SCLS Statement The Service Contract Labor Standards (SCLS), formerly the Service Contract Act (SCA,) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category tittles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Commercial Tax Debt Collection ______________ Description of Service: Coast Professional, Inc. (Coast) provides debt collection services for various government clients with debt types including taxes, levies, liens, and fines/fees. These obligations are due from commercial entities, who are comprised of businesses who owe business tax obligations, property taxes, or other tax related debts to the government. Third-party debt collection activities include skip tracing, inbound/outbound phone calls, sending collection notices, debt validation and required disclosure activities, updating records, and providing customer service to debtors who owe the outstanding obligations, Coast negotiates full or partial payment, submits accounts for legal remedy when necessary, and processes administrative resolutions on behalf of the client. Administrative resolutions include the identification of closed businesses and those who have filed for bankruptcy. Tax related debt requires a significant physical and security infrastructure, as well as document handling requirements to meet IRS 1075 and/or 4812 minimum standards based on the level of data exchanged in the collection process.
Consumer Tax Debt Collection ______________ Description of Service: Coast Professional, Inc. (Coast) provides debt collection services for various government clients with debt types including taxes, levies, liens, and fines/fees. These obligations are related to consumers, who are individual taxpayers who owe for personal obligations such as individual income tax, property tax, property tax liens, etc. Third-party debt collection activities include skip tracing, inbound/outbound phone calls, sending collection notices, debt validation and required disclosure activities, updating records, and providing customer service to debtors who owe the outstanding obligations, Coast negotiates full or partial payment, submits accounts for legal remedy when necessary, and processes administrative resolutions on behalf of the client. Administrative resolutions include the identification of consumers who may be deceased, incarcerated or bankrupt. Tax related debt requires a significant physical and security infrastructure, as well as document handling requirements to meet IRS 1075 and/or 4812 minimum standards based on the level of data exchanged in the collection process.
Portfolio Management Debt Collection 2+ years ______________ Description of Service: Coast Professional, Inc. (Coast) provides debt collection services to entities who manage the portfolios of defaulted accounts for smaller entities. This includes potentially hundreds of debt types, including extensive training and quality control measures as a result. Commission fees for these types of debt are typically higher than other debt types due to administrative fees related to the portfolio manager and the advanced age of the debt. The portfolio manager, or manager of the debt, controls the collection activity of the accounts, many times providing collection services and/or billing initially on behalf of the represented client and then submitting to Coast for third party debt collection activities. These third-party debt collection activities include skip tracing, inbound/outbound phone calls, sending collection notices, updating records, and tracking the account life cycle. Coast negotiates full or partial payment, submits accounts for legal review, and processes administrative resolutions on behalf of the portfolio manager. Portfolio managers place debts based on their age, whether they have been in collections with another third-party debt collector, or based on the balance size of the defaulted

Portfolio Management Debt Collection under 2 years ______________ Description of Service: Coast Professional, Inc. (Coast) provides debt collection services to entities who manage the portfolios of defaulted accounts for smaller entities. This includes potentially hundreds of debt types, including extensive training and quality control measures as a result. Commission fees for these types of debt are typically higher than other debt types due to administrative fees related to the portfolio manager. The portfolio manager, or manager of the debt, controls the collection activity of the accounts, many times providing collection services and/or billing initially on behalf of the represented client and then submitting to Coast for third party debt collection activities. These third-party debt collection activities include skip tracing, inbound/outbound phone calls, sending collection notices, updating records, and tracking the account life cycle. Coast negotiates full or partial payment, submits accounts for legal review, and processes administrative resolutions on behalf of the portfolio manager.
Portfolio managers place debts based on their age, whether they have been in collections with another third-party debt collector, or based on the balance size of the defaulted accounts. Accounts have been managed by the portfolio manager for less than two years.
Student Loan Administrative Resolutions ______________ Description of Service: Coast Professional, Inc. (Coast) provides private collection agency services to lenders of educational loans for defaulted Title IV student loan debts. This includes loans from the Federal Family Education Loan Program (FFELP), the William D. Ford Direct Loan Program (DL), Perkins Loans, along with various other loan types. Coast makes proactive outreach efforts to defaulted borrowers to help them establish repayment plans that satisfy the debt while respecting their individual situation. Additional services include processing incoming borrower correspondence, fielding inbound borrower communications, and sending mailed correspondence to borrowers. Administrative resolution is a key element of resolving accounts for clients who place these types of debt and requires very specialized and targeted skip tracing and document retrieval efforts. Administrative resolutions include identifying borrowers who cannot pay due to being deceased, incarcerated, permanently disabled or bankrupt. Accounts that qualify for administrative resolution range in age from less than one (1) to 50+ years past due.
Student Loan Consolidations ______________ Description of Service: Coast Professional, Inc. (Coast) provides private collection agency services to lenders of educational loans for defaulted Title IV student loan debts. This includes loans from the Federal Family Education Loan Program (FFELP), the William D. Ford Direct Loan Program (DL), Perkins Loans, along with various other loan types. Coast makes proactive outreach efforts to defaulted borrowers to help them establish repayment plans that satisfy the debt while respecting their individual situation. Additional services include processing incoming borrower correspondence, fielding inbound borrower communications, and sending mailed correspondence to borrowers. Specific collection services include consolidations, which are the combination of several loans into one loan with a fixed interest rate based on the average of the interest rates on the loans being consolidated. In order to consolidate student loans, collection agents must walk borrowers through a loan consolidation paperwork and process. Defaulted accounts range in age from less than one (1) to 50+ years past due.
Student Loan Regular Collections - All States Other Than Connecticut ______________ Description of Service: Coast Professional, Inc. (Coast) provides private collection agency services to lenders of educational loans for defaulted Title IV student loan debts. This includes loans from the

Federal Family Education Loan Program (FFELP), the William D. Ford Direct Loan Program (DL), Perkins Loans, along with various other loan types. Coast makes proactive outreach efforts to defaulted borrowers to help them establish repayment plans that satisfy the debt while respecting their individual situation. Additional services include processing incoming borrower correspondence, fielding inbound borrower communications, and sending mailed correspondence to borrowers. Specific collection services include balance in full, compromises, establishing borrower payment arrangements, and standard repayment, as well as verifying and submitting accounts to Administrative Wage Garnishment (AWG); Administrative Wage Garnishment is a practice allowed by some clients in which borrowers’ wages are garnished directly from employers if they have an eligible amount of income and will not make voluntary payments. Defaulted accounts range in age from less than one (1) to 50+ years past due.

Specific collection services include establishing qualifying repayments in the Loan Rehabilitation Program. The Loan Rehabilitation Program is an established repayment plan which allows defaulted borrowers to regain good standing, including all benefits available prior to default. In order to qualify for the Loan Rehabilitation plan, borrowers must provide proof of income, sign a repayment agreement, and make nine qualifying payments over a ten-month period.
