II. Nature and/or description of the action being processed.

This is a new Firm Fixed Price order off GSA schedule GS-24F-0066M (Technical Communities, Inc.). The delivery date is 126 days ARO. The order number is XXXXXXXXX

III. Description of supplies/services required to meet agency needs.

The Keysight Technologies Inc. N9010A-513 Spectrum Analyzer.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6(b)(1), “The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer." The Keysight Technologies Inc. N9010A-513 Spectrum Analyzer is already a part of the approved Eagle Vision system baseline. It was purchased for two out of the five systems during the Next Generation procurement, however three sites did not receive it due to funding limitations. The N9010A-513 Spectrum Analyzer's performance has been validated by the prime integrator and the Government. In addition, the size of this model fits into existing rack space and cost to modify the racks would exceed any savings from a different model. Any technical work to evaluate alternative sources is estimated to cost more than the actual models being purchased.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Several quotes were requested during market research. Technical Communities, Inc. was the lowest quote with most favorable terms, and therefore is the best value.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

The Government received several quotes during market research. Test Equity quoted . The spectrum analyzers quoted were used/reconditioned and came with a 1 year warranty (3 year for Technical Communities, Inc). Recontest Equipment, Inc. quoted , and spectrum analyzers quoted were used/reconditioned.

VII. Other facts supporting the justification.

None.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

A thorough review is done during the design process. The contractor proposes the equipment necessary for the optimum performance of the system.

IX. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

X. Certification by the technical/requirements personnel.
