SIN 811212 Hardware Maintenance Order Terms

1) Service Areas

a) The maintenance and/or repair service rates per the contract are applicable to any ordering activity locations within an unlimited mile radius of the Contractor/Original Equipment Manufacturer (OEM) service points. If any additional charge is to apply because of the greater distance from the Contractor/OEM service locations, the mileage rate or other distance factor shall be negotiated at the Task Order level.

b) When maintenance and/or repair services cannot be performed at the ordering activity installation site, the repair services will be performed at the Contractor's plant(s) listed below:

2) Loss or Damage When the Contractor moves equipment to its/OEM location for repairs, the Contractor shall be responsible for any damage or loss, from the time the equipment is removed from the ordering activity installation, until the equipment is returned to such installation.

3) Scope

a) The Contractor shall provide maintenance for all equipment listed herein, as requested by the ordering activity during the contract term. Repair service and repair parts/spare parts shall apply exclusively to the equipment types/models within the scope of the Information Technology Category.

b) Equipment placed under maintenance service shall be in good operating condition.

i) In order to determine that the equipment is in good operating condition, the equipment shall be subject to inspection by the Contractor, without charge to the ordering activity.

ii) Costs of any repairs performed for the purpose of placing the equipment in good operating condition shall be borne by the Contractor, if the equipment was under the Contractor/OEM guarantee/warranty or maintenance responsibility prior to the effective date of the maintenance order.

iii) If the equipment was not under the Contractor/OEM responsibility, the costs necessary to place the equipment in proper operating condition are to be borne by the ordering activity, in accordance with the provisions of the contract.

4) Responsibilities

a) For equipment not covered by a maintenance contract or warranty, repair service personnel shall complete repairs as soon as possible after notification by the ordering activity that service is required. Within the service areas, this repair service should normally be done within 4 hours after notification.

b) If the Ordering Activity task or delivery order specifies a factory authorized/certified service personnel then the Contractor is obligated to provide such a factory authorized/certified service personnel for the equipment to be repaired or serviced, unless otherwise agreed to in advance between the Ordering Activity and the Contractor.

5) Maintenance Rate Provisions

a) The Contractor shall bear all costs of maintenance, including labor, parts, and such other expenses as are necessary to keep the equipment in good operating condition, provided that the required repairs are not occasioned by fault or negligence of the ordering activity.

ii) Regular Hours: The basic monthly rate for each make and model of equipment shall entitle the ordering activity to maintenance service during a mutually agreed upon nine

(9) hour principal period of maintenance, Monday through Friday, exclusive of holidays observed at the ordering activity location.

iii) After Hours: Should the ordering activity require that maintenance be performed outside of regular hours, charges for such maintenance, if any, will be specified in the GSA Price List (I-FSS-600 CONTRACT PRICE LISTS (OCT 2016). Periods of less than one hour will be prorated to the nearest quarter hour.

iv) Travel and Transportation: If any charge is to apply, over and above the regular maintenance rates, due to the distance between the ordering activity location and the Contractor/OEM’s service area, the charge will be negotiated at the Task Order level.

5) Repair Service Rate Provisions

a) Charges for repair service will include the labor charge, computed at the rates set forth below, for the time during which repairmen are actually engaged in work, and, when applicable, the charge for travel or transportation.

b) Multiple Machines: When repairs are ordered by the ordering activity on two or more machines located in one or more buildings within walking distance of each other, the charges will be computed from the time the repairman commences work on the first machine, until the work is completed on the last machine. The time required to go from one machine to another, or from one building to another, will be considered actual work performance, and chargeable to the ordering activity, provided the time consumed in going between machines (or buildings) is reasonable.

c) At the Contractor/OEM’s Facility

i) When equipment is returned to the Contractor/OEM’s Facility for adjustments or repairs which are not covered by the guarantee/warranty provision, the cost of transportation, packing, etc. from the ordering activity location to the Contractor's plant, and return to the ordering activity location, shall be borne by the ordering activity.

ii) The ordering activity should not return defective equipment to the Contractor/OEM for adjustments and repairs or replacement without prior consultation and instruction.

d) At the Ordering Activity Location (Within Established Service Areas)

i) When equipment is repaired at the ordering activity location, and repair service rates are established for service areas or zones, the listed rates are applicable to any ordering activity location within such service areas or zones. No extra charge, time, or expense will be allowed for travel or transportation of repairmen or machines to or from the ordering activity office; such overhead is included in the repair service rates.

