1. 871-1 STRATEGIC PLANNING FOR TECHNOLOGY PROGRAMS/ACTIVITIES

Services required under this SIN involve the definition and interpretation of high level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, and consulting.

2. 871-2 CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS

Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, and the evaluation of alternative technical approaches and associated costs for the development or enhancement of high-level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, system conceptual designs, training, and consulting.

3. 871-3 SYSTEM DESIGN, ENGINEERING AND INTEGRATION

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis, mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system.

Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration, management and document control, fabrication, assembly and simulation, modeling, training, and consulting.

4. 871-4 TEST AND EVALUATION

Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system, quality assurance, physical testing of the product system, training and consulting.

5. 871-5 INTEGRATED LOGISTICS SUPPORT

Services required under this SIN involve the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their lifecycles, excluding those systems associated with real property. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, and consulting.

6. 871-6 ACQUISITION AND LIFE CYCLE MANAGEMENT

Services required under this SIN involve all of the planning, budgetary, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to( technology based) systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training, and consulting.

EXECUTIVE SUBJECT MATTER SPECIALIST I

Minimum/General Experience: Thirty (30) years’ experience in engineering, scientific and executive level experience to be widely recognized, nationally and internationally, as one of the nation’s leading experts in the relevant technical or scientific discipline. Evidence of this status would include formal recognition by societies and/or institutes of higher education, frequent publication in leading journals associated with the relevant discipline, acknowledgment of such status by the executive or legislative branches of the US and/or foreign governments and widespread general public acceptance of the individual’s expertise. Individual would generally have had a long and distinguished research/technical career during which he/she would have personally made significant contributions to the advancement of knowledge in the related discipline and which would have culminated in a position of great trust and responsibility in a large national or multinational organization which emphasized his/her technical/scientific skills or as a full professor and Department Head at a major university.

Functional Responsibility: Provides advice and assistance to senior government and industry managers related to the individual’s area of recognized expertise. Address problems/issues of such complexity and technical depth that only the most experienced experts can reasonably be expected to recommend courses of action which may be successful. Advise and guide less experienced members of a team in implementing strategies necessary to resolve issues of national importance.

Minimum Education: Master’s Degree in related field or thirty (30) years’ demonstrated in-depth experience and specialized knowledge in the field.

EXECUTIVE SUBJECT MATTER SPECIALIST II

Congressional conformation, have been directly responsible for managing multiple multi-million dollar programs and have over twenty-five years of specialized experience and increasing responsibility in a technical/management specialty including program management, systems engineering, engineering, physical sciences, or mathematics.

Functional Responsibility: Provides advices and assistance to senior government and industry managers related to the development, justification, management and deployment of major systems programs and other efforts of similar size and scope based on personal experiences.

Provides strategic and tactical direction which focus efforts performed by other members’ of the staff.

Minimum Education: Master’s Degree in related field or twenty (20) years’ demonstrated in-

SENIOR PROGRAM MANAGER/ADVISOR

Minimum/General Experience: Ten years (10) of current specialized experience in the analysis, design, development and testing with specific experience in the development of engineering products in support of systems. Master's degree in engineering, mathematics, science or computer science or equivalent experience.

Functional Responsibility: Directs and performs hardware and software efforts related to systems and/or product development, including requirements definition, planning, design, development, installation, testing, modification, maintenance, review, analysis, evaluation, ILS, configuration management, documentation preparation, and training.

Minimum/General Experience: Five years (5) of experience in the system or hardware analysis, design, development and testing with specific experience in the development of engineering products in support of the systems.

Functional Responsibility: Performs hardware and integration and development efforts related to product development, including requirements definition, planning, designing, development, installation, testing, modification, maintenance, review, analysis, evaluation, ILS, configuration management, documentation preparation and production, and training.

PRINCIPAL ANALYST

Minimum/General Experience: Ten years (10) of specialized experience with a minimum of four years supervisory experience to include analysis, design, development, testing and maintenance of systems and products in support of these systems.

Functional Responsibility: Applies systems analysis and design techniques to complex systems in areas such as manufacturing; finance management; engineering, accounting, or statistics;

Minimum/General Experience: Six years (6) of specialized experience to include analysis, design, development, testing and maintenance of systems and products in support of these systems or specific technical experience in a relevant specialty area. Demonstrated experience performing complex systems analysis tasks with minimum supervision, which clearly demonstrates the capability to do creative thinking.

Functional Responsibility: Applies systems analysis and design skills to systems development.

Minimum Education: Bachelor’s degree in related field or eight (8) years’ demonstrated in-

These prices will remain in effect unless changed in accordance with clause 552.216-70.

Vanguard Research, Inc. acknowledges that the Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Engineering Services (PES) Schedule and all services provided.

While no specific SCA labor categories have been identified, this contract still maintains the provisions and protections for SCA eligible labor categories and the Contractor will ensure that all employees that fall under the provisions of the SCA will be compensated in accordance with the applicable wage determination(s) for the location(s) in which work is performed. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.
