DESCRIPTION OF SERVICES

1.0 SCOPE OF WORK

DA&T provides a variety of engineering and technical services to solve customer problems. This work includes the management team, personnel and supplies necessary to meet the tasking in 2.0 below.

2.0 SPECIAL ITEM NUMBER C R425 – PROFESSIONAL ENGINEERING SERVICES

Strategic planning for technology programs/activities (e.g., define and interpret high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis).

Concept development and requirements analysis (e.g., abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs).

System design, engineering and integration (e.g., translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling).

Test and evaluation (e.g., demonstrate that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system).

Integrated logistics support (e.g., analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their life cycles. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability).

Acquisition and life cycle management (e.g., planning, budgetary, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion); training, privatization and outsourcing.

3.0 PRIMARY ENGINEERING DISCIPLINES

· Electrical Engineering: Planning, design, development, evaluation and operation of electrical principles, models and processes. It includes, but is not limited to, the design, fabrication, measurement and operation of electrical devices, equipment and systems (e.g., signal processing; telecommunication; sensors, microwave, and image processing; micro-fabrication; energy systems and control; micro- and nano-electronics; plasma processing; laser and photonics; satellites, missiles and guidance systems, space vehicles, fiber optics, robotics, etc.).

4.0 LABOR CATEGORIES

Each labor category specified below is defined with regard to education, general experience and specific experience. Training and certification requirements for a labor category are specified in the specific experience description. The duties normally performed by a person filling a labor category position are defined.

Dynamic Analytics and Test recognizes that successful performance depends on having the right skills and experience. These skills and experience, in turn, are acquired through the proper mix of education and professional experience. More and more, we find that the skills needed to support advanced technology efforts, and to meet today’s problems and tomorrow’s challenges, are not always supported by a traditional education and work experience combination. Therefore, Dynamic Analytics and Test may substitute between equivalent experience and education in order to provide the quality of services required by the client.

1. PROgram MANAGER III

Education: M.S. degree and 13 years relevant experience or B.S. degree and 15 years relevant experience.

General Experience: Typically has 15 to 20 years experience in managing complex engineering or technical efforts involving multiple facets of engineering disciplines.

Specialized Experience: At least 13 years of direct supervision of technical personnel involved in the largest and most complex programs and staff, usually 20-40 employees. Must be capable of leading projects that involve the successful management of teams composed of engineers, scientists, and management professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing, and maintaining complex systems.

Duties: Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

2. PROgram MANAGER II

Education: M.S. degree and 8 years relevant experience or B.S. degree and 10 years relevant experience.

General Experience: Typically has 10 to 15 years experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.

Specialized Experience: At least 8 years of direct supervision of technical personnel involved in the management of a significant program and associated staff, usually 10-20 employees, considerable complexity in program budgeting and management, and high visibility or impact on significant operations. Must be capable of leading projects that involve the successful management of teams composed of engineers, scientists, and management professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing, and maintaining complex systems.

Duties: Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

3. PROgram MANAGER I

Education: M.S. degree and 4 years relevant experience or B.S. degree and 6 years relevant experience.

General Experience: Typically has 6 to 10 years experience in managing complex engineering or technical efforts involving multiple facets of an engineer discipline.

Specialized Experience: At least 4 years of direct supervision of technical personnel involved in managing a moderate (size and impact) program and associated staff, usually 0-10 employees.

Must be capable of leading projects that involve the successful management of teams composed of engineers, scientists, and management professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing, and maintaining complex systems.

Duties: Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

4. PROJECT MANAGER III

Education: M.S. degree and 4 years relevant experience or B.S. degree and 6 years relevant experience.

General Experience: Typically has 6 to 10 years experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.

Specialized Experience: At least 4 years of hands-on experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and implementation of complex systems.

Duties: Performs day-to-day management of assigned task order projects that involve teams of engineers, scientists, and management professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining complex systems. Demonstrates proven skills in those technical areas addressed by the task order to be managed. Organizes, directs, and coordinates planning and production of all activities associated with assigned task order projects. Demonstrates written and oral communication skills.

5. PROJECT MANAGER II

Education: M.S. degree and 2 years relevant experience or B.S. degree and 4 years relevant experience.

General Experience: Typically has 4 to 7 years experience in managing complex engineering or technical efforts involving multiple facets of an engineering discipline.

Specialized Experience: At least 2 years of hands-on experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and implementation of complex systems.

Duties: Performs day-to-day management of assigned task order projects that involve teams of engineers, scientists, and management professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems. Demonstrates proven skills in those technical areas addressed by the task order to be managed. Organizes, directs, and coordinates planning and production of all activities associated with assigned task order projects. Demonstrates written and oral communication skills.

