Service Contract Labor Standards:

a. The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract as it applies to the entire Multiple Award Schedule and all services provided.

While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29CRF 5413.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and/or when the Contractor adds SCLS/SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

We provide people in all segments of the industry whether production or post-production, creative, operations, technical, engineering, audiovisual or administrative staff. Our teaming relationships with other companies who also have GSA schedule contracts can assist our clients in a “One-Stop” approach to their needs.

The Maslow Media Group provides customized media and public relations services where we develop media messages and strategies, and we prepare media materials, schedule broadcasts, satellite services, and webcasting. We draft storyboards/ scripts/flowcharts, provide TV monitoring, paid advertising, media buying and we produce radio, television and public service announcements. We provide website design, commercial art/graphic design, photography, conference and events planning, tradeshows/exhibit services, press and public relations, videotape and film production. We are most noted for our ability to provide videotape and film production services along with creative and technical personnel that are a part of these services. (Producing, writing, directing, shooting, editing, acting, narrating, music and sound production, scoring music, producing sound effects, graphics, animation, along with duplication and distribution of the finished product.)

The contractor shall not be liable for any injury to Government personnel or damage to Government property arising from the use of equipment maintained by the Contractor, unless the injury or damage is due to the fault or negligence of the Contractor.

CANCELLATION FEES: Cancellations made on short notice will result in charges to the client. If made with less than one (1) business day’s notice, you will be billed at 100% of the value of the service rendered; if made with less than two (2) business day’s notice, you will be charged at 50% of the value of the services rendered. MMG honors the cancellation policies of its freelancers. Cancellations made on Friday for Monday jobs will be billed 100%.

OVERTIME POLICY: All employees paid on an hourly basis will be paid time and a half (OT) after 40 hours in one week, per the Department of Labor. Clients will be billed at one and a half times the hourly bill rate. All employees paid on a daily rate will be paid time and a half (OT) after 8 hours if working in a studio environment, and after 10 hours (portal to portal) working in the field. Clients will be billed at one and a half times the hourly bill rate.

LABOR CATEGORY DESCRIPTIONS

Job Title: ADMINISTRATIVE ASSISTANT I Minimum General Experience: Entry level position must have good typing and word processing skills, know Microsoft Word and Excel and be computer literate. Must have strong interpersonal and organizational skills.

Functional Responsibility: Assists by handling correspondence, coordinating schedules and appointments, handling calls, scheduling travel, running errands, filing, photocopying, distributing information, and facilitating the efficient daily operation of the facility.

Minimum Education: High School or GED

Job Title: ADMINISTRATIVE ASSISTANT II Minimum General Experience: 2 years experience in an administrative role with the ability to write documents. Have excellent interpersonal, organizational and some logistics coordination experience, high level of word processing skills including Word, Excel, and PowerPoint.

Functional Responsibility: Assists in the preparation of plans, reports, briefings and presentations.

Assists by handling correspondence, coordinating schedules and appointments, handling calls, scheduling travel, running errands, filing, photocopying, distributing information, and facilitating the efficient daily operation of the facility.

Job Title: ANIMATOR Minimum General Experience: Three years of experience in animation, with one year of experience with software programs such as Alias/Wavefront/Maya The 3-D animator must demonstrate a fluent expertise with complex software programs.

Functional Responsibility: This person provides creative animations that are life-like and are used for videos, webcasts, CD-ROMs, and DVD formats.

Minimum Education: BA degree, Communications or related field. Four years of relevant experience can be substituted for degree.

Job Title: ART DIRECTOR Minimum General Experience: Eight years of experience as Art Director in the film and/or television industry.

Functional Responsibility: In film-style productions, the Art Director works with the Producer and the Director to create the overall artistic approach of the program and ensure that artistic vision is realized. He or she helps scout locations, design sets, acquire furniture, purchase or fabricate props, suggest camera angles or positions, consult with the costume and makeup departments, and consult with the editor and graphic artist during postproduction.

Minimum Education: BA degree in Fine Arts, Theater or Film or related field.

Job Title: AUDIO ENGINEER I Minimum General Experience: Two years relevant working experience in a broadcast, postp roduc t ion facility or recording environment.

Functional Responsibility: Sets up sound systems, cables, and monitors levels on mixers for studio, field or special events.

Job Title: AUDIO ENGINEER II Minimum General Experience: 4 years experience in a broadcast facility or postp roduc t ion environment. Able to operate studio consoles and record audio.

Functional Responsibility: Supervises audio technicians. Works closely with broadcast engineers. Sets up sound systems, cables, and monitors levels on mixers for studio, field or special events.

Job Title: AUDIO ENGINEER III Minimum General Experience: 8 years experience in a broadcast facility or postproduction environment. Able to operate studio consoles and record audio, understands the delivery of audio media whether tape, disc, or electronic/Internet transmissions.

Functional Responsibility: Supervises audio technicians. Works closely with broadcast engineers.

Works in the field and in the studio. Sets up sound systems, cables, and monitors levels on mixers for studio, field or special events. Troubleshoots and maintains equipment.

Job Title: AUDIO TECHNICIAN I Minimum General Experience: One year as technical production assistant working in a studio or field environment.

Functional Responsibilities: Acts as an assistant to the Audio Engineer pulling and coiling cable, setting up microphones, holding boom mics, packing and unpacking equipment.

Minimum Education: High School

Job Title: AUDIO TECHNICIAN II Minimum General Experience: Two years working as audio technician in a studio or field environment.

Functional Responsibility: Acts as an assistant to the Audio Engineer setting up microphones, holding boom mics, helping set up remote communications in the studio, as well as communications setup from the field. Executes the setup of Audio Engineer’s sound system design.

