support in planning, acquiring, implementing, and operating database management systems. Implements data models and database designs. Evaluates and recommends available DBMS products to support implementation of user requirements. Develops, implements, and maintains database backup and recovery procedures for the processing environments and ensures that data integrity, security, availability, and scalability, are built into the DBMS applications. Monitors database performance and evaluates areas to improve efficiency.

4. Senior DBA / Tech Lead Minimum Education or General Experience Requires Degree in Information Technology or Equivalent. DBA certificates are preferrable. Requires a minimum of 8 years of experience.

General Duties and Responsibilities Evaluates and designs existing or proposed systems to structure, build, and access databases. Analyzes database/software requirements of the agency or the department for applications programming, and operations. Submits recommendations for solutions that require definition of both the physical structure and logical structure. Define functional capabilities of databases and ensure data security and data backup/recovery specifications. Responsible for managing enterprise data; responsible for integrating databases across other sub-systems in the organization.. Proposes detailed specifications and coordinates installation of revised or new systems. May lead a team of other database administrators and programmers

5. DATABASE ARCHITECT

Minimum Education or General Experience

Bachelor degree with 8-10 years of experience in the related field.

General Duties and Responsibilities Provides expertise in building data warehouse and data mart applications both in relational and dimensional models across various database platforms. Define, design, and build long-term solution for the data analysis requirements from heterogeneous data sources using different tools and application techniques. The data architect should have thorough knowledge about the relational and dimensional models and design the End State database based on the requirements. The data architect requires specialized knowledge in developing star schema, cubes, fact tables, and dimensions.

6. SUBJECT MATTER EXPERT

Minimum Education or General Experience

Requires a master’s degree with minimum 10 years of experience in the related field.

General Duties and Responsibilities Provides domain expertise in technical fields. Review, improve, and approve technical works. Guide others to implement business requirements using best practices. Provides expertise in high-end computing in the field of data mining and data warehouse applications, for example : machine learning, decision tree, clustering, algorithms and others.

7. DEVELOPER

Minimum Education or General Experience

Requires a bachelor’s degree with 4-6 years of experience in the field or in related area.

General Duties and Responsibilities The database developer’s role is to strategically design and implement databases across the organization, while ensuring high levels of data availability and quality. The developer will, in addition, evaluate and select all technology components, such as software, hardware, and networking capabilities for database management systems and applications. Usually possesses very strong SQL and PL/SQL coding skills to manipulate data within RDBMS systems such as Oracle, Microsoft SQL Server, DB2 and Sybase.

8. QA ANALYST

Minimum Education or General Experience

Require a bachelor's degree with 2-4 years of experience in testing and Quality Assurance is preferred. The candidate should have some programming knowledge in mainframe, client server or web application related languages.

General Duties and Responsibilities Develops, publishes, and implements test plans. Writes and maintains test automation. Develops quality assurance standards. Defines and tracks quality assurance metrics such as defect densities and open defect counts. Must have a working knowledge of quality assurance methodologies. Familiar with Windows, UNIX and/or Linux environments. Relies on experience and judgment to plan and accomplish goals. Works under general supervision; typically reports to a manager. A certain degree of creativity and latitude is required

9. Project Manager RM (Records Management) Minimum Education or General Experience Requires a Master’s degree or equivalent work experience; PMP certification may be required. Minimum 8 years of management experience with 6 years focusing on records management.

General Duties and Responsibilities Extremely knowledgeable in Government standards, procedures, and requirements of the record management life cycle processes. Knowledgeable about NARA compliance requirements. Knowledgeable about Content Server/Livelink, Share Point, and Documentum. Must be able to oversee all aspects of the processes related to records management. Must be knowledgeable about the digitization processes using scanning technologies and working with Kofax. Provide proper guidance to the Record Preps, Scanning Technicians, QC people and others in the team. Work with the Record Liaison Officer (RLO) and program manager for any strategic planning and records related activities.

10. Project Coordinator Minimum Education or General Experience Requires Bachelor’s degree in Information Systems, Business or equivalent. Minimum of 1 to 3 years of work experience.

