COMPANY PROFILE
In 1995, Willie Billingslea, Jr., a Marine Corps veteran, formed an Indiana-based facilities maintenance company to meet the needs of Louisville metropolitan area. Budget Services and Supplies LLC now has offices in Jeffersonville, Indiana and Warner Robins, Georgia serving federal customers in several states.
Mr. Billingslea has focused on building an organization with proven procedures that provide quality performance, consistent on-time projects completion, and remain within budget. He knows that in addition to quality cleaning and other janitorial services, preventive maintenance is of the utmost importance.
Budget Services and Supplies is proud of our distinguished reputation and long-standing client relationships that have been built around our people and our desire to meet our customers’ needs.

Pest Controller Sprays chemical solutions or toxic gases and sets mechanical traps to kill pests that infest buildings and surrounding areas. Fumigates rooms and buildings, using toxic gases. Sprays chemical solutions or dusts powders in rooms and work areas. Places poisonous paste or bait and mechanical traps where pests are present. May clean areas that harbor pests, using rakes, brooms, shovels, and mops preparatory to fumigating.

Janitor Cleans and keeps in an orderly condition factory working areas and washrooms, or premises of an office, apartment house, or commercial or other establishment. Duties involve a combination of the following: Sweeping, mopping or scrubbing, and polishing floors; removing chips, trash, and other refuse; dusting equipment, furniture, or fixtures; polishing metal fixtures or trimmings;
providing supplies and minor maintenance services; and cleaning lavatories, showers, and restrooms.

Window Cleaner Cleans windows, glass partitions, mirrors, and other glass surfaces of building interior or exterior, using pail of soapy water or other cleaner, sponge, and squeegee. Crawls through window from inside and hooks.
Laborer Performs tasks which require mainly physical abilities and effort involving little or no specialized skill or prior work experience. The following tasks are typical of this occupation: loads and unloads trucks, and other conveyances; moves supplies and materials to proper location by wheelbarrows or hand truck; stacks materials for storage or binning; collects refuse and salvageable materials; and digs, fills, and tamps earth excavations. The laborer moves and arranges heavy pieces of office and household furniture, equipment, and appliances; moves heavy pieces machinery and equipment; spreads sand and salt on icy walkways; picks up leaves and trash.

Gardener Plans and executes small scale landscaping operations and maintains grounds and landscape of household, business and other properties. Works with assistant in preparing and grading terrain, applying fertilizers, seeding and sodding lawns, and transplanting shrubs and plants, and cultivates them, using gardening implements and power-operated equipment. Plants new and repairs established lawns, using seed mixtures and fertilizers recommended for particular soil type and lawn location. Locates and plants shrubs, trees, and flowers recommended for particular landscape effect or those selected by property owner. Mows and trims lawns, using hand or power mower. Trims shrubs and cultivates gardens. Sprays trees and shrubs and applies supplemental liquid and dry nutrients to lawn, trees and shrubs. Cleans ground, using rakes, brooms, and hose. May dig trenches and install drain tiles. May repair concrete and asphalt walks and driveways.
Grounds Maintenance Laborer Cuts grass, using walking-type or riding mowers (less than 2000 lbs.). Trims hedges and edges around walks, flower beds, and wells, using hedge trimmers, clippers and edging tools. Prunes shrubs and trees to shape and improve growth, using shears and other hand tools. Sprays lawn, shrubs, and trees with fertilizer or insecticide. Plants grass, flowers, trees, and shrubs. Waters lawn and shrubs during dry periods, using hose or activating sprinkler system. Picks up and burns or carts away leaves, paper or other litter. Removes snow from walks, driveways, roads, or parking lots, using shovel and snow blower. Spreads salt on walkways and other areas. Repairs and paints fences, gates, benches, tables, guardrails, and outbuildings. Assists in repair of roads, walks, buildings, and mechanical equipment. May clean comfort stations, workshop areas, and parking lots by sweeping, washing, mopping and polishing. Cuts away dead or excess branches from trees or shrubs to maintain right-of-way for roads, sidewalks, or utilities, or to improve appearance, health and value of tree.

Tractor Operator Drives gasoline or diesel-powered tractor to move materials, draw implements, tow trailers, pull out objects embedded in ground, or pull cable of winch to raise, lower, or load heavy material or equipment. Fastens attachments such as graders, plows, rollers, mowers (over 2000 lbs.), backhoes, seeders, and disc harrows to tractor. Adjusts equipment for proper operation.
Lubricates and makes minor repairs to tractor and attachments such as tightening bolts, and replacing washers, cotter pins, and screws.

