The maximum dollar value per order for all Professional Engineering Services will be $ 750,000 (Above this price, agencies may seek additional concessions).

3. Minimum Order

The minimum dollar values of orders to be issues is $250 or 40 labor hours.

4. Geographic Coverage

The geographic scope of contract is the 50 U.S. states and the District of Columbia;

Puerto Rico; all overseas U.S. Government installations.

5. Point(s) of Production

Shall be negotiated and listed on Order Document. Labor rates for work at customer site and LMIT LLC site are included in this price list.

Prices shown are NET Prices; Basic Discounts have been deducted.

13. Terms and Conditions of Government Purchase Cards

Government purchase cards will be acceptable for payment above the micro-purchase threshold. In addition, bank account information for wire transfer payments will be shown on the invoice.

14. Year 2000 Warranty – commercial Supply Items

As used in this clause, "Year 2000 compliant" means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in combination with other information technology, shall accurately process date/time if the other information technology properly exchanges date/time data with it.

(a) Any contract modifications, adding new items under clause PES-552.243-72, Modifications "Multiple Award Schedule), must meet the warranty requirement in paragraph b, below.

(b) The Contractor warrants that each hardware, software, and firmware product delivered under this contract shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the Contractor, provided that all listed or unlisted products (e.g.

hardware, software, firmware) used in combination with such listed product properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the Contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the Contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance.

19. Purchase of Incidental, Non-Schedule Items:

For administrative convenience, open market (non-contract) items may be added to a Federal Supply Schedule Blanket Purchase Agreement (BPA) or an individual order, provided that the items are clearly labeled as such on the order, all applicable regulations have been followed, and price reasonableness has been determined by the ordering activity for the open market (non-contract) items. These items will be burdened with all applicable indirect costs in accordance with LMIT LLC disclosed practices.

20. Security Requirements:

In the event security requirements are necessary, the ordering activities may incorporate, in their delivery orders, a security clause in accordance with current laws, regulations, and individual agency policy; however, the burden of administering the security requirements shall be with the ordering agency.

21. Overseas Activities:

Upon request of the Contractor, the Government may provide the Contractor with logistics support, as available, in accordance with all applicable Government regulations. Such Government support will be provided on a reimbursable basis, and will only be provided to the Contractor's technical personnel whose services are exclusively required for the fulfillment of the terms and conditions of this contract.

POSITION DESCRIPTIONS

The following Labor Category descriptions include the minimum requirements for years of experience and education. Three additional years of relevant experience may be substituted for an Associate Degree. Six years of additional relevant experience may be substituted for a Bachelor Degree. Three years of additional relevant experience may be substituted for a Masters Degree. Four years of additional relevant experience may be substituted for a Ph.D. The use of additional relevant experience may be substituted for only one degree.

Job Title: Program Manager

Experience Criteria: Fifteen years minimum.

Functional Responsibility: Provides business, technical, and personnel management across multiple projects. Manages all aspects of a diverse group of functional activities and subordinate groups of technical and administrative personnel. Develops and implements high level requirements.

Minimum Education: Bachelor degree required, Master degree desired.

Job Title: Project Leader

Experience Criteria: Eight years minimum.

Functional Responsibility: Plans, organizes and controls the overall activities of the project.

Schedules and allocates work. Provides advice and guidance to subordinates and ensures technical adequacy of the work.

Responsible for project planning, execution and performance.

Diverse technical experience with significant experience at senior levels. Experience in managing scientists and engineers in performing complex technical tasks.

Minimum Education: Bachelor degree in Computer Science, Information Systems or related discipline preferred. Advanced degree preferred.

Job Title: Task Leader

Experience Criteria: Five years experience required.

Functional Responsibility: Provides advice and guidance to subordinates and ensures technical adequacy of the work. Responsible for project planning, execution and performance. Experience includes supervision management of projects.

Minimum Education: Master and Ph.D. degrees in a relevant technical discipline.

Job Title: Chief Scientist

Experience Criteria: At least eight years experience required.

Functional Responsibility: Provides technical expertise in specific task areas. Significant diverse experience in industry or government, and significant managerial expertise or unique technical skills. Professional publications and presentations desired.

Job Title: Systems Engineer IV

Experience Criteria: Twelve years required.

Functional Responsibility: Shall have twelve years work experience as a multi-disciplined Systems Engineer in the design and development of C3I systems.

Functional Responsibility: Provides technical solutions for routine to complex engineering studies. Analyzes system requirements and develops design alternatives to satisfy those requirements. Competent in technical disciplines as applied to government and commercial information, research and development documentation, and communications systems. Assists in the design and implementation of LAN/WAN's using hub and router technology. Performs hardware/software analyses to provide comparative data of performance characteristics and suitability within the existing systems environment. Prepares trade-off studies and evaluations for vendor equipment.