Job Title: AUDIO TECHNICIAN III Minimum General Experience: At least four years working as audio technician in a studio or field environment.

Functional Responsibility: Acts as assistant to the Audio Engineer in setting up microphones, holding boom mics, helping set up remote communications in the studio, as well as communications setup f rom the field. Monitors remote communications from the field and executes the setup of Audio Engineer’s sound system design.

Job Title: AUDIO VISUAL TECHNICIAN I Minimum General Experience: Two years experience with the setup and operation of conference rooms, auditoriums, theater, hotels (special events) and/or broadcast environment. Must have both good customer service and technical skills.

Functional Responsibility: Sets up and operates projection systems, audio systems, microphones, and room control systems. Able to assist presenters with PowerPoint software and computer interfaces to the audiovisual systems.

Functional Responsibility: Works with less skilled technicians along with engineers and customers to resolve problems. Troubleshoots audiovisual equipment and works with audio systems, video systems, control systems along with computer hardware and software. Sets up and operates projection systems, audio systems, microphones, and room control systems. Able to assist presenters with PowerPoint software and computer interfaces to the AV systems.

Minimum Education: High School or GED, Technical training

Job Title: BETACAM SP CREW Minimum General Experience: Five years of prior live and taped field audio and video experience for news, documentaries, television shows, corporate, or commercial clients. Must be proficient in the operation of Betacam SP camera systems. Must be able to make quick decisions and operate independently.

Functional Responsibilities: The crew is responsible for setting up and operating Betacam SP camera systems and field, battery powered mixers for location shoots to air live or be videotaped.

Must understand different lenses and their uses, select the right tape stock or film for any occasion.

Job Title: CHARACTER GENERATOR OPERATOR Minimum General Experience: 3 years experience as a character generator operator in a live broadcast environment. He/She must be able to work quickly and accurately and be an above average speller. He/She should be able to use other graphics programs, such as Adobe Photoshop, that integrate with character generator programs.

Functional Responsibility: This individual operates a broadcast character generator such as Chyron Duet or a Type Deko. He/She should be able to design, create, save and play back graphical show elements such as backgrounds, banners, titles, lower thirds and credit rolls.

Minimum Education: AA degree in Communications or TV Production.

Job Title: CREATIVE DIRECTOR Minimum General Experience: Ten years experience in an ad agency and/or a broadcast creative services department. Should have background and/or practical understanding of high end graphic design, art direction or creative direction. Must have expertise with creative technologies, and have experience as a supervisory manager with budget responsibility Functional Responsibility: Responsibility for the creation of master brand and overall concept and the execution of all creative components. Manages a group of professionals to achieve: online advertising, social media, broadcast, mobile and online video. Must provide clear direction, motivate and mentor creative teams. Responsible for ensuring that design budgets, schedules and performance standards are attainable. Work with designers, copywriters, as well as technology, media, production colleagues and customers to conceptualize and execute designs and campaigns.

Job Title: DIRECTOR III Minimum General Experience: 9 years experience in the field and the studio as camera operator or similar technical position that includes 4 years as a director. Experience with directing a long format production, such as a feature or documentary film or video to provide sufficient footage for purposes of postproduction.

Functional Responsibility: Studies scripts to determine artistic interpretation, plans and arranges for shoots. Plans, directs, and coordinates filming or taping, instructs camera operators on the position and angle of shots, coordinates lighting and sound. Job Title: DIRECTOR OF PHOTOGRAPHY Minimum General Experience: 15 years videographer and camera operator with 5 years as Director of photography.

Functional Responsibility: Responsible for planning and executing all videography, in consultation with, and under the direction of the Director. This person works closely with the Lighting Director to produce images that are dynamic, visually appealing, and within engineering specifications for video.

This person may be required to select lenses and work with tripods, dollies, cranes, steadicams, matte boxes, or other equipment and/or direct those who specialize in using such equipment.

The Director must be highly skilled in directing and managing complex, live, scripted productions that have multiple guests, roll-ins, and live call-ins. Job Title: LIGHTING DIRECTOR I

Supervises grips and lighting technicians, as well as procuring rental equipment when needs arise.

Job Title: MAKEUP ARTIST Minimum General Experience: 5 years experience as a makeup artist for still photography, television or film. Experienced with makeup applications to all types/color of skin and hair.

Familiar with a wide variety of makeup products and allergen reactions.

Functional Responsibility: Prepares performers skin for the application and removal of makeup Provide own makeup kit and/or equipment for special effects and even prosthetics is required.

Minimum Education: Must be a licensed cosmetologist.

Job Title: MEDIA TRAINER Minimum General Experience: 5 years of experience in media training, writing news releases, and providing coaching adult learners in communications, and media related topics. Experience training in other areas, such as broadcast workflow and best practices.

Functional Responsibility: Writing course materials and handouts, creating power point presentations, develop instructor outline or syllabus, plan and execute training in a classroom setting.

Post course review of students’ evaluations, and final reports. Trains users on best practices in broadcast production environments. Stays abreast of newest technologies. Trains users on editing systems and workflows with Dalet and non-Dalet platforms including Adobe Premier, AVID, and Final Cut Pro. Experience with production and automation systems and media asset management, including Dalet.

Minimum Education: BA degree in journalism, communications, psychology, English, or a related field.

Job Title: MULTIMEDIA SPECIALIST Minimum General Experience: 3 years experience operating and implementing multimedia/multi-source systems. Familiar with graphics software such as Photoshop, Illustrator, QuarkXpress or Pagemaker.

Functional Responsibility: Able to manipulate images and digital art, design graphics such as:
