Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and/or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

WHO WE ARE

Certified Public Accountants and Management Consultants DP George & Company, LLC (DPG) is a Certified Public Accounting (CPA) firm that provides audit, accounting, and management services predominantly to the federal government. DPG was established in 2008, as a Service Disabled Veteran Owned Small Business (SDVOSB). We have extensive expertise and experience in assisting federal clients in the financial management domain. Areas of focus include financial services, audit, internal control, and program and resource management.

· ACCOUNTING SUPPORT AND ACCOUNT RECONCILIATIONS

Process transactions, assist in preparing financial reports and schedules, perform reconciliations, prepare travel vouchers, conduct physical inventories, and develop accounting manuals, assist in preparing financial reports and schedules. Assist in the budget development for OMB and Congress, supporting schedules and documentation, and monitoring of status of funds.

· FINANCIAL, PERFORMANCE AND COMPLIANCE AUDIT SERVICES

Perform Yellow Book audits to include CFO Act audits, performance audits, contract audits, and agreed-upon procedures engagements.

· AUDIT ADVISORY SERVICES, INCLUDING RESOLUTION

Assist in compiling financial statements, develop and implement remediation plans, and respond to auditors’ requests.

· INTERNAL CONTROLS (OMB CIRCULAR A-123)

Review, assess and prepare policies and procedures, perform risk assessments, identify internal control techniques and activities, document the results of assessments and testing, and draft the assurance report for inclusion in the PAR.

· CREDIT REFORM ACCOUNTING

Assess data quality and key assumptions and controls surrounding the subsidy model, compare results of modeling to general ledger entries, and review financial reporting disclosures for compliance with FASAB and OMB Circular A-136 requirements.

· PROGRAM/PROJECT MANAGEMENT SUPPORT

Provide consulting and technical support for managing performance, costs, and schedule, develop work breakdown structures, perform due diligence, quality assurance, earned-value management, and capital planning and investment control (CPIC).

· ECONOMIC AND COST BENEFIT ANALYSIS

Conduct analysis of alternatives, cost estimating, life-cycle costing, return on investment, and total asset value in accordance with OMB Circular A-94 and A-130.

· ORGANIZATIONAL ANALYSIS AND ASSESSMENTS

Develop strategic plans, performance measures and scorecards, conduct business process reengineering and benchmarking, assess compliance with managerial cost accounting (FASAB 4), and determine best practices.

· PLANNING, PROGRAMMING, BUDGETING AND EXECUTION (PPBE)

Assist in the budget development for OMB and Congress, prepare supporting schedules and documentation, including PPBE documents such as POM, BES, PCP, Issue Books and Program Budget Decisions, and monitor execution of funds.
