IT SENIOR CONSULTANT

FUNCTIONAL DESCRIPTION: Provides executive leadership and guidance to optimize IT systems. Develops and implements strategic plans to achieve success through technology. The IT Senior Consultant troubleshoots technical issues, recommends technology improvements and/or new technology implementations when appropriate, guides decision-making, and recommends business process improvement via technology. The IT Senior Consultant may possess an area of IT specialization and has proven experience in applying resources and technology to achieve desired results.

EDUCATION AND EXPERIENCE REQUIREMENTS: Master’s Degree and 20 years of experience.

PROGRAM MANAGER

FUNCTIONAL DESCRIPTION: Oversees and directs resources providing program, project, or contract support to achieve organizational objectives. The Program Manager serves as the client’s lead point of contact regarding activities and deliverables, is responsible for the quality and timely delivery of program, project, or contract items, and provides budget oversight. The Program Manager implements processes, controls, and reporting to manage the program, project, or contract effectively and collaborates with clients, stakeholders, and team members to ensure that schedules are met. The Program Manager has technical knowledge of IT applications and operations and can lead, analyze, design, and advise to deliver IT solutions that solve complex problems.

EDUCATION AND EXPERIENCE REQUIREMENTS: Master’s Degree and 15 years of experience.

NETWORK ARCHITECT

FUNCTIONAL DESCRIPTION: Serves as a senior subject matter technical expert in areas relevant to the project and/or system. Possesses detailed knowledge of Information Technology and/or IT networks. Utilizes user requirements to develop system requirements and design/recommend solutions for IT systems and operations, including networks, business applications, IT infrastructure, IT security, and IT hosting and storage. Produces/reviews system specifications and system design documents. The Information Technology/Network Architect conducts feasibility studies and assists in developing prototypes for proof-of-concept validation.

EDUCATION AND EXPERIENCE REQUIREMENTS: Master’s Degree and 15 years of experience.

IT MANAGER

FUNCTIONAL DESCRIPTION: Provides technical, administrative, and financial expertise and oversight to design, develop, maintain, and secure IT infrastructure, IT systems and support operations efficiently and effectively. Tracks, analyzes, and optimizes IT services and assets. Reviews work products for correctness and compliance with user requirements, system requirements, or industry-accepted standards. Manages resources and projects, guides strategic planning, oversees tasks/project budgets, and oversees security and risk management. The IT Manager works closely with stakeholders to understand their needs and develops technology solutions that meet their requirements.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree and 15 years of experience.

DESIGN ENGINEER

FUNCTIONAL DESCRIPTION: Works to solve specific technical problems and develops and enhances information technology and communication systems, operations, and user experiences with technology.

The Design Engineer is a senior-level position whose objective is to ensure that end-products meet required specifications and enhance user experience and efficiency. The Design Engineer develops or provides input to systems design, system architecture, and system specifications and conducts or participates in feasibility studies, prototypes, and audits to validate and improve design specifications and assumptions.

TECHNICAL MANAGER

FUNCTIONAL DESCRIPTION: Oversees the technical aspects of IT systems and operations. The Technical Manager leads system design and implementation, manages projects from conception to completion, performs analysis to support decision-making, and provides high-level technical support and troubleshooting to ensure deliverables meet business objectives. The Technical Manager has detailed IT systems and operations knowledge and produces or provides input to systems design, system architecture, feasibility studies, and system specifications.

SENIOR ANALYST

FUNCTIONAL DESCRIPTION: Conducts business and/or financial analysis to understand the needs of the organization to translate them to technical specifications, aids in system design and development to deliver IT solutions including data structures that meet the organization’s needs, develops allocation methodologies for customer cost sharing, supports IT procurement activities. The Senior Analyst collaborates with stakeholders to capture requirements, reports status, and conducts quality assurance to ensure successful outcomes before deployment. The Senior Analyst supports technical managers, project managers, junior analysts, and stakeholders to achieve desired outcomes. The Senior Analyst has strong communication skills and may write, edit and prepare materials used to disseminate information both internally and externally to stakeholders.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree and 10 years of experience.

SENIOR TECHNICAL CONSULTANT

FUNCTIONAL DESCRIPTION: Serves as a subject matter technical expert guiding technical staff to effectively implement and manage technical changes for IT systems, information security and security infrastructure, networks, procedures, processes, and policies to achieve desired results. The Senior Technical Consultant meets with stakeholders to understand requirements, assesses information technology, recommends changes to improve performance, and determines and evaluates metrics and other methods of measuring technological performance. The Senior Technical Consultant may support or lead IT acquisition efforts including justifications, market research, acquisition plans, and the development of acquisition packages to include Performance Work Statements and Independent Cost Estimates (IGCE).

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree and 10 years of experience.

NETWORK ENGINEER

FUNCTIONAL DESCRIPTION: Designs, implements, and manages computer networks, including wide-area networks, intranets, and phone system networks used by computers and voice applications to connect and communicate with one another. The Network Engineer monitors and diagnoses performance issues, maintains networks, repairs problems, and recommends performance improvements. A Network Engineer designs and implements firewalls and antivirus methods to secure networks, monitors network performance for reliability, speed, and accessibility, integrates cloud networks and secure file transfer capabilities, and ensures compliance with government requirements, regulatory compliance, and quality standards.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree and 7 years of experience.

SYSTEMS ENGINEER

FUNCTIONAL DESCRIPTION: Designs, implements, and maintains IT infrastructure, including computer networks, software applications, and hardware. The Systems Engineer ensures the expected performance of IT systems by performing routine maintenance, troubleshooting issues, and implementing upgrades.

The Systems Engineer develops and enforces security standards to protect organizational data and IT assets and provides technical support and training to IT staff and end-users.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree and 3 years of experience.

ADMINISTRATOR

FUNCTIONAL DESCRIPTION: Provides administrative, organizational, and functional support to IT management and staff with IT projects, systems, and operations. Activities include assisting with the planning and implementing IT projects, maintenance and updates to IT records, documentation, and databases, staff and project coordination, and managing and administrating IT assets.

EDUCATION AND EXPERIENCE REQUIREMENTS: Associate’s Degree and 1 year of experience.
