DESCRIPTION OF IT PROFESSIONAL SERVICES

1. Senior Project Manager

Experience: 15 years of experience in developing, specifying, managing, directing, controlling and executing simple to complex tasks, projects and programs. Demonstrated leadership and management skills commensurate with experience. Capable of managing multiple projects and exercising overall program management. May include experience as a subject matter specialist, engineer, administrator or technologist.

Education: Bachelor's degree in any discipline or combination of disciplines.

Functional Responsibilities: Plans, directs, coordinates, and controls technical and administrative activities for an entire program. Plans and directs technological improvements and project management implementation. Manages a diverse group of functional activities, subordinate groups of technical and administrative personnel. Oversees the technology development and/or application, marketing, and resource allocation within program client base. Reviews and maintains the quality of technical work performed on the program. Makes technical judgments and provides advice on resolving technical problems. Ensures goals and objectives of program are accomplished within contract terms and conditions. Maintains the development and execution of business opportunities based on broad, general guidance. Interfaces with client management personnel and has excellent oral and written communications. May perform other duties as assigned.

2. Project Manager II

Experience: 10 years experience in developing, specifying, managing, directing, controlling and executing tasks, projects and programs from simple to complex. Demonstrated leadership and management skills commensurate with experience. Capable of managing multiple projects and exercising overall program management or working as deputy to a customer program manager to the extent specified in the delivery order. May include experience as a subject matter specialist, engineer, administrator or technologist.

Education: Bachelor's degree in any discipline or combination of disciplines.

Functional Responsibilities: Manages multiple projects, manages and mentors two or more level 1 Project Managers, and may serve as the contractor's single contract manager. Responsible for instituting effective project management processes and providing project management guidance and training for less experienced project managers or task leaders. Conducts periodic project reviews with clients to ensure high quality work is performed on the program. Able to perform any or all of the Functional

Responsibilities of Project Manager I and may serve as a backup to any Project Manager 1. May perform other duties as assigned.

3. Project Manager I

Experience: 8 years experience in developing, specifying, managing, directing, controlling and executing tasks, projects and programs from simple to complex. Demonstrated leadership and management skills commensurate with experience. Capable of exercising overall program management or working as deputy to a customer program manager to the extent specified in the delivery order. May include experience as a subject matter specialist, engineer, administrator or technologist.

Education: Bachelor's degree in any discipline or combination of disciplines.

Functional Responsibilities: Serves as the contractor's single contract manager. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Directs the performance of a variety of related projects that may be organized by technology, program or client. Program areas typically represent more than three functional areas that may include engineering, systems analysis, quality control, administration, etc. Develops cost, technical, and schedule baselines and controls program(s) accordingly. Establishes individual performance criteria, hires appropriate people and oversees their application. May perform some or all of the duties of Subject Matter Specialists, engineers, or technologists to the extent qualified and appropriate. Responsible for the effective management of funds and personnel, and is accountable for the quality and timely delivery of all contractual items. May perform other duties as assigned.

4. Subject Matter Expert I

Experience: Five years applied experiences in specific subject area of expertise which may include functional experience with relevant processes and ADP systems.

Education: Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise. An additional four years of relevant experience may be substituted for the Bachelor’s Degree.

Functional Responsibilities: Responsible for maintaining up-to-date expertise in a specific subject area in order to evaluate customer program objectives and requirements and provides expert advice for program and/or process improvements. Recommends changes and participates in discussion of the depth and breadth of topic coverage in specific subject area or program. Collects, reviews, filters, and validates program data used for program evaluation and analysis. Subject matter functional expertise may be provided in areas including but not limited to education, health care, financial management, security, legal, engineering, science, and information technology. Interfaces with client program and management personnel and is adept in oral and written communications.

5. Senior Business Manager

Experience: Six years of experience in a related field including supervisory or management experience.

Education: Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline. Graduate Degree is highly desirable. An additional two years of relevant experience may be substituted for the Graduate Degree. An additional four years of relevant experience may be substituted for the Bachelors Degree.

Functional Responsibilities: Supports the program and/or project manager in meeting the business management requirements of projects and acquisition. Manages all aspects of the project including budget formulation and execution, financial management and contract management. May include EVM analysis and support for development of OMB-300s. Manages a diverse group of functional activities, subordinate groups of programs, technical, and administrative personnel. Prepares progress reports, budgets and other services related to the project. Works independently with limited supervision.