e) At the Ordering Activity Location (Outside Established Service Areas)

i) If repairs are to be made at the ordering activity location, and the location is outside the service area terms defined in the GSA Price list. Rates negotiated at the task order will apply.

ii) When the overall travel charge computed at the above mileage rate is unreasonable (considering the time required for travel, actual and necessary transportation costs, and the allowable ordering activity per diem rate for each night the repairman is required to remain overnight at the ordering activity location), the ordering activity shall have the option of reimbursing the Contractor for actual costs, provided that the actual costs are reasonable and allowable. The Contractor shall furnish the ordering activity with a report of travel performed and related expenses incurred. The report shall include departure and arrival dates, times, and the applicable mode of travel.

f) Labor Rates

i) Regular Hours: Contract rates shall entitle the ordering activity to repair service during the period 8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays observed at the ordering activity location. There shall be no additional charge for repair service, which was requested during regular hours, but performed at the convenience of the Contractor outside the regular hours.

ii) After Hours: Should the ordering activity require that service be performed outside of regular hours, charges for such service, if any, will be specified in the GSA Price List (I- FSS-600 CONTRACT PRICE LISTS (OCT 2016). Periods of less than one hour will be prorated to the nearest quarter hour.

iii) Sundays and Holidays: When the ordering activity requires that repair service be performed on Sundays and Holidays observed at the ordering activity location, the Sundays and Holidays repair service rates shall apply, and will be specified in the GSA Price List (I-FSS-600 CONTRACT PRICE LISTS (OCT 2016). Periods of less than one hour will be prorated to the nearest quarter hour.

4) Repair Parts/Spare Parts Rate Provision

a) All parts, furnished as spares or as repair parts in connection with the repair of equipment, unless otherwise indicated in the GSA Price list shall be new, standard parts manufactured by the

OEM.

b) All parts shall be furnished at the prices indicated in the Contractor's commercial pricelist in effect at the time of the repair, at a discount of 5% from such listed prices.

SIN 54151S Labor Category Descriptions

Project Manager

Functional Responsibility: Project Manager/ is assigned the management of a specific project and the work performed under assigned Purchase Orders. Performs day-to-day management of the project, identifies issues and risks and recommends possible issue and risk mitigation strategies associated with the project. The PM acts as a facilitator between a State agency and IT contractor, and is responsible for ensuring that work performed under POs is within scope, consistent with requirements, and delivered on time and on budget. The PM identifies critical paths, tasks, dates, testing, and acceptance criteria, and provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). The PM also monitors issues and provides resolutions for up-to-date status reports, and must demonstrate excellent writing and oral communications skills.

Minimum Education/ Certification Level: Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline or project management certification is preferred.

Minimum Years of Experience: At least five (5) years of experience in project management. Specialized Experience: At least two (2) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.

Senior Wireless Communications Engineer

Functional Responsibility: Senior Wireless Communications Engineer/ performs technical work in the field of wireless communications systems engineering, design and construction. The individual is to provide technical engineering assistance to support wireless projects. The communications engineer is responsible for program review, compliance with licensing regulations, requirements gathering, design review, change management, and final acceptance by the using agencies. Additional duties include review and analysis of engineering proposals with regard to technical feasibility, cost, interoperability, strategic plans and availability of proposed equipment.

Minimum Education/ Certification Level: Bachelor’s Degree from an accredited four-year college or university.

Minimum Years of Experience: Seven years of experience in administrative or professional work. Two years of this experience must have involved the supervision of other employees or exercising responsibility for program development. Specialized Experience: Three years of the above experience must include the design, oversight, implementation, or operation of a Public Safety Radio system. This system experience can be in Land Mobile Radio or Microwave communications systems.

Wireless Communications Engineer

Functional Responsibility: Wireless Communications Engineer perform similar duties as directed or instructed by the senior wireless communications engineer. Conduct studies pertaining to wireless configuration and equipment substitution. Stays current with technological changes.

Minimum Education/ Certification Level: A Bachelor's degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering or other related scientific or technical discipline. An additional year of specialized experience may be substituted for the required education.

Minimum Years of Experience: Zero years.

