The Service Contract Labor Standards is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and

29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category tittles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Responsible for detailed design of complex enterprise IT solutions involving multiple COTS/GOTS applications, processing platforms, and legacy systems.

Experience: Minimum of six years’ experience Daily job duties: Establishes and maintains the project schedule. Instructs, directs, and monitors the work of other project staff. Assumes responsibility for all project deliverables and the identification of risk and issue resolution including the technical solution. Conducts analysis of work plan completeness, prepares status reports, and supports quality control practices. Performs analyses of fundamental client issues, assesses appropriate alternatives, and recommends solutions. Communicates client expectations to project team and escalates appropriate issues to senior level project staff. Performs and oversees rigorous peer reviews on applicable work products to meet specifications/requirements of the quality review process. Oversees the development and management of complex RDBMS solutions. Designs development, test and production databases to support IT application solutions. Approves and creates relational models to support logical / physical database design. Oversees management of complex relational database solutions. Responsible for database maintenance, operation, administration, and database performance tuning and enhancement.

Program Director

Experience: Minimum of 12 years’ experience Daily job duties: The Program Manager serves as the authorized interface to the governments Contracting Officer’s Representative (COR), Contracting Officer’s Technical Representative (COTR), other government management personnel, and customer representatives. The Program Manager is responsible for defining and enforcing work standards, assigning schedules, and communicating TeraThink policy and procedures to the IT implementation team.

Responsible for overall contract performance. Manages services delivered across multiple engagements as it relates to TeraThink’s business units focused on providing IT services. Coordinates all aspects of the contract support activities.

Provides program level communication to the various levels in the government. Formulates and reviews project feasibility, monitors progress, determines costs, and ensures standards are adhered to.

Assigns, schedules, and reviews work of subordinate project managers including subcontractors. Manages expectations of government representatives. The Program Manager will be an employee of TeraThink Corporation.

Program Manager Education: Bachelor’s Degree or equivalent experience in a related discipline.

Experience: Minimum of eight years’ experience Daily job duties: Responsible for coordination of the master project plan and on‐time delivery of key deliverables.

Ensures effective support of each unit and supporting sufficient resources to them so all dependencies are met. Serves as the client’s engagement manager and assumes responsibility for client communications, especially communicating technical concerns and raising awareness appropriately. May serve as the primary point of contact with the Government Contracting Officer (CO) and delegated government representatives. Maintains responsibility for formulating work standards, creating strategic project objectives, and managing client issues and feedback. Assumes accountability for supervising designated resources and enforcing quality control practices for each project. May be responsible for project reviews and overall contract progress and performance. Oversees all work and takes corrective action as necessary to ensure overall project success. Assumes more responsibility for identifying and obtaining additional revenue opportunities.

Project Manager Education: Bachelor’s Degree or equivalent experience in a related discipline.

Experience: Minimum of eight years’ experience Daily job duties: The Project Manager oversees one more IT projects. Serves as the project leader, assembles project teams, assigns individual responsibilities, develops and administers project schedules. Responsible for determining and acquiring resources as required by the IT project. Must be familiar with project scope, IT solution being integrated, and the requirements of the project. Serves as point of contact between subordinate team members requesting party.

Responsible for all communication of project status to requesting party.

Scrum Master Education: Bachelor’s Degree or equivalent experience in a related discipline.

Experience: Minimum of five years’ experience Daily job duties: Facilitates or guides an agile team on how to use and apply Agile concepts, values, principles and practices, all focusing on enabling team effectiveness. The Scrum Master leads discussions and decision making, removes obstacles for the team, and facilitates all agile ceremonies. Could have Certified Scrum Master (CSM) or equivalent certification.

Senior Consultant I

Experience: Minimum of three years’ experience Daily job duties: Serves as a mid‐level IT correspondent within an engagement team. Responsible for directing and monitoring the work of team members Documents current and to‐be business processes by effectively working closely with client. Senior Consultant II Education: Bachelor’s Degree or equivalent experience in a related discipline.

Experience: Minimum of four years’ experience Daily job duties: Supports of program management and familiarity with client issues, assistance with design issues, analysis of important project data, and development of appropriate deliverables. Has full technical knowledge of all phases of applications systems analysis and programming.

Also has duties instructing, directing, and checking the work of other systems analysis and programming personnel.
