The Service Contract Act (SCA) is applicable to this contract and includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should work be performed in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

Technical Manager/Director

Education: Bachelor’s degree in Engineering, Science or related discipline. 15 to 20 years of experience required in a technically related function, of which seven years has been in a management capacity. Masters degree in a related discipline preferred and may be substituted for one year of experience.

Functional Job Responsibilities: Plans and manages Company affairs within company policies and objectives, maintaining sound technical standards and cost-effective performance. Develops forecasts and business plans, for the approval of the Vice President or Technical Area Head, containing verifiable goals against which performance can be measured, both for acquisition of new and continuing business and for the performance of current contracts. Within established budgets, allocates funds and pursues opportunities for new business to ensure the continuation of quality, cost and timing as related to performance of current contracts. Promotes Company progress by effectively cooperating with the Technical departments, both in the acquisition of new business and the performance of current contracts. Maintains awareness of state-of-the-art technical advances and their integration into the technical area’s growth planning. Motivates and promotes the growth, development and contribution of company personnel by means of technical and general guidance, selection of assignments and personal contacts. Serves from time to time on special committees or undertakes special assignments at the request of the President, Vice President or Group Manager. Ensures that the Department personnel perform their business activities in compliance with Government and Company policies. Reviews and is responsible for the technical performance, technical products, and technical publications of the department personnel.

Staff Engineer/Scientist/Principal Investigator

Education: Bachelor’s degree in a primary Mechanical or Electrical Engineering discipline, Science or related discipline. 12 to 15 years of experience required in technical/scientific related function, seven to ten years of which have been in a technical supervisory capacity. Postgraduate education can be substituted for one year of technical or supervisory experience.

Functional Job Responsibilities: Acts as an engineering/scientific specialist under the direction of the Technical Area Head, Senior Program Manager or Vice President. Analyzes, reviews, makes recommendations and reports in scientific areas with respect to current technical programs as well as the direction and character of the programs in the future. Qualifies as a technical authority of national and international repute in one or several fields by virtue of numerous major technical accomplishments and an integrated and noteworthy publication structure. Qualifies in part, by functioning as technical leader on one or more major projects involving several departments and a large portion of Company activity. May undertake special assignments at the request of the Technical Area Head, Senior Program Manager or Vice President.

Senior Section Head

Education: Bachelor’s degree in a primary Mechanical or Electrical Engineering discipline, Science or related discipline. 12 to 15 years of experience required in technically related function, of which five years must have been in a management capacity. Postgraduate degree in a related technical area preferred and may be substituted for one year of experience.

Functional Job Responsibilities: Works under the overall direction of the Technical Area Head, provides technical and administrative management to one or more units of scientists, analysts, technicians, etc., engaged in one or more fields of expertise. Plans, organizes and controls activities in the establishment and implementation of new or revised systems and procedures. Formulates strategies, tactics and action plans to achieve organizational goals. Assigns, outlines and coordinates the work of supervised areas and ensures the technical quality and timeliness of efforts. Reviews and evaluates the work of the staff and prepares periodic performance reports. Develops subordinates through guidance and training. In collaboration with the Technical Area Head, assumes initiative on projects involving inter-departmental and inter-disciplinary efforts. Performs special assignments as required.

Section Head

Education: Bachelor’s degree in Engineering, Science or related discipline. 10 to 12 years of experience required in a technically related function, of which three years must have been in a supervisory capacity. Postgraduate degree in a related discipline is preferred and may be substituted for one year of experience.

Functional Job Responsibilities: Works under the overall supervision of the Technical Area Head, Senior Section Head or designee. Provides technical and administrative management to a group of scientists, engineers, technicians, etc., engaged in one or more projects in one or more areas of IT concentration. The basic responsibilities involve: Leading a technical program area by assigning tasks and assuming responsibility for technical quality and timeliness of efforts, monitoring project fund, implementing Company policies at the individual level, developing subordinate personnel through guidance, coaching, training and assessment of performance. Maintains corporate quality assurance standards and Organizational Conflict of Interest (OCI) mitigation. Assists in meeting present and future financial objectives for the Section by developing and maintaining relationships with current and potential customers. Conducts sales activities in conjunction with Business Development personnel. Collaborates with the Technical Area Head or designee to assume the initiative on programs involving inter-company and interdisciplinary efforts.

Program Manager

Education: Bachelor’s degree, or equivalent training in a primary Mechanical or Electrical Engineering discipline, Science or related discipline. 8 to 10 years of experience required in an IT related function, three years of which must have been in a technical management capacity in an area relevant to the planned assignment. Postgraduate degree is preferred and may be substituted for two years of directly related management experience.

