SECTION 1. GENERAL INFORMATION

2. MAXIMUM ORDER (All dollar amounts are exclusive of any discount for prompt payment.) The Maximum Order value for the following Special Item Numbers (SINs) is $1,000,000 for Special Item Number 871-1 – Strategic Planning for Technology Programs, & Special Item Number 871-2 – Concept Development and Requirements Analysis.

3. MINIMUM ORDER. The minimum dollar value of orders to be issued is $100.

4. GEOGRAPHIC COVERAGE: The geographic scope of this contract includes the 50 United States, the District of Columbia, and OCONUS locations.

SECTION 3. PES SERVICES

1. Contract Overview

SENTECH, Inc. has been awarded a GSA Federal Supply Schedule contract for Professional Engineering Services (PES), Contract No. GS-23F-0102R. The contract period is from 9 February 2010 through 8 February 2015. The contract provides for task orders to be placed as Fixed Price or Time-and-Materials using the labor categories and ceiling rates defined for the contract. There is no dollar value ceiling for the contract.

2. Contract Use

This contract is available for use by all federal government agencies as a source for Professional Engineering Services for domestic and/or overseas use. Executive agencies, other Federal agencies, mixed-ownership Government corporations, and the District of Columbia; Government contractors authorized in writing by a Federal agency pursuant to 48 CFR 51.1; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply may use this contract. Additionally, contractors are encouraged to accept orders received from activities within the Executive Branch of the Federal Government.

3. Contract Scope

The Special Item Numbers (SINs) available under this contract provide for services in support of engineering projects. When task orders are placed, they must identify the SIN or SINs under which the task is being executed. SENTECH, Inc. has been awarded a contract by GSA to provide services under the SINs, as defined below:

Task orders for outsourcing of engineering services may be placed for any of the SINs, provided the work being outsourced is covered under the SIN definition. The government defined and awarded this contract after evaluation based on SENTECH, Inc. experience, negotiated cost reasonableness, and past performance for the Primary Engineering Disciplines (PEDs) under each of the SINs as referenced below.

A full description of each SIN definition and examples of the types of work covered by the SIN are provided below.

SIN 871-1 Strategic Planning for Technology Programs/ACTIVITIES

Services offered under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, GSA FSS Professional Engineering Services (PES) Schedule Page 9 organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

Example: The evaluation and preliminary definition of new and/or improved performance goals for navigation satellites such as launch procedures and costs, multi-user capability, useful service life, accuracy and resistance to natural and man made electronic interference.

Inappropriate use of this SIN is providing professional engineering/services not specifically related to strategic planning for technology programs/activities and associated disciplines.

SIN 871-2 CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS

Services offered under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.

Example: The development and analysis of the total mission profile and life cycle of the improved satellite including examination of performance and cost tradeoffs.

Inappropriate use of this SIN is providing professional engineering services not specifically related to concept development and requirements analysis and associated disciplines.

The following services are not included.

1. Architect-Engineering Services as that term is defined in FAR 36.601-4 are excluded from the Schedules Progam.

2. Production and Manufacturing: Please note the manufacture, fabrication, installation or production for the purpose of developing working models or prototypes that may be used for further testing, analysis and evaluation before full scale production begins is allowed under the PES schedule. The number of prototypes or working models to be produced is dependent upon the ordering activities’ requirement for testing and analysis. However, the predominate amount of the work on PES task orders should be performed by professional labor categories.

3. Computer Engineering and Information Technology is not included.

4. Environmental Advisory Services as listed below are not included:

Environmental Planning Services & Documentation (i.e., environmental impact statements;

endangered species, wetlands, watersheds and other natural resource management plans, studies and consultations; archeological, historic and other cultural resources management plans, studies, and consultations; economic, technical, and risk analyses in support of environmental needs)

Environmental compliance services (i.e., environmental compliance audits; compliance management planning; pollution prevention surveys;

Environmental/occupational training services specific to environmental planning and environmental compliance as discussed above (i.e., conventional course development and presentation; customized courses to meet specific needs; computer-based interactive course development)

Waste management services (i.e., data collection, data development, analyses of comments, regulatory and economic analyses, feasibility analyses, hazard assessments, exposure assessments, and risk analyses. Examples include, but are not limited to development of waste characterization studies and recommendations for management strategy including identification of recycling options. Assessments might include studies relating to collection and transfer of waste, source reduction, and evaluation of energy/fuel options. Services could include data collection, data development, analyses of comments, regulatory and economic analyses, feasibility analyses, hazard assessments, exposure assessments and risk analyses.

