INTEGRATED CONSULTING SERVICES
Our approach to working with clients begins with understanding the outcomes the individual, group, or organization hopes to achieve. Our experience has been that alignment around outcomes empowers people to solve business problems. It moves people away from “my solution vs. your solution” to “how are we going to achieve our common outcomes?” Then, as we are creating solutions, we get stakeholders involved with understanding our common needs and interests and solicit their support and buy-in which in turn prepares us for implementation.
Additionally, we are known for adapting and customizing our approach to meet specific client needs. We bring a variety of methodologies, tools, and techniques to the organization. INTEGRATED BUSINESS PROGRAM SUPPORT SERVICES
Coray Gurnitz Consulting, Inc. (CGC) offers a full service suite of integrated business program support services. From full-scale program transformation to managing a full spectrum of project types and sizes, CGC brings highly qualified consultants to the client tasks. Besides having directly managed many large-scale initiatives for our government clients, as a woman-owned small business we have acted in the project management office (PMO) in a number of very large projects as a subcontractor to the prime. CGC not only offers these services directly, but has also conducted training in project management to many of our clients. All of our approaches are grounded in Project Management Institute (PMI) approaches and practices. This experience has given us a unique perspective on helping our clients manage not only the specific project, but also to manage the entire project portfolio.
One way to describe our offerings in this category is to consider the typical project phases and understand the services possible within each phase.
1. Define the Problem/Project. Help the client to define the overall problem and its parts, as well as how to go about solving it. This might range from developing a set of program objectives, followed by a program logic model that defines the major outcomes and interim measures or milestones for success of the effort. From this big picture and visual illustration of the project, we have provided help in developing SOWs, and SOOs. In this phase, we also have guided our clients in selecting the proper in-house project/program managers and helped them resource the projects appropriately.
2. Plan the Project. In concert with our clients we have developed both high-level plans to communicate to stakeholders the why, what, who, when and how of a large-scale initiative, as well as detailed project management plans for the client to manage the multi-year execution of the plan. A key aspect of this phase is appropriately resourcing the project both with the right government staff and the right contractor staff at the appropriate levels of effort. An integral part of the project plan is also the development of quality assurance and risk management plans. Further, we can help a client understand if the quality and risk management approaches proposed by its contractors are sufficient for any given risk/benefit environment.
3. Execute the Plan. Whether we are in an implementation role with the client or in a PMO role, we work the plan together with the client to deliver the results on time and within budget. We offer a full range of communication and change management services as part of the PMO role.
4. Monitor and Control Progress. We have offered both oversight services (project control systems, status reviews, audits, monitoring, control, reporting, evaluation) for our clients major acquisitions implementation, as well as completing the necessary monitoring and control processes on the program integration services we offer to our clients directly. We have also worked with our clients to help define the appropriate metrics for performance-based contract awards which are in fact part of the monitoring and control processes for major program integration and other projects. Finally, from the perspective of leading large scale changes, we regularly develop the communications plan and help the senior executives execute the communications via project implementation briefings, talking points development, and coaching and scheduling services.
5. Evaluate the Project. Finally once a project is coming to closure, we have offered methods for our clients to do quality acceptance, transition/hand-off management, bridge contracting and contract/contractor evaluation processes. As with the other aspects of project management, we also follow these best practices in the closure of our projects when we are in the prime contractor role.

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Mission Oriented Business Integration Services (MOBIS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles, and the applicable WD number. Failure to do so may result in cancellation of the contract..