Functional Job Responsibilities: Serves as a Program Manager under the direction of the Technical Area Head or Senior Program Manager. Develops program budgets, develops technical, scientific and support staff manning requirements, monitors technical and scientific progress, monitors project budget status, and develops project plans. Possesses thorough knowledge of engineering processes, principles and practices involved in computer-aided technical solutions. Must have an understanding of computer systems analysis and processes relevant to planned assignments. Works to assist customer’s key management and lead personnel to realize maximum benefit from an investment in equipment, personnel and business processes. Assists the Section Head to maintain corporate QA standards and to mitigate OCI. Manages multidisciplinary projects involving multi-discipline engineers, lead computer engineers, computer scientists, systems analysts and computer programmers to achieve an integrated solution to customer’s requirements.

Senior Engineer/Scientist 3

Education: Bachelor’s degree in a primary Mechanical or Electrical Engineering discipline, Science or related discipline. 15 years of experience required in technical/scientific related function, of which three years have been in a technical supervisory capacity. Postgraduate degree in related discipline preferred and may be substituted for two to three years of technical experience.

Functional Job Responsibilities: Under administrative direction, with some latitude for unreviewed actions or decisions, performs responsible, professional work of a varied nature and of moderate difficulty and importance in the engineering life cycle fields. Possesses thorough knowledge of principles and practices involved in computer-aided solutions, precision instrumentation and test and evaluation, and/or is familiar with standard methods and references in his/her field. Using computer technology and tools, performs abstract or concept studies and analyses of engineering problems to effect custom solutions. May serve as a project engineer on relatively small projects. Prepares complete technical reports covering own work and may assist in the preparation of reports of other engineers. Usually leads projects that are either technically or administratively complex. Represents the Company in outside discussions, technical forums, etc.

Senior Engineer/Scientist 2

Education: Bachelor’s degree, or equivalent training in engineering, science or related discipline. 6 years of progressive, professional experience is required.

Functional Job Responsibilities: Under general supervision, with some latitude for actions or decisions that are not reviewed, performs important professional work that is varied in nature and often complex in the fields of research and development. Possesses thorough knowledge of principles and practices involved in computer-aided solutions, precision instrumentation and test and evaluation, and/or is familiar with standard methods and references in his/her field. Often serves as project engineer/scientist on research projects. Using computer technology and tools, performs abstract or concept studies and analyses of engineering problems to effect custom solutions. Prepares complete technical reports on own work and assists in the preparation of reports of other engineers or scientists working on the same project.

Senior Engineer/Scientist 1

Education: Bachelor’s degree, or equivalent training, in engineering, science or related discipline. Minimum of 2 years of progressive, professional experience is required.

Functional Job Responsibilities: Works under general supervision, performs important routine professional work that is varied and somewhat difficult in character in the fields of research and development. Using computer technology and tools, performs abstract or concept studies and analyses of engineering problems to effect custom solutions. Possesses thorough knowledge of principles and practices involved in precision instrumentation and/or is familiar with standard methods and references in his/her field. May be required to instruct and assign work to others. Prepares for final editing technical reports covering his/her own work.

Engineer/Scientist 3

Education: Bachelor’s degree, or equivalent training, in engineering, science or related discipline. Minimum of 4 years of progressive, professional experience is required.

Functional Job Responsibilities: Under general supervision, performs various routine engineering or scientific assignments in the engineering life cycle fields. Possesses a good knowledge of principles and practices involved in computer-aided solutions, precision instrumentation, test and evaluation, and is reasonably familiar with standard methods and references in his/her field. Education: Bachelor’s degree in Engineering, Science or related discipline. 10 to 12 years of experience required in technical/scientific related function, of which three years have been in a technical supervisory capacity. Postgraduate degree in related discipline preferred and may be substituted for two to three years of technical experience.

Functional Job Responsibilities: Possesses thorough knowledge of engineering processes, principles, and practices involved in computer-aided technical solutions. Must have understanding of computer systems analysis and processes relevant to planned assignments. Is familiar with standard methods and references in his/her field. Related experience equal to master’s level training or graduate degree may be substituted for up to three years of relevant technical experience.

Drafter

Education: High school education or training. Proven computer-aided design proficiency highly desired. Requires 15 years of experience.

Functional Responsibilities: Performs assignments under general supervision. Performs elementary drafting tasks. Enters details for revisions, installation, and modifications in design from a layout to conform to requirements. May be required to create detail drawings of simple parts and/or electrical components and occasionally make moderately simple layouts. Performs other related duties, as assigned.

Technical Writer

Education: A.A.S. degree with relevant coursework or equivalent training. Requires 10 years of experience as a writer/editor/documentation specialist.

Functional Job Responsibilities: Frequently coordinates the efforts of a number of publication specialists in the preparation of a large, complex documentation effort (e.g., symposium proceedings, multi-department program. etc.). May specialize in the preparation of public relations and marketing publications (e.g., news releases, annual reports, brochures, slide/sound/movie presentations, etc.). Trains other writers/editors in techniques, new technologies, etc. Leads Total Quality teams and analysis efforts. Performs other related duties and special assignments, as required.

Report Production Specialist

Education: A.A.S. degree with relevant coursework or equivalent training. Requires 10 years of experience in specific skill area.

Functional Job Responsibilities: Under only limited direction, is responsible for the proper set-up, operation and care of dry image production printers, copy machines, engineering drawing duplicators, manual and power-operated collating, folding, stapling, binding, and paper cutting equipment and assures a high quality and accurate product. Responsible for minor equipment repairs, machine adjustments and scheduling vendor service calls. Maintains an inventory of, and orders, dry imaging supplies. On a timely basis, maintains job logs, completes material recovery forms, provides production information for monthly reports, time estimates and other related administration functions, as needed, as well as meeting established schedules. Technical Associate 1

Functional Job Responsibilities: Under direction of Senior Technical Support, performs standardized or prescribed support product assignments involving a sequence of related operations. Follows standard work methods or explicit instructions; technical adequacy of routine work is reviewed on completion: non-routine work may also be reviewed in process.

Technical Aide

Education: Combination of education, training and experience in related field. Total of 4 to 6 years experience desired.

Functional Job Responsibilities: Performs simple routine tasks under close supervision or from detailed procedures. Work is checked in process or on completion.

Level 6 Security – LC06

Education: Bachelor’s degree in engineering, science, or related discipline. Master’s degree preferred. Minimum of 15 years experience required in a technically related function, of which 10 years must have been in a management capacity. Top Secret clearance with Sensitive Compartmented Information access and current Special Background Investigation. Subject to Counterintelligence Polygraph.

Minimum of 14 years of experience required in technical/scientific related function of which 5 years have been in a management capacity. Top Secret clearance with Sensitive Compartmented Information access and current Special Background Investigation. Subject to Counterintelligence Polygraph.

Functional Job Responsibilities: Acts as a program manager under the direction of the Technical Area Head or Group Vice President. Develops program budgets and feeds the effort of the technical and support staff manning requirements; monitors technical progress and cost status; develops program plans. Functional Job Responsibilities: Performs professional engineering or scientific assignment of considerable complexity and of a highly classified nature under general direction with considerable discretion as to work details. Intimately familiar with national intelligence collection, processing, exploitation and dissemination and/or the acquisition of classified intelligence systems. Work performed requires complicated technical analysis, planning, and execution. Responsible for independent research and development tasks of considerable importance and complexity relating to the more complicated phases of an over-all scientific or engineering project. Compiles and evaluates essential design and test data, prepares technical specifications, analyzes technical data to determine appropriate limits and variable for recommended product, process or material specifications. Has a TOP SECRET security clearance with Special Compartmented Information access and a current Special Background Investigation. Is subject to a Counter-Intelligence polygraph.

Level 3 Security – LC03

Education: Bachelor’s degree in Engineering, a physical science or equivalent experience. A minimum of 9 years training and/or directly related experience is required. Top Secret clearance with Sensitive Compartmented Information access and current Special Background Investigation. Subject to Counterintelligence Polygraph.

Functional Job Responsibilities: Analyses contractual and /or Company publication requirements; prepared detailed outlines; reviews existing documentation; coordinates inputs from others to ensure timely completion of efforts.

Reviews publications for grammar, consistency in terminology, logic of organization, completeness and clarity, compliance with applicable specifications and standards, etc. Writes abstracts and portions of publications that may be required to ensure continuity. Functional Job Responsibilities: Provides support in the performance of research related tasks such as data collection, systems analysis, and programming of a highly classified nature. Must be familiar with national intelligence collection, processing, exploitation and dissemination and/or the acquisition of classified intelligence systems. Plans methods and procedures, sets up and operates equipment and test apparatus, diagnostic devices and related equipment. Participates in the preparation of procedures, material and equipment specifications and technical summary reports. Assignments are accomplished with a minimum of supervision and guidance and are based on general directions. Has a TOP SECRET security clearance with Special Compartmented Information access and a current Special Background Investigation. Is subject to a Counter-Intelligence polygraph.

Level 1 Security – LC 01

Education: Non-degree; combination of education, training and minimum of 3 years experience in Sensitive Compartmented Information personnel security. Top Secret clearance with Sensitive Compartmented Information access and current Special Background Investigation. Subject to Counterintelligence Polygraph.

Functional Job Responsibilities: Implements SCI personnel security policies and regulations within SCIF. Maintains personnel security databases. Assists company employees in the preparation of Special Background Investigation paperwork

Engineering Technical Specialist 3

Education: Shall have a high school diploma or equivalent and a minimum of 8 years experience (or two years of technical training above the high school level and five years experience) in basic instrumentation work, setup and/or fabrication/repair of aircraft and aircraft systems or other test related activities.