Hazardous materials management advisory services (i.e., furnishing of Material Safety Data Sheets (MDSD) by compact disc, on-line via Internet, mail or facsimile (FAX); reporting and compliance software, hazardous materials tracking software and other related software/services.

Telephone advisory services (i.e., telephone assistance with hazardous material spills, poisons, MSDS, and other related services).

5. Foundations and Landscaping Engineering is not being solicitated.

6. Heating, ventilation and air-conditioning (hvac) services related to buildings, structures, or other real property set forth for construction and architect-engineering services governed by FAR Part 36: Please note: HVAC services related to the manufacture, production, furnishing, construction, alteration, repair, processing or assembling of vessels, aircraft, or other kinds of personal property IS included within the scope of PES.

7. Research and development as set forth in FAR PART 35, which governs open-ended research with no specific deliverables, is not allowed under this schedule. However, research, analysis, and developmental work related to providing a solution to an engineering requirement is allowed under the PES schedule.

8. Surveying as it relates to real property is not included under this schedule.

9. Fire Protection Services are not solicited under this schedule.

10. Products/materials already solicited under other Federal Supply Service (FSS) Schedule contracts (e.g., information technology, paper, chemicals, pharmaceuticals, laboratory instruments, etc.). However, PES contractors may team across FSS Schedules to provide a total solution to agency requirements.

SECTION 4. TEAMING, SUBCONTRACTING, AND BPAS

CONTRACTOR TEAM ARRANGEMENTS

Contractor Team Arrangements are encouraged under the Federal Supply Schedules Program.

Under a Contractor Team Arrangement (CTA), two or more GSA Schedule contractors work together, by complementing each other’s capabilities, to offer a total solution to meet an ordering activity’s requirement rather than ordering activity making separate buys for each part of a requirement. The CTA combines the supplies and/or services from the team members’ separate GSA Schedule contracts. It permits contractors to compete for orders for which they may not independently qualify.

SUBCONTRACTING

Recognizing both the social and economic benefits, SENTECH, Inc. is committed to the maximum extent possible, using small business concerns as subcontractors. Small business concerns include HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned small businesses.

BLANKET PURCHASE AGREEMENTS (BPAs)

The use of BPAs under any schedule contract to fill repetitive needs for supplies or services is allowable. BPAs may be established with one or more schedule contractors. The number of BPAs to be established is within the discretion of the ordering activity establishing the BPA and should be based on a strategy that is expected to maximize the effectiveness of the BPA(s).

Ordering activities shall follow FAR 8.405-3 when creating and implementing BPA(s).

SECTION 5. LABOR CATEGORY DESCRIPTION

LABOR CATEGORY QUALIFICATIONS

GSA has approved the following SRA labor categories and associated qualifications for professional engineering services for the SINs under this contract.

The required minimum levels of education and experience for each labor category are listed below.

Academic credentials and years of experience may be substituted as follows: two years of relevant experience is considered equivalent to an associate’s degree; four years of relevant experience is considered equivalent to a bachelor’s degree; a master’s degree is considered equivalent to a bachelor’s degree plus three years of relevant experience; and a Ph.D. is considered equivalent to a bachelor’s degree plus five years of relevant experience.

SPECIAL ITEM NUMBERS IN 871-1, 871-2

1. Project Director II

Minimum advanced degree in science and/or engineering and 20 years of experience in managing complex technical/engineering projects and programs. Strong proven ability in business development, expanding client base and implementing good business practices.

Experience in engineering assessments and in solving problems at all levels of a project life cycle from strategic planning and initiation to eventual project close-out. Specific experience in developing and implementing government and/or private sector multi-year technical assistance projects involving numerous task teams and task assignments dealing with strategic planning for technical programs; analysis of program mission, goals and objectives; and direction of specific technical studies and analyses.

2. PROJECT DIRECTOR I

Minimum advanced degree in science and/or engineering and 15 years of experience in managing technical/engineering projects and programs. Experience in solving problems at all levels of a project life cycle from strategic planning and initiation to eventual project close-out.

Specific experience in developing and implementing government and/or private sector multi-year support projects involving numerous task teams and task assignments dealing with strategic planning for technical programs; analysis of program mission, goals and objectives; and coordination of specific technical studies and analyses.

3. SENIOR PROJECT MANAGER

Minimum advanced degree in science and/or engineering and 13 years of experience in managing technical/engineering projects and programs. Experience in managing scientific and engineering projects dealing with technical life-cycle analysis, project planning, implementation, and project close-out. Extensive experience in developing and implementing government and/or

GSA FSS Professional Engineering Services (PES) Schedule Page 13 private sector multi-year support projects as well as technical studies and analyses. Additional proven experience in addressing project cost and business development issues including the broad proposal preparation process.

