Service Contract Act: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
INDEV LABOR CATEGORY DESCRIPTIONS SIN 54151S
Senior Consultant Functional Responsibility: Applies technology practices to methodologies/principles and automation projects. Applies, as appropriate, information system flow analysis, internal control and technology methods and performance measurement techniques.
Assist in establishing standards for information systems procedures. Develops and applies organization-wide information models for use in designing and building integrated, shared management systems.
Minimum General Experience: This position requires a minimum of ten (10) years’ experience, of which at least seven (7) years must be specialized. Of the seven (7) specialized years, 5 years of integrating commercial-off-the- shelf (COTS) shall be demonstrated.
Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business or other related discipline or a minimum of seven (7) years relevant specialized experience.
Subject Matter Expert Functional Responsibility: Applies a set of disciplines for the planning, analysis design and development of information systems on an enterprise-wide basis or across a sector of the enterprise. Develops analytical techniques and methodology for problem solutions. Performs strategic systems planning business information planning, and business analysis.
Minimum General Experience: This position requires a minimum of seven (7) years’ experience, of which at least three (3) years must be specialized.
Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business or other related discipline or a minimum of three (3) years relevant specialized experience.
Senior Business Analyst Functional Responsibility: Manages and supervises the design, development and implementation of high level or large scale information systems. Responsible for all aspects of the task to include planning, analysis, design, implementation and testing of information systems. Ensures these systems are in compliance with task of specifications and government requirements. Provides direction and supervision to other management and technical staff.
Minimum General Experience: This position requires a minimum of ten (10) years’ experience, of which at least seven (7) years must be specialized in management and supervision of the design, development and implementation of IT systems. Additionally, five (5) years of experience integrating commercial-off- the-shelf (COTS) solutions.
Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related discipline or a minimum of seven (7) years
Technical Information Specialist Functional Responsibility: Supports the professional staffing technical information research. Will assist the professional staff in a variety of functions, including product/software research, patent research, online search and retrieval, supporting information systems designs, physical or electronic maintenance, and other duties associated with information acquisition and maintenance.
Minimum General Experience: This position requires a minimum of three (3) years’ experience with a thorough understanding of the storage and organization of information.
Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is preferred. Three years (3) of on-the-job training and an Associate’s Degree from a bone fide institution in the minimum acceptable educational standard.
Senior Software Engineer Functional Responsibility: Leads the design, development and implementation of high level or large scale information systems. Responsible for all aspects of design and development. Ensures design and development follow complete life cycle development and are in compliance with design requirements and specifications and government requirements. Provides direction and supervision to junior technical staff.
Minimum General Experience: This position requires a minimum of ten (10) years’ experience in relational databases, data modeling, SQL programming, SOA, and ETL architectures. Demonstrated expertise in Data modeling, Database Design, Reporting, Data integration, and data cleansing. Full life- cycle development experience including unit testing and QA processes, configuration management, build and release processes.
Additionally, seven (7) years of experience integrating commercial-off-the-shelf (COTS) solutions.

The Project Manager is responsible for managing smaller projects with fewer personnel and less risk.

Project Manager II Functional Responsibility: The Project Manager is responsible for managing and completing complex projects. Project Managers are responsible for managing project staff and ensures that the staff completes all of their assigned tasks on time and correctly. The Project Manager is also responsible for maintaining appropriate communications with customer personnel and ensuring that the customer is completely satisfied with all aspects of the project. The Project Manager is responsible for managing complex projects with more personnel and a higher level of risk.

Performs risk analyses, which also includes risk assessment. Provides technical support for secure software development and integration tasks, including reviewing work products for correctness and adhering to the design concept and to user standards. Knowledgeable of Security/IA products such as PKI, VPN, firewalls, and intrusion detection systems.
Analyzes and recommends resolution of security/IA problems on the basis of knowledge of the major IA products and services, an understanding of their limitations, and knowledge of the IA disciplines.

Functional Responsibility: Under specific direction, investigates and contributes to large and small scale computer security events on a global network.