Demonstrated experience in financial management and analysis. Understands the federal budget and acquisition process.

6. Business Manager

Experience: Four years of experience in a related field with increasing experience in management or supervision.

Education: Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline. An additional four years of relevant experience may be substituted for the

Bachelor’s Degree. A Graduate degree can be substituted for two years of experience.

Functional Responsibilities: Supports the Sr. Business Manager and/or Program and/or Project manager in meeting the business management requirements of projects and acquisition. Provides assistance in managing applicable aspects of the project including budget formulation and execution, financial management and contract management. May include EVM analysis and support for development of OMB-300s. Prepares progress reports, budgets and other services related to the project. Works independently with limited supervision. Demonstrated experience in financial management and analysis.

Understands the federal budget and acquisition process.

7. Senior Business/Financial Analyst

Experience: Six years experience in business/financial consulting, project management, and business process reengineering, data analysis, and requirements analysis.

Education: Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline. Four (4) years of documented relevant experience or an Associate’s Degree together with two (2) years of documented relevant experience may be substituted for the Bachelor’s

Degree. Two years of relevant experience may be substituted for a Graduate Degree.

Functional Responsibilities: Leads efforts to ensure successful assessment and documentation of client’s business and financial processes and information needs, including opportunities for improvement.

Manages a team of business, financial and/or systems analyst and oversees the business and financial process review of a project. Serves as a leader to integrate business, cost estimating and financial management processes to ensure efficient stewardship of public funds. Responsible for strategic financial plans, cost estimates and correlation of financial requirements into executable budgets. Assesses products or procedures for applicable government standards, accounting principles, and internal controls. Produces project feasibility reports and identifies options for potential solutions and assessing them for both technical and business suitability. Collaborates with resources to ensure all proposed system design requirements adequately reflect the defined business/financial processes and fully support all components of the functional business/financial requirements. Interfaces with client program and management personnel and is adept in oral and written communications.

8. Business/Financial Analyst

Experience: Four years experience in business/financial consulting, project management, and business process reengineering, data analysis, and requirements analysis.

Education: Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline. Four (4) years of documented relevant experience or an Associate’s Degree together with two (2) years of documented relevant experience may be substituted for the Bachelor’s

Degree. Two years of relevant experience may be substituted for a Graduate Degree.

Functional Responsibilities: Ensure successful assessment and documentation of client’s business processes and information needs, including opportunities for improvement. Interacts extensively with external or internal clients and documents the results of interviews with client personnel and other stakeholders of the project. Works closely with clients to identify business needs, recommend areas for improvement, and determine the costs and benefits of implementing recommended business process improvements and/or solutions. Integrates business, cost estimating and financial management processes to ensure efficient stewardship of public funds. Generates strategic financial plans, cost estimates and correlation of financial requirements into executable budgets. 9. Project Administrator

Experience: Two years experience in project administration, cost estimating and budget preparation.

Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other related discipline.

Education: Four (4) years of documented relevant experience or an Associate’s Degree together with two (2) years of documented relevant experience may be substituted for the Bachelor’s Degree.

Functional Responsibilities: Analyzes project requirements in the areas of business management, financial management, program scheduling and other support requirements required for successful completion of a task. May include impact studies, cost/benefit analysis, contract management, acquisition support and project tracking methodologies. Responsible for supporting assigned projects in all aspects of project controls (cost, estimating, and planning/scheduling). Interfaces with Program and/or Project

Manager and client representative(s) to establish the plan, schedule and budget for the assigned projects.

Develops and maintains project estimates, project schedules, and basis documents. Responsible for the reporting requirements for assigned projects. Reviews and supports project change management for assigned projects. Works with the Program and/or Project Manager to assess project and analyze mitigation measures. Functions well within a team environment, providing mentorship, support and guidance, as required, to more junior members of the project controls team. Interfaces with client program and management personnel and is adept in oral and written communications.

10. Senior Systems Analyst/Project Leader

Experience: 8 years experience in developing, specifying, managing, directing, controlling and executing basic tasks. Possesses leadership and management skills commensurate with level of experience. Exercises sound judgment and problem-solving skills. May include experience as a subject matter specialist, technologist, administrator or engineer.