4. PROJECT MANAGER

Minimum advanced degree and 10 years of experience and training or bachelor’s degree and 13 years of experience and training in managing projects. Experience in developing and managing government and/or private sector multi-year technical support projects involving multiple task teams and task assignments. Additional experience in consensus development through strategic program planning, project requirements analysis, program mission set up, and technical goals and objectives assessment.

5. SENIOR SCIENTIST III

Minimum advanced degree in operations research, physics, chemistry, biology, environmental sciences, mathematics, statistics or a related discipline and 10 years of general experience or a bachelor’s degree and 13 years of general experience. Specific knowledge of technology development, scientific concept evaluation, project planning, and technology transfer. Specific expertise in operational research, national level studies and scientific projects is desired.

6. SENIOR SCIENTIST I

Minimum advanced degree in operations research, physics, chemistry, biology; environmental sciences, mathematics, statistics or a related discipline and 5 years of general experience or a bachelor’s degree and 7 years of general experience. Specific expertise in scientific projects and national level studies is desired.

7. SCIENTIST

Minimum bachelor’s degree in physics, chemistry, biology, mathematics, statistics or a related discipline and 0-3 years of experience in technical assessment, technology characterization, engineering data base and/or modeling development.

8. SENIOR ENGINEER III

Minimum advanced degree in mechanical, electrical, or chemical engineering or a related engineering discipline and 10 years of general experience or a bachelor’s degree and 13 years of general experience. Specific knowledge of technical concept development, engineering evaluation, project planning, and technology transfer. Specific experience could include engineering studies, reliability and maintainability analysis, simulation and modeling, systems engineering data base development and analysis, and engineering project cost benefit analysis.

9. SENIOR ENGINEER II

Minimum advanced degree in mechanical, electrical, or chemical engineering or a related engineering discipline and 7 years of general experience or a bachelor’s degree and 10 years of general experience. Specific knowledge of technical concept development, engineering evaluation, project planning, and technology transfer. Specific experience could include engineering studies, reliability and maintainability analysis, simulation and modeling, systems engineering data base development and analysis, and engineering project cost benefit analysis.

10. SENIOR ENGINEER I

Minimum advanced degree in mechanical, electrical, or chemical engineering or a related engineering discipline and 5 years of general experience or a bachelor’s degree and 7 years of general experience. Specific experience could include engineering studies, reliability and maintainability analysis, simulation and modeling, systems engineering data base development and analysis, and engineering project cost benefit analysis.

11. ENGINEER

Minimum bachelors-degree in either chemical, electrical, or mechanical engineering and 0-3 years of experience in technical assessment, technology characterization, engineering data base and/or modeling development.

12. SENIOR PROGRAM ANALYST III

Minimum advanced degree and 10 years of general experience or a bachelor’s degree and 13 years of general experience. Specific experience could include systems level analysis and management studies, modeling analysis, data base development and analysis, and statistical analysis, program planning and mission analysis, economic impact assessment, engineering project documentation and cost benefit analysis.

13. SENIOR PROGRAM ANALYST II

Minimum advanced degree and 7 years of general experience or a bachelor’s degree and 10 years of general experience. Specific experience could include systems level analysis and management studies, modeling analysis, data base development and analysis, and statistical analysis, program planning and mission analysis, economic impact assessment, engineering project documentation and cost benefit analysis.

14. SENIOR PROGRAM ANALYST I

Minimum advanced degree and 5 years of general experience or a bachelor’s degree and 7 years of general experience. Specific experience could include systems level analysis and management studies, modeling analysis, data base development and analysis, and statistical analysis, program planning and mission analysis, economic impact assessment, engineering project documentation and cost benefit analysis.

15. PROGRAM ANALYST

Minimum bachelor’s degree and 0-3 years of related experience in a technical assessment, technology characterization, engineering data base development, and statistical and economic analysis.

16. COMMUNICATIONS SPECIALIST

Minimum bachelor’s degree and 3-10 years of related experience in a technical writing, conference planning, engineering information management, documentation, and information dissemination.

17. PROJECT COORDINATOR

Minimum bachelor’s degree and 3-5 years of experience in working on technical topics, writing technical reports and presentations, collection of engineering information, project progress documentation and reporting, and project milestones and deliverable tracking.

18. ADMINISTRATIVE ASSISTANT

Minimum high school graduation, and 2-10 years of administrative office or related experience.

Position requires standard typing and language skills. Knowledge of word processing and basic-computer operations, including experience in use of PowerPoint, excel, and other computer applications.

19. PRINCIPAL SUBJECT MATTER EXPERT
