The Service Contract Act (SCA) is applicable to this contract and as it applies to the entire 00CORP, The
Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and
29CRF 5413.300), this contract still maintains the provisions and protections for SCA eligible labor categories.
If and/or when the Contractor adds SCA labor categories/employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

Figliozzi & Company has been in existence since 1987. We specialize in the audit of Healthcare
Facilities cost reports for compliance with Medicare regulations pertaining to cost report submission.
We are the Centers for Medicare and Medicaid Services (CMS) HITECH Audit Review Contractor for meaningful use of electronic health records. We won the contract with CMS in 2012, to perform audits in an a effort to determine whether electronic health records of eligible hospitals and eligible professionals throughout the 50 states and all of the territories are being meaningfully used in accordance with federal regulations.
We have performed sub-contracting cost report audit services for many Fiscal Intermediaries (FIs), Program Safeguard Contractors (PSCs) and Medicare Administrative Contractors (MACs) throughout the United States and Puerto Rico. These services have included field audits, base year audits, desk audits, wage index audits and appeal work related to various healthcare facilities including:

- Skilled Nursing Facilities
- Hospital Based Renal Dialysis Units
- Freestanding Renal Dialysis Facilities
- Home Health Agencies
- Rehabilitation Facilities

CMS has contracted with our firm to provide forensic audit services as well as reimbursement interpretation related to Medicare fraud cases. We are recognized by CMS as experts in the field of
Medicare and Medicaid reimbursement.
We have been contracted by the United States Department of Justice (DOJ), and many United States
Attorney Offices (USAOs), throughout the country to render auditing and consulting services in
Medicare and Medicaid False Claims cases. We were instrumental in achieving the largest settlement in the history of the False Claims Act, U.S. v. Columbia HCA. We are recognized by the DOJ and USAOs as experts in the field of forensic cost report auditing and Medicare reimbursement regulations.
We have worked closely with the Program Safety Contractors throughout the country during engagements related to Medicare False Claims cases.

AUDIT PARTNER
Requirements
To be eligible for partner an individual must possess a sufficient level of knowledge and experience relative to accounting, auditing and the health care industry. Knowledge and experience is evaluated on an individual basis, however, the following criteria may be used in evaluating an individual’s qualifications:
Twenty years of experience in the health care industry and public accounting.
Certifications (i.e. CPA) – Although a CPA license is preferred, actual relevant work experience may be substituted. A minimum of 10 years of relevant experience is required to consider substitution.
Education – Bachelor’s Degree is a minimum requirement.
Membership in professional organizations (i.e. AICPA, NYSSCPA, HFMA, ACFE, etc.).
AUDIT MANAGER
To be eligible for manager an individual must possess a sufficient level of knowledge and experience relative to accounting, auditing and the health care industry. Knowledge and experience is evaluated on an individual
Four years of experience in the health care industry and public accounting.
Certifications (i.e. CPA) – Although a CPA license is preferred, a Master’s degree and/or actual relevant work experience and performance may be substituted.
Education – Bachelor’s Degree is a minimum requirement
