Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and/or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions:
Producer: Works with client and Director to ensure project remains on schedule and on budget.
Requires 5 years of experience and either a Bachelor’s degree or acceptable industry certification and experience.
Digital Betacam Shoot Services with Camera Operator: Operator is knowledgeable in all aspects of Digital Betacam Camera operation. Requires 5 years of shooting experience and either a High School diploma or equivalent certification and experience.
DVCAM Shoot Services with Camera Operator: Operator is knowledgeable in all aspects of DVCAM Camera operation. Requires 5 years of shooting experience and either a High School diploma or equivalent certification and experience.
Director: Coordinates and instructs all activities of cast and crew. Responsible for the look and feel of the finished project. Requires 6 years of Directing experience and either a Bachelor’s degree or acceptable industry certification and experience.
Production Manager: Monitors budget, schedule and supervises managers. Requires 6 years of experience and either a High School diploma or equivalent certification and experience.
Director of Photography: Determines lighting requirements for project. Responsible for supervising the camera and lighting crew. Requires 5 years of experience and either a Bachelor’s degree or acceptable industry certification and experience.
Camera Operator: Knowledgeable in all aspects of camera operation. Requires 5 years of shooting experience and either a High School diploma or equivalent certification and experience.
Gaffer: Knowledgeable in all aspects of lighting for video productions. Requires 5 years of experience and either a High School diploma or equivalent certification and experience.
Field Audio Engineer: Responsible for operation of all sound recording and playback equipment on set and on location. Requires 5 years of experience and either a High School diploma or equivalent certification and experience.
Grip: Works under direction of Production Manager, Director and Director of Photography. Configures dolly, track and other equipment. Requires 3 years of experience and either a High School diploma or equivalent certification and experience.
Production Assistant: Responsible for various odd jobs, including running errands, stopping traffic, fetching items from craft services, etc. Requires 1 year of experience and either a High School diploma or equivalent certification and experience.
On Camera Spokesperson: Adds credibility with recognizable image and/or voice. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
On Camera Principal: Adds credibility with recognizable image and/or voice. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
On Camera Extra: A person who appears in a video production where a non-speaking character is required. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
Makeup Technician: Performs all talent makeup applications. Requires 3 years of experience and either a High School diploma or equivalent certification and experience.
Teleprompter Operator: Responsible for displaying an electronic script for an On Camera Spokesperson and scrolls through the document as they read. Requires 3 years of experience and either a High School diploma or equivalent certification and experience.
Set Designer: Responsible for translating a Producer’s vision of the production environment into a set that can be used for videotaping. Requires 5 years of experience and either a High School diploma or equivalent certification and experience.
Avid Editor: Creates a visual sequence of images using an Avid editing system to meet client objectives. Requires 5 years of experience and either a Bachelor’s degree or acceptable industry certification and experience.
Animator: Designs and animates dynamic graphic based visual images in a 2D & 3D digital environment. Requires 5 years of experience and either a Bachelor’s degree or acceptable industry certification and experience.
Sound Designer: Records voiceovers and provides sound design for finished projects. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
Post Production Supervisor: Manages post production crews, operations and scheduling. Requires 5 years of experience and either a Bachelor’s degree or acceptable industry certification and experience.
Voice Over Talent: A person who narrates and adds credibility with a recognizable or professional voice. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
DVD Authoring Engineer: Responsible for programming all aspects of DVD navigation and behavior. Requires 3 years of experience and either a High School diploma or equivalent certification and experience.
Graphics Designer: Understands client objectives and using a variety of software tools, graphically illustrates client’s goals. Requires 5 years of graphics experience and either a Bachelor’s degree or acceptable industry certification and experience.
Programmer: Performs computer programming in a variety of languages such as C, C++, Java, Javascript, Actionscript, Perl or Python. Requires 5 years of high level programming experience and either a Bachelor’s degree or acceptable industry certification and experience.
Database Programmer: Designs and programs relational databases, typically integrated into backend processing for web applications. Requires 5 years of database programming experience and either a Bachelor’s degree or acceptable industry certification and experience.
Web Programmer: Performs programming using common web languages such as Perl, Javascript, HTML, CSS and Flash. Requires 2 years of experience and either a High School diploma or equivalent certification and experience.