Recommends network design changes/enhancements for improved system availability and performance.

Minimum Education: Bachelor degree in Computer Science, Information Systems Engineering or related scientific or technical discipline.

Job Title: Systems Engineer

Experience Criteria: Three years experience required.

Functional Responsibility: Develops and refines new engineering techniques to enhance systems. May design moderately complex systems and assist in developing standards and techniques. Knowledge of engineering concepts, procedures and practices.

Minimum Education: Bachelor degree in Computer Science, Information Systems or related discipline.

Job Title: Junior Engineer

Experience Criteria: Entry level.

Functional Responsibility: Performs similar duties as the System Engineer or Communications

Functional Responsibility: Shall have three years work experience in the application of human factors in the design and development of C3I systems. Shall have Government and/or industry training in human factors.

Minimum Education: Bachelor degree in Industrial Engineering, Industrial Psychology or an equivalent discipline.

Job Title: Mobility Engineer

Experience Criteria: Three years minimum.

Functional Responsibility: Shall have three years work experience in the field of mobile military equipment and facilities. Experience shall include mobility concepts, shelter design, ruggedization and militarization of equipment, and support equipment.

Minimum Education: Bachelor degree.

Job Title: Passive Sensor Systems Engineer

Experience Criteria: Three years minimum.

Functional Responsibility: Shall have three years work experience in the design and development of passive surveillance sensors. Shall be familiar with both the hardware and software design of such sensors and of surveillance data links.

Minimum Education: Bachelor degree in Electronic Engineering, Computer Science or an equivalent discipline.

Job Title: Surveillance Systems Engineer

Experience Criteria: Three years minimum.

Functional Responsibility: Shall have three years work experience in the integration of radar systems into surveillance networks. Shall be familiar with both the hardware and software design of radar plot extractors and surveillance data links.

Experience Criteria: Eight years minimum.

A recognized technical or programmatic expert with experience in all phases of system acquisition to include requirements definition through system sustainment. Analyzes tasks and determines required resources to accomplish task. Functions as an expert contributor to assist and support problem resolutions and process improvements in specific disciplines or areas of expertise.

Evaluates viability of design approaches and ability of acquisition/integration contracts to meet technical and programmatic goals and objectives.

Minimum Education: Bachelor degree or specialized training.

Job Title: SW/HW Engineer II

Experience Criteria: Five years minimum experience.

Functional Responsibility: Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Develops system requirements and program specifications. Develops system alternative solutions with functional users. Provides expert technical applications support of commercial off-the-shelf (COTS) hardware information.

Minimum Education: Bachelor degree in Computer Science or related field, Master Degree desired.

Job Title: SW/HW Engineer I

Experience Criteria: Three years minimum experience.

Functional Responsibility: Analyzes and assists in the development of computer software programs for engineering, business, and records management functions. Analyzes problems and the information to be processed.

Provides technical application support of commercial off-the-shelf (COTS) hardware information.

Minimum Education: Bachelor degree in Computer Science or related field.

Job Title: Computer Systems Analyst

Experience Criteria: Two years programming experience.

Minimum Education: Bachelor degree desired.

Job Title: Computer Scientist II

Experience Criteria: Five years experience.

Functional Responsibility: Shall have five years work experience as a computer scientist or systems analyst. Shall have experience with NATO and national defense software development practices and policies, particularly DoD-STD-2167A or national equivalent.

Minimum Education: Master degree in Computer Science, Engineering or equivalent technical discipline with data processing specialization.

Experience Criteria: Three years minimum.

Functional Responsibility: Shall have five years work experience as an Engineer in the field of ADP Security. Shall have a working knowledge of current information technology security policies and requirements. Shall be a specialist in Computer Security (COMPUSEC) issues.

Minimum Education: Bachelor degree in Engineering or equivalent technical discipline with systems engineering specialization.

Job Title: Technical Writer/Editor

Experience Criteria: Three years minimum experience.

Functional Responsibility: Develops, writes, and edits materials, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures for installation, operations and enhancement of equipment. Organizes material and compiles writing assignments for clarity, conciseness, style, and terminology. Prepares and edits IT/ADP documentation incorporating information provided by user, specialist, analyst, programmer, and operations personnel. Possesses a substantial knowledge of the capabilities of computer systems. Capable of writing, editing, and generating graphic presentations of technical information for both technical and non-technical personnel.

Interprets technical documentation standards and prepares documentation according to standards.

Minimum Education: Bachelor degree in a related discipline required.

Experience Criteria: Five years minimum experience. (Two years general support and

Job Title: Systems Support Specialist II

Experience Criteria: Five years minimum experience.

Functional Responsibility: Provides systems support in all areas of hardware and software configuration and data management including identification, change control, status accounting, configuration audits, configuration control boards, automated data entry and retrieval systems. Possesses a detailed knowledge of government regulations and directives governing configuration and data management.