General Duties and Responsibilities Coordinates activities and resources in support of technical projects that impact multiple departments, systems, or work-flows with moderate to high risk and complexity or multiple projects simultaneously with lesser risk and complexity; maintains a detailed project schedule which includes administrative tasks; coordinates meetings; maintains calendars; prepares presentations, meeting minutes; ensure project documents are filed appropriately.

11. Technical Writer Minimum Education or General Experience Requires Bachelor’s degree in Information Systems, Business or equivalent - Technical Writing Cert may be required. Minimum of 5 years of work experience.

General Duties and Responsibilities Responsible for writing and editing technical documents acceptable to the client. Develop and maintain installation guidelines, configuration file, documentation for on-line help, and maintenance of different versions of the document for technical and non-technical staff. Work with technical and business staff to analyze documentation requirements. The candidate must be strong in MS Office suits, Visio, and graphical tools.

12. Business Analyst Minimum Education or General Experience Requires B.S. in Information Systems, Business or equivalent. Minimum of 7 years of work experience in the relevant fields.

General Duties and Responsibilities The Business Analyst should understand the business requirement and bridge the gap between the business problems and the technology solutions. Create process changes, or integrate new processes with existing ones and open communication with the business users and stake holders; formulate and define systems scope and objectives; develop and modify moderately complex information; analyze business and user needs, document requirements and facilitate the delivery of technical solutions.

13. Senior Software Configuration Manager Minimum Education or General Experience Requires a Bachelor’s degree in Computer Science, MIS, or the related field. Minimum of 7 years of work experience.

General Duties and Responsibilities Knowledge of databases (Oracle, SQL Server, DB2, MySQL, etc.). Experience in configuration management tools, Version Control Software, and working knowledge of deploying in in production environment is required. Knowledge about networking principles and local area network experience is a plus. Must be able to lead a team of 3-5. Strong written and oral communications skill is necessary.

14. Web Developer Minimum Education or General Experience Requires Bachelor’s degree with minimum of 5 years of overall experience with a minimum of 3 years of experience with specific skill(s).

General Duties and Responsibilities Web Developer will develop applications in C#, .Net, ColdFusion, HTML, Python, JavaScript, VBScript, Perl, Photoshop and Flash, with knowledge of multimedia is a plus. Depending on specialization, Web developers may work in the front-end or back-end environments. Analyzes, designs, develops, implements and supports Web applications. Supports the presentation layer, content management, admin module and marketing-related features on the Web site.

15. Computer Scientist Minimum Education or General Experience Requires at least a Bachelor’s degree in Computer Science or a related field; Master or PHD degree is preferred. Minimum of 3 to 5 years of experience required

General Duties and Responsibilities Computer Scientists are used to explore more theoretical ways of computing issues, and use experimentation and modeling in their research. Work as part of a team of programmers, IT professionals, mathematicians and statisticians. Research ways to improve performance of existing computational techniques and software and work on developing new ideas and implementing them. Must have strong programming skills in C++, C, C#, Java, Python, MATLAB, SAS and other programming languages.

16. Help Desk Specialist Minimum Education or General Experience Requires an Associate’s degree in Information Systems, Computer Programming, A+ Certification or equal experience. Minimum of 1 to 3 years of work experience is required.

General Duties and Responsibilities Provide second tier support to end users for PC, server and/or mainframe applications and hardware; interacts with network services, software systems and/or application development to restore service and/or identify and correct problems; recommends system modifications to reduce user problems.

17. Statistician Minimum Education or General Experience Requires a Bachelor’s degree in Mathematics, Statistics, Economics, or a related field. Must have excellent IT skills, numerical, and analytical skills. Requires minimum 5 years of experience.

General Duties and Responsibilities Strong in Mathematics and statistics. Proficient in Microsoft Office, especially in MS Excel. Provide statistical analysis and solution from a huge data sets. Develop statistical models for analysis and predictions. Strong in SAS programming, MATLAB, Sudan, SPSS and other statistical tools.

18. Scanning Technician Minimum Education or General Experience Requires a High School diploma or equivalent; applicable certifications desired. Minimum of 6 months of experience.

General Duties and Responsibilities The candidate must scan document, print, photographs, artwork, etc. and digitize the document in photo software; correct color and manipulate images as required using provided software. Must support preparation of paper documents to be scanned. The candidate should scan documents properly and archive documents, calibrate important components of the scanner and computer on a regular basis.