Heavy Equipment Operator Operates heavy equipment such as cranes, clamshells, power shovels, motor graders, heavy loaders, carryalls, bulldozers, rollers, scrapers, and large industrial tractors with pan or scrapper attachments. Equipment is used to excavate, load or move dirt, gravel or other materials.
Operator may read and interpret grade and slope stakes and simple plans. May grease, adjust and make emergency repairs to equipment.
Recycling Specialist Works with agency to monitors and adjust existing recycling/solid waste program to insure highest collection rate with lowest contamination rate. Maintains organization, placement and appearance of recyclables containers. Return containers to proper location. Packs and invitatory fluorescent bulbs for shipment. Ensures highest percentages of recyclables are collected from garbage containers and that contaminants are removed from recycling containers.
Sorts recyclable paper. Perform waste studies to determine waste flow percentages. Spot checks for hazardous material and yard waste. Collects and transports paper, bottles and cans, and other recyclable items as deemed necessary by the supervisor.
Refuse Collector Empties trash and garbage cans into appropriate exterior containers. Uses pitch forks, shovels and similar hand tools to pick up general refuse and trash from curbside and other areas. Cleans dumpsters. Collects refuse on prescribed routes. Takes refuse to the location where the refuse is stored. May drive a truck along the route and to and from buildings to the location where garbage is stored. Functions as trash collector on a grounds maintenance crew. Collects brush, green waste, and bulk items upon request; this includes driving a truck to the site of the request, loading items onto the truck from the storage area, and driving the truck to and from the transfer station and service building.
Supervisor Supervises and coordinates activities of workers; Assigns tasks to workers, and inspects completed work for conformance to standards. Issues supplies and equipment. Resolves workers' problems or refers matters to supervisor. Trains new workers, records hours worked, recommends discharge of incompetent workers, and performs other personnel duties as required.
May submit requests for repair of equipment. Monitors the quality of all work performed. May perform duties of workers supervised.

Carpet Cleaning The contractor will furnish all necessary materials and equipment necessary to correct the condition of the interior floor surfaces by providing cleaning services to all existing carpet in a building. The contractor will clean all carpeting according to manufacturer’s specifications, as needed or required, using steam cleaning or extraction methods to deep clean the carpets. In accordance with GSA’s affirmative procurement program and the statutes, regulations, and executive orders applicable to GSA’s Build Green Program, the contractor will use green products and supplies to clean carpets. Work may be performed during regular hours, night hours, off-hours, workdays, and/or weekends as designated by building management officials or task order. The contractor will be non-disruptive to the occupants of the building nor endanger them in any fashion or block egress. The contractor will ensure that all employees performing work under this contract have the necessary training and experience in order to efficiently and effectively perform the work.
Snow Removal with Truck Plow or Front Loader The contractor will furnish the necessary labor, heavy equipment and other items needed to clear and/or haul snow and ice from parking areas, roads, driveways, or plaza areas. Heavy equipment includes ride on equipment such as front-end loaders, backhoes, bobcats, snow plows. Snow plowing is appropriate when local accumulation reaches two (2) inches to maintain safe passage for access into buildings, parking areas, roadways, approaches, vehicular courts, and ramps. Snow will be removed from the site when the accumulation exceeds that which can be pushed off of the roads, parking areas, ramps and walkways without blocking traffic, parking spaces and pedestrian thoroughfares or impedes the visibility of vehicular operators or pedestrians.

Herbicide Spraying The contractor will furnish all materials, chemicals, equipment, operation supplies and incidentals necessary to safely apply herbicides that are registered in the state, using ground-operated spraying apparatus, in strict compliance with the herbicide labels, to control weeds. The contractor will comply with all state regulations and local ordinances where applicable. The herbicide applicator will have proper licensing and will keep it current through periodic training as required for each category that he is spraying. The contractor will maintain all applicable certification requirements for the handling of restricted and non-restricted herbicides as required by the Environmental Protection Agency (EPA). During applications of these chemicals, the contractor will follow all regulations imposed and will provide adequate protective gear
13 Budget Services and Supplies, LLC according to Material Safety Data Sheets (MSDS) or label and EPA regulations. Proper techniques will be followed throughout the chemical application process, including the posting of warning signs, where appropriate, to inform the public of the timing of the spraying and the type of material to be used. The contractor will dispose of chemicals, including all containers, in accordance with the product label and MSDS and all other laws and regulations. The contractor will not dispose of these materials or containers on federal property. No herbicide will be used in any manner inconsistent with its labeling.

Pressure Washing The contractor will furnish the necessary equipment and other items needed for pressure washing or power cleaning of exterior surfaces of buildings to include surfaces such as roofs, overhangs, wood walls and fencing, masonry walls, concrete flooring, parking facilities, and sidewalks.
Pressure washing may be with cold water only or with added chemicals. All work performed will conform to local and federal guidelines.
CleanTelligent CleanTelligent is optional quality control janitorial software with features including orders, inspections, reports, and client communication. It is proprietary software that Budget Services and Supplies LLC (Budget) subscribes to as an aid for quality control. The customer may access it on a computer or mobile devise. CleanTelligent is Internet-based, meaning that users do not have to download anything to their computers. CleanTelligent is accessed through Internet browsers. It is also available as a mobile app that can be downloaded. CleanTelligent is available for Apple, Android, Blackberry, and Windows products. CleanTelligent offers support at no cost to the customer, along with on-demand video instructions on it use and features.
Budget will input tasks into CleanTelligent based on the tasks and frequencies specified in the contract. Budget will perform and record inspections to ensure expectations are exceeded. The customer may view inspection results based on exact contract specifications. The information includes data and graphical analysis of Budget’s performance.
The customer will be able to track requests, issues, and response times using CleanTelligent. The customer may submit a request directly to Budget from a computer or mobile devise.
Accountable personnel at Budget are immediately notified, and an automatic escalation feature ensures deficiencies are corrected every time. Budget will respond to the customer’s message, and updates are logged as progress is made.