Assists the program manager in developing draft acquisition documentation.

Minimum Education: Bachelor and Master degree in Computer Science, Engineering or equivalent technical discipline with ADP networking/internetworking specialization.

Job Title: Communications Engineer III

Experience Criteria: Five years experience.

Functional Responsibility: Designs and implements data communications or telecommunications networks. Supports video teleconferencing center equipment and communication requirements. Plans and monitors the installation of communications circuits. Manages and monitors local area networks and associated equipment (e.g., Lockheed Martin GS-23F-0232K Page 20 bridges, routers, modem pools, gateways, etc.). Conducts short and long term planning to meet communications requirements.

Possesses a working knowledge and/or familiarity with the DoD systems acquisition process including pertinent Military Standards and Specifications; frequency propagation theory, radio engineering design, system interface requirements and control; processing gain enhancements to specific frequencies; Survivability and Vulnerability (S/V) requirements; NSA functional security requirements specifications and theory of compliance with TEMPEST and COMSEC engineering, custom integrated circuits and cell logic; nuclear hardness and assurance engineering; and strategic communications interoperability requirements.

Manages and monitors LAN's and associated equipment (e.g., bridges, routers, hubs, modem pools, gateways, etc.) Analyzes interface requirements between WAN's and AFMC computer networks. Troubleshoots and resolves technical problems and issues relating to VTC Systems and associated communication equipment. Analyzes network characteristics (e.g., traffic, connect time, transmission speeds, packet sizes and throughput). Conducts short and long term planning to meet communication requirements. Possesses a working knowledge and/or familiarity with DoD systems acquisition process including pertinent Military Standards and Specifications; frequency propagation theory, signal acquisition and tracking, atmospheric noise; transverse magnetic and transverse electric polarization and time diversity combining; jamming and nuclear perturbations; digital modulation and spread spectrum techniques; state-of-the-art analog-to-digital conversion technology and applications; microwave and troposcatter radio engineering, operation and theory; and microwave radio transmission monitoring systems.

Job Title: Communications Engineer I

Experience Criteria: Two years working experience in a technical or scientific field relating to specific communications applications.

Functional Responsibility: Troubleshoots and resolves technical problems and issues relating to VTC Systems and associated communication equipment.

Analyzes network characteristics (e.g., traffic, connect time, transmission speeds, packet sizes and throughput). Conducts short and long term planning to meet communication requirements.

Possesses a working knowledge and/or familiarity with DoD and/or NASA systems acquisition process and methodologies for the accomplishment of special studies and advanced planning; the DoD Strategic Connectivity Systems Engineering Plan; operational communications systems and ongoing/projected improvements;

specific frequency threats and threat assessments, modeling and simulations, system performance prediction methodology and propagation theory; stressed environments (noise jamming, nuclear perturbation); signal processing algorithms, message protocols, mission planning scenarios, and transmit/receive parameterization database requirements; COMSEC cryptologic key management, manipulation and interfacing; and, physical and chemical nature of the Emergency Action Procedures for the JCS communications systems is desired.

Job Title: Office Automation Specialist

Experience Criteria: Two years minimum experience.

Functional Responsibility: Applies current technology in providing MIS solutions. Provides highly technical expertise in providing business application solutions. Possesses a comprehensive understanding of

client/server technology, host/mainframe technology, IS, and related peripheral equipment. Formal advanced training in modeling and simulation is required.

B. Familiar with facilitation, team building and long-range project planning, and/or hands-on facilitation and technography in using COTS groupware in a workshop environment (i.e., includes at least

Experience Criteria: Seven years experience in engineering, business analysis, systems functional analysis, quality management, database development, organizational strategic planning, or data administration/standardization.

Functional Responsibility: Provides support in a minimum of one of the following areas:

A. Evaluates, develops, and improves information architectures using BR/BPI methods and modeling techniques. Develops as-is and to-be business case models and performing business cases analysis using either government-approved modeling techniques and/or COTS object oriented technology (OOT).

B. Familiar with facilitation, team building and long-range project planning, and/or hands-on facilitation and technography experience in using COTS groupware in a workshop environment (i.e., includes at least 50 workshop days ). Formal facilitator and groupware training is required.

C. Familiar with data modeling techniques, data standardization, relational database design and management systems, data dictionaries, data repositories, data warehouse and/or data quality management methodologies. Formal advanced training in FIPS Pub 184 methodology is required.

D. Responsible for analyzing new ADP, communications, collection, processing research efforts in interrelated areas or cross sections of ADP and communications. Participates in multi-team or multi-organizational research projects and ensure integrity of resulting data. Recommends redirection of organizational efforts as required to address emerging ADP/Communications-related national level issues and assessments.

Works directly with Directors, Senior Government Analysts and other staff heads to accomplish their duties. Assists in the definition of doctrine and operations concepts.