19. Records Management Specialist Minimum Education or General Experience Requires a Bachelor’s degree or equivalent in a related field. Must have 5 years of experience in records management.

General Duties and Responsibilities Must possess a clear understanding of the Records Management Lifecycle especially Creation, Maintenance, and Disposition of documents. Knowledgeable of the NARA guidelines and requirements. Job duties include conducting file/record inventory assessments, finalize file plans, identify records and advise on disposition in preparation for scanning activities.

20. Senior Records Management Specialist Minimum Education or General Experience Requires a Bachelor’s degree or equivalent in a related field Minimum of 8 years in Records Management experience

General Duties and Responsibilities Must possess a clear understanding of the Records Management Lifecycle processes especially Creation, Maintenance, and Disposition of records. Extremely knowledgeable of the NARA guidelines and requirements. Job duties include conducting file/record inventory assessments, finalize file plans, identify records and advise on disposition in preparation for scanning activities. Work with Record Liason Officer (RLO) and Records Owner for managing records.

21. Senior Consultant Minimum Education or General Experience Requires Bachelor degree with very special skills. Minimum 8 years of experience.

General Duties and Responsibilities Creative, detail-oriented problem solver with technical and leadership skills and in-depth knowledge in different areas of Information Technology. He should have expertise in developing and implement solutions by understanding all perspectives. Extensive experience designing, developing, and deploying database software systems and applications, particularly in Oracle technologies, Fusion Middleware, OEM and the proven ability to apply skills to complex business solutions. Expert in Systems Integration, Testing, and Quality Assurance. The candidate must have specialized skills very similar to Oracle Real User Experience Initiatives (RUEI).

22. Senior Data Scientist Minimum Education or General Experience Requires BS or M.S. in Computer Science. PhD is preferred. Minimum of 5 years of experience.

General Duties and Responsibilities Knowledge in computational science with Natural Language processing, Machine Learning, Computer Vision and relevant experience. Must be knowledgeable about database structure, algorithms, concepts of big data and know how to implement methodologies for scientific analysis and build predictive algorithms.

23. Senior Software Engineer II Minimum Education or General Experience Requires Bachelor degree or equivalent. Minimum of 8 years of experience in program management.

General Duties and Responsibilities The Senior Software Engineer II must have a strong database development experience, primarily in Oracle, SQL Server or similar databases. The candidate must have an expert level of programming language especially in ASP .Net, ColdFusion, Java or other similar languages. Must understand the business requirement process flows and replicate business processes into the software products. The candidate should ensure quality of the software and adhere to the product deliverable schedule.

24. Program Manager Minimum Education or General Experience Requires Bachelor degree or equivalent. Minimum of 8 years of program management experience.

General Duties and Responsibilities The program manager will manage horizontally across all the projects involed in the program. Responsible for acquisition of IT projects and ensure financial feasibility to leverage corporate ROI. The Program manager is responsible for project development from inception through deployment. Has demonstrated the ability to provide guidance and direction in the services offered and proven expertise in the management and control of funds and resources. Serves as the contractor’s single contract manager. Responsible for formulating and enforcing work standards, assigning schedules, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Responsible for the overall contract performance. Responsible for building and managing organization process asset library and common templates that is used across the organization and to all projects.

25. System Software Programmer - Junior Minimum Education or General Experience Requires Bachelor’s degree or equivalent. Minimum of 2 years of relevant experience.

General Duties and Responsibilities The junior System Software Programmer will develop applications in Java, Angular JS, Python, and other similar programming languages. He will develop enterprise search or similar type of applications and responsible for testing the tools developed. Must have had specialized training in appropriate field of software development. Experience in scientific environment is desired.

26. BI Developer Minimum Education or General Experience Requires Bachelor's degree in Information Technology or equivalent degrees. Minimum of 5 years of relevant experience.

General Duties and Responsibilities The BI developer will develop OLAP cube, dimensions, fact tables, and measures using different tools and technologies like OBIEE, SSAS, COGNOS, and other similar tools. The BI developer will also develop data mining tools using programming languages like MDX and DMX queries. He should be knowledgeable about the query languages on Oracle, SQL Server and other databases.

Must posses excellent verbal and written communication skills. Must have had specialized training in data management.
