The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).
Program Manager:
Functional Responsibility: Acts as the overall lead, manager and administrator for the contract effort; Serves as the primary interface and point of contact with government program authorities and representatives on technical and program/project issues. Supervises program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress; Manages acquisition and employment of program/project resources. Manages and controls financial and administrative aspects of the program/project with respect to contract requirements.
Qualifications & Experience: A Master’s Degree in Engineering, Computer Science, Mathematics, Statistics or Business Administration and Ten years of management and supervisory experience including performance in each of the foregoing functions with respect to technical programs/projects or a Bachelor’s Degree in Engineering, Computer Science, Mathematics, Statistics, Operations Research or Business Management and Twelve (12) years of management and supervisory experience including performance in each of the foregoing functions with respect to technical programs/projects.
Project Manager:
Functional Responsibility: Acts as overall system engineer, technical manager, and administrator for one or more delivery orders; serves as the primary interface and point of contact with the Program Manager, on technical program/project issues. Supervises program/project operations by developing system engineering and management procedures, planning and execution of the engineering and technical effort. Responsible for monitoring and reporting progress, management of acquisition and employment of the program/project resources management and control of financial and administrative aspects of the program/project with respect to delivery order requirements.
Qualifications & Experience: A Master’s degree in a technical or management field and eight (8) years of experience or a Bachelor’s degree in a Technical or Management field and Ten (10) years of experience performing the foregoing functions. Ability to make sound recommendations relevant to computing, quality control, analysis, and testing systems Senior Engineer Functional Responsibility:
Applies engineering/systems engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate computer, telecommunications or Construction Programs. Reviews and prepares engineering and technical analysis reports, change proposals, and other technical documentation; Applies engineering/systems engineering principles to perform functions such as computer system, architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to engineering or functional requirements of computer and telecommunications systems and associated support systems; Applies process improvement and reengineering methodologies for modernization projects.

IV & V (Independent Verification and Validation) Engineer 1
Functional Responsibility: Conducts complete life cycle Independent Verification and Validation (IV&V) of complex systems. Creates test plans, test specifications and test procedures, as well as test reports and formal test result presentations; Ensures that all software development projects meet the milestones and can fulfill the allocated system requirements; Conducts thorough software testing at various levels to ensure that the system fulfills its requirements and is in accordance with its design intent and applicable standards and conventions. Conduct system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process to identify flaws or errors as early as possible in the typical five-phase software development life cycle (SDLC). Capability to conduct IV&V activities on modifications, enhancements, or proposed/approved changes to the software and hardware design Qualifications & Experience: A Bachelor’s degree in Engineering, Computer Science, Math, or Related Technical field and five (5) years of related experience .

Subject Matter Expert/Consultant:
Functional Responsibility: Provides technical expertise and guidance in the determination of technical and data definition of user requirements. This is a highly specialized category to fulfill needs of the Government to acquire the services of a recognized expert in a particular discipline. Provides subject matter expertise and project direction in any of the field such as a Programmer, Engineer, Analyst, software specialist, software developer, human factors specialist, systems administrator, Construction Manager or database specialist.
Qualifications & Experience: Degree in a Technical or Management field with 8 years of experience.
Training Specialist
Functional Responsibility: Provides the Customer with appropriate training to achieve its mission goal and maintain currency in applicable state-of-the-art technologies and business paradigms. Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs; Prepares instructor materials (course outline, background material, and training aids). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms); Trains personnel by conducting formal classroom courses, workshops and seminars Qualifications & Experience: Bachelor's Degree or equivalent with a minimum of four (4) years of experience in the related field.
Senior Engineering Technician
Functional Responsibilities: Performing space management functions, analytical skills for reviewing customer requirements, ability to read and review Computer Aided Design (CAD) drawings and perform related tasks of technician. Ability to work with Microsoft Office products (Word, Excel, Access) and mathematical (algebra, geometry) skills Qualifications & Experience: High School diploma with 5 years of related experience.
Documentation Specialist Functional Responsibility: Applies knowledge of word processing to perform page layouts, graphics layouts, and proper selection and use of Technical language and grammar to develop, draft, edit, and revise User Manuals, Operating Guides, Reports, and presentation materials for corporate and/or stand-alone computing applications.
Qualifications & Experience: A High School diploma or equivalent and five (5) year of experience.
Documentation Clerk Functional Responsibility: Responsible for writing manuals and user guides for users, programmers and the operations staff and handling general clerical work; Assists in designing and documenting data requirements, system tests and implementation plans, and system demonstrations; Develops flow charts and system workflow graphics; Sets up data dictionaries for automated systems. May assist in entering and managing financial management systems data
Qualifications & Experience: High School Diploma and minimum of Three (3) years’ Experience and must be proficient in Microsoft Word, and Excel.
Construction Manager:
Functional Responsibility: Construction Manager shall participate in the planning, design and execution of new construction, renovation and improvement projects, providing engineering expertise and guidance, analyzing contract plans and specifications to identify problem areas or potential problems with planned construction and activities, and making recommendations to resolve problems. Additionally, the Construction Manager will serve as a Quality Assurance Representative performing with responsibility for the quality assurance and inspection of construction projects for compliance with plans, specifications, acceptability of materials, methods and workmanship, and required safety and labor law regulations. The Construction Manager will inspect the work of the A/E and construction contractors
Qualifications and Experience: Bachelor’s Degree or Equivalent in Technical/Engineering Field and 8 Years of Experience
Business Analyst:
Functional Responsibility: The work area for this labor category involves business administration, project analysis, Acquisition Support and scheduling. The candidate provides analyses for complex programs and to assist the customer in tracking financial or service management goals. Candidate may prepare papers that require planning, organizing, developing and analyzing data. Candidate may be expected to update project schedules, perform financial tracking, and prepare briefings and white papers. The job involves working with automated software tools
Qualifications and Experience: Bachelor’s Degree or Equivalent and 3 Years of Experience
Task Lead
Provides day-to-day Technical management and administration of project tasks; develop detailed work plans and schedules; assign staff responsibilities and supervise all staff efforts; utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints; perform quality checks of all work products and interact continually with Government COR and any appointed Technical Representatives (TR) to present interim results; discuss concerns, and ensure total product/service satisfaction.