6. PROJECT MANAGER I

Education: M.S. degree and 1 year relevant experience or B.S. degree and 3 years relevant experience.

General Experience: Typically has 1 to 3 years experience in managing engineering or technical efforts involving multiple facets of an engineering discipline.

Specialized Experience: At least 1 year of hands-on experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and implementation of complex systems.

Duties: Performs day-to-day management of assigned task order projects that involve teams of engineers, scientists, and management professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems. Demonstrates proven skills in those technical areas addressed by the task order to be managed. Organizes, directs, and coordinates planning and production of all activities associated with assigned task order projects. Demonstrates written and oral communication skills.

7. systems engineer III

Education: M.S. degree and 4 years relevant experience or B.S. degree and 6 years relevant experience.

General Experience: Typically has 6 to 10 years experience in technical work in the major area of full life-cycle system engineering involving concept development and requirements analysis.

Specialized Experience: At least 4 years of hands-on experience in modeling and simulation of complex air, ground, sea and/or space based vehicles. Experience in developing analysis methodologies, modeling of environment, simulating system performance and providing graphical displays of results. Familiar with operations research concepts and tools, their applicability to DoD studies and choosing toolsets to solve problem at hand. Understand and use government approved models to answer the posed customer problem. Simulation strategies and integration is necessary.

Duties: Develop and design trade studies, system architectures, conduct ops research. Model system environment and effects. Create display tools to convey detailed messages in uncomplicated format. Manage or supervise activities of other analysts and engineers. Create briefings, write data packages, reports and proposals. Apply methodologies to a wide variety of technical applications in the commercial, governmental and DoD markets (to include, but not limited to, joint suppression of enemy air defenses (JSEAD), electronic attack (EA), integrated air defense (IADS) modeling, tactical aircraft performance analysis, effectiveness studies, countermeasures, sensor development and application and other topics of interest).

8. systems engineer ii

Education: M.S. degree and 2 years relevant experience or B.S. degree and 4 years relevant experience.

General Experience: Typically has 4 to 7 years experience in modeling and simulation of complex air, ground, sea and/or space based vehicles. Experience in developing analysis methodologies, modeling of environment, simulating system performance and providing graphical displays of results. Familiar with operations research concepts and tools, their applicability to DoD studies and choosing toolsets to solve problem at hand. Understand and use government approved models to answer the posed customer problem. Simulation strategies and integration is necessary.

Duties: Develop models of complex systems (e.g. weapon system environment and its effects). Write computer code to analyze complex systems, (e.g. missile, sensor, air vehicle, ship or space system). Simulate complex situations, (e.g. war-fighting environments and interaction between systems and information nodes). Run customer / government approved models and compare to known data sets. Create briefings and graphical depictions of outputs. Create display tools to convey detailed messages in uncomplicated format. Apply methodologies to a wide variety of non defense and defense applications to include, but not limited to, joint suppression of enemy air defenses (JSEAD), electronic attack (EA), integrated air defense (IADS) modeling, tactical aircraft performance analysis, effectiveness studies, countermeasures, sensor development and application and other topics of interest.

9. systems engineer i

Education: B.S. degree and 1 year relevant experience.

General Experience: Educational background inclusive of system engineering, design, and integration.

Specialized Experience: At least educational background in the evaluation of a system, subsystem, program, project, or activity concept through analysis and modeling and simulation.

Duties: Typical associated tasks include, but are not limited to, requirements analysis, cost analysis, cost performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, and special studies and analysis.

10. analyst iii

Education: PhD. and 7 years relevant experience or M.S. degree and 10 years relevant experience.

General Experience: Typically has 10 to 15 years experience in an engineering discipline such as industrial, civil, aviation, aerospace, electrical, mechanical, nuclear, chemical, information, computer, software, marine, environmental, telecommunications, information security, network, or other engineering disciplines.

Specialized Experience: At least 7 years experience in the management, design, development, implementation, testing and analysis of complex systems (e.g. air, ground, sea and/or space based vehicles, information technology, technology focused business operations) Extensive experience in developing analysis methodologies, modeling of environment, statistical or engineering treatment of problems, and providing insightful or unique solutions. Intimately familiar with operations research concepts and tools, their applicability to complex governmental studies and choosing toolsets to solve problem at hand. Must be a skilled analyst capable of independent thought with little to no technical direction, capable of translating complex customer requirements into coherent, understandable strategies and solutions.

Duties: Develop and design trade studies, system architectures, conduct ops research. Model system environment and effects. Create display tools to convey detailed messages in uncomplicated format. Manage or supervise activities of other analysts and engineers. Create briefings, write data packages, reports and proposals. Apply methodologies to a wide variety of technical applications in the commercial, governmental and DoD markets (to include, but not limited to, joint suppression of enemy air defenses (JSEAD), electronic attack (EA), integrated air defense (IADS) modeling, tactical aircraft performance analysis, effectiveness studies, countermeasures, sensor development and application and other topics of interest).