Descriptions of Labor Categories Offered under SIN ANCRA
Carpenter Performs the carpentry duties necessary to maintain in good repair building woodwork and equipment such as bins, counters, benches, partitions, doors, floors, stairs, casings, and trim made of wood. Work involves most of the following: planning and laying out of work from blueprints, drawings, models, or verbal instructions, using a variety of carpenter's hand tools, portable power tools and standard measuring instruments; making standard shop computations relating to dimensions of work; and selecting materials necessary for the work.
• Minimum years of experience: 2
• Applicable training: May be required to hold a state license or certification
Electrician Performs a variety of electrical trade functions such as the installation, maintenance, or repair of equipment for the generation, distribution, or utilization of electric energy.
Work involves most of the following: installing or repairing any of a variety of electrical equipment such as generators, transformers, switchboards, controllers, circuit breakers, motors, heating units, conduit systems, or other transmission equipment; working from blueprints, drawings, layouts, or other specifications; locating and diagnosing trouble in the electrical system or equipment; working standard computations relating to load requirements of wiring or electrical equipment; and using a variety of electrician's hand tools and measuring and testing instruments.

Laborer Building and construction laborers.
Marble, Tile Layer & Terrazzo Worker Covers floors, walls, ceilings, or other surfaces with marble, tile, or terrazzo. Performs maintenance, repairs and alternations on surfaces covered with marble, tile or terrazzo.

Plumber Performs maintenance, repairs and alteration on piping systems, plumbing fixtures and associated components. Piping systems include hot and cold water, sewage and industrial waste, air fuels (gases and liquefied). Plumbing system includes kitchen equipment, hot water heaters (gas and electric), manual and automatic valves, fire sprinkler systems, pumps and associated equipment. Locates and diagnoses trouble in plumbing systems or equipment and restoring services quickly. Assembles, installs and repairs pipes, fittings and fixtures of heating, water, and drainage systems, according to specifications and plumbing codes. Studies building plans and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors, using ruler, spirit level and plumb bob. Cuts openings in walls and floors to accommodate pipe and pipe fittings, using hand tools and power tools. Cuts and threads pipe, using pipe cutters, cutting torch, and pipe-threading machine. Bends pipe to required angle by use of pipe bending machine or by placing pipe over block and bending it by hand. Assembles and installs valves, pipe fittings, and pipes composed of metals, such as iron, steel, brass and lead, and nonmetals, such as glass, vitrified clay, and plastic, using hand tools and power tools. Joins pipe by use of screws, bolts, fittings, solder, plastic solvent, and calks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leaking. Installs and repairs plumbing fixtures, such as sinks, commodes, bathtubs, water heaters, hot water tanks, garbage disposal units, dishwashers, and water softeners. Repairs and maintains plumbing by replacing washers in leaky faucets, mending burst pipes, and opening clogged drains.
May weld holding fixtures to steel structural members.

Drivers on dumpsters or similar dumpsters mounted on a four (4) wheel truck rate two (2) cubic yards or less and small pallet type fork-lift operator and drivers on pallet jacks or similar type equipment.

Truck Driver (3) Koehring or similar dumpsters, tract trucks, semi-trailer water trucks, Euclids, hug bottom dumps, tournapulls, tournatrailers, tournarockers, tractor trailers, tandems Q frame winch trucks, hydrolift trucks or similar equipment when used for transportation purposes, mixer trucks over six and one-half (6 1/2) cubic yards batch trucks wet or dry over 4-"34- E"batches single axle low boy trailers, and contractor's mechanics when working on equipment operated by employees within the bargaining unit; six (6) wheel pole trailers and one (1) man oil distributors, fork-lift over four (4) ton and mobile mixers.
• Minimum years of experience: 2
Truck Driver (4) Drivers on heavy equipment over sixteen (16) cubic yards or twenty-four ton, such as Koehring or similar dumpsters, tract trucks, Euclids, hug bottom dumps, trounapulls, trounarockers or similar equipment when used for transportation purposes, pole trailers over six (6) wheels, water pulls, low-boy trailers tandem axles, quad axle or more no-weight limitation, diesel and /or heavy equipment mechanics when working on equipment operated by employees within the bargaining unit.