Senior Network Engineer

Functional Responsibility: Senior Network Engineer/ is responsible for the design and implementation of large data communications or telecommunications networks. Plans and monitors the installation of communications circuits. Manages and monitors local area networks and associated equipment (e.g., bridges, routers, modem pools, gateways, RoIP equipment, etc.) . Conducts short and long-term planning to meet communications requirements. Responsible for the design and implementation of LAN/WANs using hub switching and router technology. Performs hardware/software analyses to provide comparative data of performance characteristics and suitability within the existing systems environment. Prepares trade-off studies and evaluations for vendor equipment. Generates network monitoring/performance reports for LAN/WAN utilization studies. Recommends network design changes/enhancements for improved system availability and performance.

Minimum Education/ Certification Level: A Bachelor's degree in Computer Science, Information Systems, Engineering or other related scientific or technical discipline; Master's Degree is preferred.

Minimum Years of Experience: Seven (7) years of progressive experience in planning, designing, implementation, and analyzing data or telecommunications networks.

Network Engineer

Functional Responsibility: Network Engineer/ perform similar duties as directed or instructed by the senior network engineer. Conduct studies pertaining to network configuration and monitor traffic patterns such as protocols and peak usage. Stays current with technological changes Education: A Bachelor's degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering or other related scientific or technical discipline. An additional year of specialized experience may be substituted for the required education.

Minimum Education/ Certification Level: A Bachelor's degree in Computer Science, Information Systems, Engineering or other related scientific or technical discipline; Master's Degree is preferred.

Minimum Years of Experience: Five years’ experience in a computer-related field.

Wireless Systems Technician Supervisor

Functional Responsibility: Wireless Systems Technician Supervisor/ is the supervisory level of technical support work installing, repairing, maintaining, programming and modifying wireless communications components, devices and equipment such as, but not limited to, digital microwaves, base stations, portable radios, wireless transmitters and receivers, and two-way mobile communication systems.

Employees supervise other Wireless Systems Technicians or contractual technician/consultants.

Minimum Education/ Certification Level: FCC General Radiotelephone Operator’s License (GROL) or equivalent certification depending on their job assignment. Equivalent certification to the GROL includes Association of Public Safety Communications Officer Radio Technician Certification, Personal Communications Industry Association certification or National Association of Business and Education Radio License certification. Employees possessing such should list the license number and date of issuance on the application.

Minimum Years of Experience: Four years of experience installing, repairing, maintaining, programming and modifying devices and equipment associated with wireless communication technologies and networks. One year of the above experience must have involved performing the above functions at the supervisory level.

Senior Wireless Systems Technician

Functional Responsibility: Senior Wireless Systems Technician/ is the advanced or lead worker level of technical support work installing, repairing, maintaining, programming and modifying wireless communications components, devices and equipment such as, but not limited to, digital microwaves, base stations, portable radios, wireless transmitters and receivers, and two-way mobile communication systems. Employees at this level do not supervise other employees. Employees function as lead workers providing advice, guidance and training, and assign and review the work of less experienced employees.

Minimum Education/ Certification Level: Graduation from a standard high school or possession of a high school equivalency certificate.

Minimum Years of Experience: Three years of experience installing, repairing, maintaining, programming and modifying devices and equipment associated wireless communication technologies and networks.

Wireless Systems Technician

Functional Responsibility: Wireless Systems Technician/ these are the journey (Technician)levels of technical support work installing, repairing, maintaining, programming and modifying wireless communications components, devices and equipment such as, but not limited to, digital microwaves, base stations, portable radios, wireless transmitters and receivers, and two-way mobile communication systems. Employees at these levels do not supervise other employees.

Minimum Education/ Certification Level: Graduation from a standard high school or possession of a high school equivalency certificate.

Minimum Years of Experience: Technician - Two years of experience installing, repairing, maintaining, programming and modifying devices and equipment associated wireless communication technologies and networks.

Junior Wireless Systems Technician

Functional Responsibility: Junior Wireless Systems Technician/ these are experienced (Junior Technician) levels of technical support work installing, repairing, maintaining, programming and modifying wireless communications components, devices and equipment such as, but not limited to, digital microwaves, base stations, portable radios, wireless transmitters and receivers, and two-way mobile communication systems. Employees at these levels do not supervise other employees.

Minimum Education/ Certification Level: Graduation from a standard high school or possession of a high school equivalency certificate.

Minimum Years of Experience: General Experience: Junior Technician - One year experience repairing micro-processor digital electronic systems.