Education: Bachelor's degree in any discipline or combination of disciplines.

Functional Responsibilities: Under the guidance of the Program Manager, will be responsible for the overall management of the specific task order(s) and ensure that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Leads individuals based upon performance criteria and hiring authority of others. Performs functions of subject matter specialist, engineer, or technologist where qualified and appropriate. Accountable for all aspects of project performance. Demonstrates oral and written communication skills. Ensures that all required resources including manpower, production standards, computer time, and facilities are available for program implementation. May perform other duties as assigned.

11. Senior Producer

Experience: 10 years relevant experience in media or television development. Must have 5 years senior management experience designing, creating and delivering complex media products.

Education: A Bachelor's degree in media or television development. Four years of relevant experience may be substituted for a Bachelor's Degree.

Functional Responsibilities: Responsible for all aspects of creating, designing, developing and delivering print and electronic media. Coordinates creative, development and programming staff to ensure all project elements interface properly and that all items are delivered on schedule.

12. Senior Designer/Programmer

Experience: Four years relevant experience may be substituted for a Bachelor's Degree. Must possess 5 years experience in visual and aural manipulation and segment authoring. Must have expert level skills in

Director, Flash, FinalCutPro, Quark and Illustrator.

Education: A Bachelor's degree in media or television development and 5 years design and management experience.

Functional Responsibilities: Lead electronic and print designer. Responsible to outline creative concepts and computer manipulation of information. Writes code, develops motion concepts and authors complex computer renders into visual and aural presentations. Manages and coordinated creative efforts including video, print, still and graphic elements and aural segments. Responsible to perform quality control and code integrity.

13. Senior Videographer

Experience: Must have 3 years specialized experience in location production techniques to include lighting enhancement and camera manipulation. Must possess 4 years experience with digital cameras and digital transfer technology.

Education: A Bachelor's degree in media or television production with 5 years of experience. Four years of relevant experience may be substituted for a Bachelor's Degree.

Functional Responsibilities: Responsible to capture images and audio segments, both motion and still, in digital format for manipulation and editing. Location technical team lead person. Works with senior producer and senior creative director to insure formatting, subject capture and technical compatibility cross platforms.

14. Senior Media Specialist

Experience: A minimum of 3 years design and programming experience using Director, Flash and digital editing software.

Education: A Bachelor's Degree in Media development or related field. Four years experience may be substituted for a Bachelor's Degree.

Functional Responsibilities: Designs, develops, debugs and programs complex digital presentations for electronic disseminations. Works with graphic designers and designers/programmers to create presentation segments. Works with minimum supervision to accomplish content design. Programs complex computer manipulated sequences to enhance communication of key message points.

15. Systems Analyst III

Experience: 5 years of IT industry experience, covering a combination of any of the following technologies: database, client/server, web, local area networking, wide area networking, e-mail systems, network management systems, and information systems security.

Education: Bachelor's degree in Computer Science, Information Systems, Engineering, or other relevant discipline.

Functional Responsibilities: Leads a team that evaluates and recommends computer systems architecture in an organization. Confers with end-users and technical personnel to identify functional issues and types of data to be processed. Develops sufficient understanding of the organization’s current architecture, future IT plans, corporate standards, and emerging trends to recommend hardware and software infrastructure. Acts as highest-level technical expert, addressing problems of systems integration, compatibility and multiple platforms. Provides guidance to junior staff. May perform other duties as assigned.

16. Senior Network Engineer

Experience: 8 years experience in designing, implementing, managing, and maintaining small to large scale networks including both LAN and WAN. Responsible for supervising or leading major network and systems integration projects as well as designing and implementing network management systems, information systems security, and network cable plant infrastructure. Experience in implementing and integrating office automation products and applications

Education: Bachelor's Degree in a recognized engineering, scientific, technical, or business management discipline from an accredited college or university and a vendor certification such as Microsoft CSE, Cisco CCIE, Novell CNE, RCCD, etc.

Functional Responsibilities: Plans and performs network engineering research, design, development, and other assignments in conformance with network design, engineering and customer specifications.