11. analyst ii

Education: M.S. degree and 4 years relevant experience.

General Experience: Typically has 6 to 10 years experience in an engineering discipline such as industrial, civil, aviation, aerospace, electrical, mechanical, nuclear, chemical, information, computer, software, marine, environmental, telecommunications, information security, network, or other engineering disciplines.

Specialized Experience: At least 4 years experience in the, design, development, implementation, testing and analysis of complex systems (e.g. air, ground, sea and/or space based vehicles, information technology, technology focused business operations) Experience in developing analysis methodologies, modeling of environment, statistical or engineering treatment of problems, and providing insightful or unique solutions. Familiar with operations research concepts and tools, their applicability to complex governmental studies and choosing toolsets to solve problem at hand. Possess engineering and analysis skills to assess performance, suggest improvements or document detailed analysis. Work in team structure and report to senior systems analyst/engineer. Work with little oversight and direction from team leaders.

Duties: Develop and design trade studies, system architectures, conduct ops research under the direction of senior analysts. Model system environment and effects. Create display tools to convey detailed messages in uncomplicated format. Create briefings, write data packages, reports and proposals. Apply methodologies to a wide variety of defense applications to include, but not limited to, joint suppression of enemy air defenses (JSEAD), electronic attack (EA), integrated air defense (IADS) modeling, tactical aircraft performance analysis, effectiveness studies, countermeasures, sensor development and application and other topics of interest.

12. analyst i

Education: M.S. degree.

General Experience: Typically has 2 to 5 years experience in an engineering discipline such as industrial, civil, aviation, aerospace, electrical, mechanical, nuclear, chemical, information, computer, software, marine, environmental, telecommunications, information security, network, or other engineering disciplines.

Specialized Experience: Capable of leading engineering efforts and supervising engineering staff involved with the application of engineering disciplines in the technical field directly related to the required area tasking being supported.

Duties: Supports engineering efforts that provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements. Participates in efforts that develop recommendations and advice on system development, improvements, optimization, or support efforts.

13. Test engineer iii

Education: PhD. and 7 years relevant experience or M.S. degree and 10 years relevant experience.

General Experience: Typically has 10 to 15 years experience in the area of test and evaluation.

Specialized Experience: At least 7 years experience in wide variety of testing of complex , systems (e.g. air, ground, sea or space vehicles, software systems, hardware systems or environments) Must be able to translate numerous program requirements into testable objectives. Must understand the test cycle to include program introduction documents (PIDs), statement of capability (SOCs), test plans, safety reviews, mission execution, quick look and detailed test results reporting. Must be able to manage and work effectively with various organizations and personalities to execute a successful test program. Must have a detailed understanding of test methodologies, limitations and restrictions. Must be familiar with commercial test environments, DoD ranges and their operating procedures.

Duties: Manage complex, state-of-the-art test programs. Write PIDs, review SOCs, write test plans (to include objectives, methodologies, instrumentation requirements, analysis, safety etc) and test procedure documents. Combine intimate knowledge of range capabilities and test discipline to design a thorough and executable test program. Manage other test and analysis engineers. Lead analysis efforts to dissect output data, provide results and recommendations. Independently assess system performance against stated requirements.

14. Test engineer ii

Education: M.S. degree and 3 years relevant experience or B.S. degree and 5 years relevant experience.

General Experience: Typically has 5 to 10 years experience in the area of test and evaluation.

Specialized Experience: At least 3 years experience in variety of testing of complex air, ground, sea or space vehicles. Must be able to translate numerous program requirements into testable objectives. Must understand the test cycle to include program introduction documents (PIDs), statement of capability (SOCs), test plans, safety reviews, mission execution, quick look and detailed test results reporting. Must be able to work effectively with various organizations and personalities to execute a successful test program. Must have an understanding of test methodologies, limitations and restrictions. Must be familiar with commercial test environments, DoD ranges and their operating procedures.

Duties: Support test program manager for complex, state-of-the-art test programs. Write PIDs, review SOCs, write test plans (to include objectives, methodologies, instrumentation requirements, analysis, safety etc) and test procedure documents. Combine knowledge of range capabilities and test discipline to help design a thorough and executable test program. Conduct analysis efforts to dissect output data, provide results and recommendations. Independently assess system performance against stated requirements.

15. Test engineer i

Education: B.S. degree and 2 years relevant experience.

General Experience: Must have 2 years experience in the area of test and evaluation.

Specialized Experience: Typically has 2 to 4 years of hands-on experience in direct execution of major efforts in the application of a number of techniques to demonstrate that a prototype system, program, project, or activity performs in accordance with the objectives outlined in the original design.