Senior Project Manager

Functional Responsibility: Senior Project Manager/ is assigned the management of a specific project and the work performed under assigned Task Orders. Performs day-to-day management of the project, identifies issues and risks and recommends possible issue and risk mitigation strategies associated with the project. Acts as a facilitator between a State agency and IT contractor. Is responsible for ensuring that work performed under TOs is within scope, consistent with requirements, and delivered on time and on budget. Identifies critical paths, tasks, dates, testing, and acceptance criteria. Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). Monitors issues and provides resolutions for up-to-date status reports. Demonstrates excellent writing and oral communications skills. Project Management Institute’s Project Management Professional certification is preferred.

Minimum Education/ Certification Level: Education: Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline.

Master’s degree or project management certification is preferred.

Minimum Years of Experience: At least five (5) years of experience in project management. Specialized Experience: At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.

Subject Matter Expert

Functional Responsibility: Subject Matter Expert/ defines the problems and analyzes and develops plans and requirements in the subject matter area for moderately complex-to-complex systems. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications including, but not limited to: information technology, health care, education, public safety, social services, human resources, transportation, and environment.

Minimum Education/ Certification Level: Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. A Master's Degree is preferred. A Master’s Degree in one of the above disciplines equals one year specialized and two years general experience.

Minimum Years of Experience: Must have five (5) years of experience in the radio field. Specialized Experience: At least five (5) years of combined new and related older technical experience in the RF field directly related to the required area of expertise.

Senior Radio Technician

Functional Responsibility: Senior Radio Technician/ Performs a variety of functions related to the operation, performance or availability of microwave radio networks. A technician will have experience with licensed/unlicensed platforms and ancillary equipment. Technicians will know and understand related test equipment, hand tools and specialty telecommunications tools. A technician will demonstrate experience associated with radios and ancillary equipment. They also perform installation and configuring of radios and ancillary equipment troubleshooting and repairing problems Education and other Requirements: A certificate from an appropriate trade school or appropriate military training.

An additional year of specialized experience may be substituted for the required education.

Junior Radio Technician

Functional Responsibility: Junior Radio Technician/ performs a variety of functions related to the operation, performance or availability of microwave radio networks. This technician will have limited or entry level experience installing and troubleshooting radio equipment and ancillary equipment. This individual may require supervision on more technical assignments and will often assist the Senior Radio Technicians.

Minimum Education/ Certification Level: A certificate from an appropriate trade school or appropriate military training.

Minimum Years of Experience: Entry level experience in a radio-related field.

Technician

Functional Responsibility: Technician/ performs a variety of functions related to the operation, performance or availability of microwave radio networks. A technician will have experience with licensed/unlicensed platforms and ancillary equipment. Technicians will know and understand related test equipment, hand tools and specialty telecommunications tools. A technician will demonstrate experience troubleshooting and repairing problems associated with radios and ancillary equipment.

They also perform installation and configuring of radios and ancillary equipment.

Minimum Education/ Certification Level: A certificate from an appropriate trade school or appropriate military training. An additional year of specialized experience may be substituted for the required education.

Minimum Years of Experience: Two years of experience in a radio-related field. One year of experience in one or more of the following areas: data communications engineering, data communications Equipment or software analysis, network administration or management, data communications equipment installation and maintenance, or computer systems administration and management.

Tower Technician

Functional Responsibility: Tower Technician/ performs a variety of functions related to the operation, performance or availability of microwave radio networks. A tower technician will have experience installing a variety of parabolic and grid dishes, omni-directional antennas, feed lines and connectors.

They will also have experience installing outdoor radio units with active RF equipment. This individual will have experience conducting microwave path alignments

Minimum Education/ Certification Level: Climber’s certification from an approved industry school is preferred.

Minimum Years of Experience: Five years of experience in a radio-related / tower climbing field.

Specialized Experience: Manufacturer certification to install and align equipment is preferred.

Tower Assistant

Functional Responsibility: Tower Assistant/ performs a variety of functions related to the operation, performance or availability of microwave radio networks. A tower assistant will assist the tower technician in a variety of tasks to install antennas and feed lines. They will have a basic understanding of knots, rigging, lines / antenna installation, etc.

Minimum Education/ Certification Level: Climber’s certification from an approved industry school is preferred.

Minimum Years of Experience: One year of experience in the tower climbing field.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/ SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