Supervises team of Network Engineers in designing complex network architectures from inception through project completion. Supervises and monitors all aspects of system design, implementation, and operation of the network to ensure optimum network system performance. Oversees the design, implementation, and maintenance of cable plants and architecture, communications transmission lines and all other attached devices. Works with the project manager in generating design documents and project implementation plans. Assist in the development of standards, policies, and procedures for effectively managing the network as well as identifying and implementing best practice solutions. Provides technical support to end users. May perform other duties as assigned.

17. Network Engineer III

Experience: 5 years experience in designing, implementing, managing, and maintaining small to large scale networks including both LAN and WAN. Participates in major network and systems integration projects as well as designing and implementing network management systems, information systems security, and network cable plant infrastructure. Experience in implementing and integrating office automation products and applications. May act as a Lead Network Engineer.

Education: Bachelor's Degree in a recognized engineering, scientific, technical, or business management discipline from an accredited college or university and a vendor certification such as Microsoft CSE, Cisco CCIE, Novell CNE, RCCD, etc.

Functional Responsibilities: Performs a variety of network engineering tasks, either independently or under supervision, which focuses on the design, integration, and implementation of LAN and/or WAN including hardware, software and support facilities and/or equipment. May supervise a team of Network Engineers in designing complex network architectures from inception through project completion.

Performs design, installation, troubleshooting, and support of LAN/MAN/WAN hardware, software and applications. Installs and configures hardware such as routers, switches, hubs and network monitoring devices. Responsible for designing, implementation, and maintaining cable plants and architecture, communications transmission lines and all other attached devices. Analyzes Ethernet protocol packets and provide reports and recommendations on traffic analysis. Provides technical support to end users. Acts as point of contact for client needs. 18. Network Engineer II

Experience: 5 years experience in designing, implementing, managing, and maintaining small to large scale networks including both LAN and WAN. Experience in network and systems integration projects as well as designing and implementing network management systems, information systems security, and network cable plant infrastructure. Experience in implementing and integrating office automation products and applications.

Functional Responsibilities: Under supervision performs a variety of network engineering tasks which focuses network related problem resolutions, technical performance monitoring, and other system administrative issues. May assist in the prioritization of network control center or network support center tasks. Operates and maintains hardware such as routers, switches, hubs and network monitoring devices.

Responsible for implementing and/or troubleshooting cable plants and architecture, communications transmission lines and all other attached devices. Provides technical support to end users. May perform other duties as assigned.

20. Senior Programmer/Analyst

Experience: 10 years experience in defining economical standard computer operating systems and environments and applications; acquiring, tailoring, and testing computer operating systems, environments, and applications; packaging and distributing operating systems; and supporting operating systems and applications. At least five years experience in managing the development of large automated systems integration projects that incorporate digital imaging or digital communications technology.

Experience will include knowledge of commercial-off-the-shelf products and methods, which provide interoperable, portable, and scalable information technology options. May include a working knowledge and/or familiarity with Defense Information Infrastructure Common Operating Environment (DII-COE), DOD acquisition practices and policies and the higher order programming language specified in the task order to develop the required software.

Education: Bachelor's degree in computer science, computer programming, software engineering, mathematics, computer engineering or related scientific/technical discipline from an accredited institution.

At least five years experience in managing the development of large automated systems integration projects that incorporate digital imaging or digital communications technology.

Experience will include knowledge of commercial-off-the-shelf products and methods, which provide interoperable, portable, and scalable information technology options. May include a working knowledge and/or familiarity with Defense Information Infrastructure Common Operating Environment (DII-COE), DOD acquisition practices and policies and the higher order programming language specified in the task order to develop the required software.

Education: Bachelor's Degree in a recognized engineering, scientific, technical, or business management discipline from an accredited college or university.

Experience: 10 or more years of experience in organizational change management and process transformation. Demonstrated leadership and management skills commensurate with experience. Capable of managing multiple projects and exercising overall program management or working as deputy to a customer program manager to the extent specified in the delivery order. Demonstrated success in leading significant organizational change efforts. Experience in both customer facing and back office system implementations. Management of at least two organizational change efforts. May include experience as a subject matter specialist, engineer, administrator or technologist.

The Service Contract Labor Standards, formerly the Service Contract Act (SCA) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories.