Qualifications and Experience: Bachelor’s Degree or Equivalent in Technical/Engineering Field and 8 Years of Experience
Training Coordinator
Functional Responsibility: Organizes, prepares and develops materials for Engineering/Technical training sessions. Requires extensive knowledge of Technical Writing and the major office suite applications (i.e. word processing, spreadsheet, and presentation and database applications) used in Government Technical environments. Should have a strong knowledge of the major desktop and network operating systems currently deployed in both the Government and Commercial sectors.
Minimum General Experience: 4 years of experience
Minimum Education: Bachelor’s Degree or equivalent in a related field
Program Support Specialist:
Functional Responsibility: To provide program support services and to identify resources required for each task Candidate may prepare papers that require planning, organizing, creating, developing and analyzing data. Prepares required system/space/design/training documentation Interfaces with client personnel at all organizational levels and conducts general coordination. Performs data management and related activities
Qualifications and Experience: Associates Degree or Equivalent and 3 Years of Experience
Financial Analyst/Estimator
Supports program through cost estimating and analysis activities including, but not limited to, life cycle cost estimate development, analysis of alternatives, business case analyses, risk research and analysis, and schedule realism assessments. Assists with the preparation of independent cost estimates, and perform benefit and economic evaluation of current and/or projected programs. Assists with the collection of cost and technical data develop cost estimating methods to include modeling and statistical analysis.
Qualifications and Experience: Bachelor’s Degree in Technical/Engineering or related field with 5 Years of relevant experience Program Analyst
Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals and measures. Performs and supports technical training, configuration management, quality assurance, Acquisition Management/space management. Analyzes and prepares program status reports for review at all levels. Reviews internal processes and procedures, and recommends improvements to promote efficiency and cost savings. Evaluates, processes, and recommends effective organizational changes. Performs program cost analyses such as development of life cycle or other cost analyses of projects, or performs cost benefit or economic evaluations of programs.
Qualifications and Experience: Bachelor’s Degree in Technical or related field with 6 Years of relevant experience Project Engineer:
Functional Responsibility: Provides Project Engineering support in all technical and General Engineering areas. Should be Capable of reviewing and tracking submittals, change orders, pay requisition, correspondence, project logs, and requests for information, other miscellaneous engineering related tasks and daily site engineering tasks; Will be involved in Project design/review, Check plans/quality control, Coordination, Acquisition, Cost estimating and Coordination. Should have experience with relevant software tools.
Qualifications and Experience: Bachelor’s Degree in Related Field and 8 Years of Experience
Architect
The primary role of Architect is to provide support during space management or Construction Management’s Design Review Phase. Architect will be involved in reviewing design submissions for constructability, LEED, value engineering, commissioning, and design milestone reviews and to document the results of all reviews. The main responsibilities may include: design technical reviews; code compliance reviews; constructability reviews; analysis of value engineering proposals; cost control/monitoring; energy studies; utility studies; site investigations; site surveys; scheduling (including preparation of schedules and schedule reviews); review of design scope changes (including analysis of schedule impact); scheduling/conducting/documenting design related meetings; and performing market studies
Qualifications and Experience: Bachelor’s Degree in Related Field and 8 Years of Experience
Quality Control Specialist:
Functional Responsibility: The primary role of the Quality Control Specialist is to conduct required testing and inspection to ensure required quality standards, workmanship, and conformance with the contract documents and existing codes and standards. The candidate will ensure that final product conforms to the contract requirements. Major tasks include: evaluate schedules, work performance quality, safety oversight, coordination effectiveness, and perform documentation reviews for all work in progress or in planning stages coordinate actions, attend all progress meetings pertaining to projects; should be familiar with all applicable QA standards and codes.
Qualifications and Experience: Bachelor’s Degree in Related Field and 8 Years of Experience
Mechanical/Electrical Engineer:
Functional Responsibility: The candidate will have experience in an engineering field such as industrial, aviation, aerospace, electrical, mechanical, information, marine, environmental, telecommunications, information security, network, or other engineering disciplines. Supports engineering efforts that provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements. Participates in efforts that develop recommendations and advice on system development, improvements, optimization, or support efforts
Qualifications and Experience: Bachelor’s Degree in Related Field and 8 Years of Experience
Civil Engineer:
Functional Responsibility: Provides Civil Engineering support in all technical and General Engineering areas; Should be Capable of reviewing and tracking submittals, change orders, pay requisition, correspondence, project logs, and requests for information, other miscellaneous engineering related tasks and daily site engineering tasks; Will be involved in Project design/review, Check plans/quality control, Project Scheduling, Space Management, Drafting, Coordination, Acquisition, and Cost estimating . Should have experience with relevant software tools.
Qualifications and Experience: Bachelor’s Degree in Related Field and 8 Years of Experience
NOTE: Additional Years of experience may be substituted for college degrees as follows.
1. High School Diploma plus four years additional experience equals a Bachelors Degree.
2. High School Diploma plus six years additional experience equals a Masters Degree.
3. Bachelors Degree plus two years additional experience equals a Masters Degree Similarly higher level Degrees may be substituted for additional years of experience.
