Labor Category Descriptions
Senior Economist 2: Years of experience: Ten (10) or more
Degree required: Bachelor’s degree in economics or business, Master’s or Ph.D. preferred
Description of responsibilities: The Senior Economist 2 oversees all aspects of the project. At the inception of the project, the Senior Economist 2 meets with client representatives to clarify the objectives, agree upon a schedule for deliverables, and assess the availability of data. The Senior Economist 2 is responsible for submitting any management or design plans that may be required by the client.
The Senior Economist 2 reviews the professional economic, finance, and statistics literature, if appropriate, to formulate economic/financial/statistical models that may be applied to the issue at hand. Any required data gathering and data cleaning are overseen by the Senior Economist 2. The Senior Economist 2 specifies statistical analyses, including estimation, testing, and forecasting, that are to be performed, oversees the programming of such analyses, and interprets the estimation results. Any required simulations are formulated by the Senior Economist 2 as well.
The statistical estimation and analysis formulated by the Senior Economist 2 vary with the nature of the mission. When the purpose is to ascertain financial condition of individuals, the Senior Economist 2 specifies statistical analysis to estimate the likelihood of nonpayment or other credit problems. The Senior Economist 2 formulates scorecard(s) on the basis of the estimated parameters and specifies statistical tests to be performed on the resulting scorecard(s). These tests show how well the scorecard predicts payment or credit problems and how well the scorecard avoids differential impacts on protected groups.
When the issue is analyzing financial risk in selected populations, the Senior Economist 2 specifies statistical analysis to estimate the extent of financial risk in past behavior of similar populations. The Senior Economist 2 uses the statistical estimates to predict risk or assess the impact on risk of potential changes in a variety of factors.
The Senior Economist 2 maintains client contact throughout the duration of the project in whatever mode (telephonically, in person, by email) and at whatever frequency (daily, semi-weekly, weekly) are desired by the client. Any required progress reports are submitted by the Senior Economist 2, and all invoices are reviewed by the Senior Economist 2 prior to their submission. The Senior Economist 2 is responsible for maintaining any safeguards regarding confidential or sensitive data or documents.
The Senior Economist 2 writes any required reports and gives any necessary briefings or presentations at whatever site is chosen by the client. The Senior Economist 2 oversees the construction of any computer code or data files to be supplied to the client.
Senior Programmer – Supervisor: Years of experience: Four (4) or more years programming or equivalent experience and two (2) years supervisory experience.
Degree required: B.A. or B.S.
Description of responsibilities: The Senior Programmer -Supervisor works under the direction of the Senior Economist 2. The Senior Programmer - Supervisor is responsible for handling any machine‑readable data that are used for the project, including the storage and maintenance of security for such data. The Senior Programmer - Supervisor is responsible for writing and debugging programs that will perform data manipulations and calculations, including statistical estimation, testing, evaluation, forecasting, and simulation as requested by the Senior Economist 2. The Senior Programmer -Supervisor may also develop electronic data archives and data documentation and retrieval software, and may implement such software on the web, on PCs, or on other computer systems. The Senior Programmer - Supervisor is responsible for documenting and maintaining archives of any programs that are used in data preparation and analysis. The Senior Programmer - Supervisor is further responsible for documenting and assembling data files that may be turned over to the client.
The position of Senior Programmer - Supervisor entails the ability to supervise other programming and clerical staff in conducting programming‑intensive activities. The Senior Programmer - Supervisor is responsible for keeping the Senior Economist 2 abreast of all project developments.
The Senior Programmer - Supervisor should be capable of advanced programming in standard programming languages (e.g., C, Visual Basic, or appropriate substitutes) and, in addition, have a working knowledge of standard utilities, data management, and spreadsheet programs.
Senior Statistical Programmer 2: Years of experience: Eight (8) or more years statistical programming or equivalent experience
Degree required: B.A. or B.S.
Description of responsibilities: The fundamental responsibilities are the same for both Senior Statistical Programmer 2 and Statistical Programmer 2, but the Senior Statistical Programmer 2 is expected to be familiar with a wider range of software, to have additional statistical or other relevant knowledge, or to be capable of more advanced programming. In addition, the Senior Statistical Programmer 2 is typically expected to have more years of programming experience (or closely related technical experience, e.g., in engineering) than the Statistical Programmer 2.
The Senior Statistical Programmer 2 works under the direction of the Senior Economist 2 or the Senior Programmer - Supervisor. The Senior Statistical Programmer 2 is responsible for handling any machine-readable data that are used for the project, including the storage and maintenance of security for such data. The Senior Statistical Programmer 2 is responsible for performing any required data cleaning under the direction of the Senior Economist 2. The Senior Statistical Programmer 2 writes programs that conduct statistical estimation, testing, evaluation, forecasting, and simulation as requested by the Senior Economist 2. Off-the-shelf statistical software is used whenever possible, but the Senior Statistical Programmer 2 writes and debugs custom programs in the event that adequate commercial routines are not readily available. The Senior Statistical Programmer 2 documents and maintains archives of any programs that are used in data preparation and analysis. The Senior Statistical Programmer 2 is further responsible for documenting and assembling data files that may be turned over to the client.
The Senior Statistical Programmer 2 should be capable of advanced programming in at least one standard statistical software package (e.g., Stata, SAS) and, in addition, have a working knowledge of standard utilities, data management, and spreadsheet programs.
Statistical Programmer 2: Years of experience: Four (4) or more years statistical programming or equivalent experience

Description of responsibilities: The Statistical Programmer 2 works under the direction of the Senior Economist 2 or the Senior Programmer - Supervisor. The Statistical Programmer 2 is responsible for handling any machine-readable data that are used for a project, including the storage and maintenance of security for such data. Description of responsibilities: The Web Programmer, working under the direction of the Senior Economist 2 or the Senior Programmer-Supervisor, is responsible for handling any web-related applications that may arise, including the automation of regular data extractions from web sites; the installation of data manipulation, calculation, and statistical estimation routines on the web; and the provision of web-access to various data files. The Web Programmer ensures that all web applications are compatible with the latest web standards and are accessible with the appropriate web browsers. The Web Programmer further ensures that web applications, web sites, and related databases are secure. The Web Programmer builds any databases of machine-readable data required for web applications. The Web Programmer may perform any required data cleaning under the direction of the Senior Economist 2. The Web Programmer is responsible for writing programs that perform any calculations, statistical estimation, testing, evaluation, forecasting, or simulations on the web, as requested by the Senior Economist 2. The Web Programmer is responsible for documenting and maintaining archives of any programs and data files that are used in preparing the web applications.
The Web Programmer should be capable in HTML, CSS, JavaScript, and Visual Basic, or equivalent web programming languages, and, in addition, have a working knowledge of standard utilities, data management, and spreadsheet programs.
Clerical: Years of experience: One (1) or more
Degree required: High school diploma.
Description of responsibilities: The Clerical is responsible for carrying out all clerical tasks under the direction of the Senior Economists or Programmers. Clerical tasks may include word processing, filing, entry of raw data, and making graphs and tables. Archiving of papers and other documents in either electronic or hardcopy form, as appropriate, is also the responsibility of the Clerical. The Clerical is further responsible for making arrangements for travel and lodging as requested by the Senior Economist 2.
