ATTACHMENT I: LABOR CATEGORY DESCRIPTIONS

Category Description Edu Exp Project/Operations Manager Responsible for operation of a site, base, or plant. Activities include start-up, control, and shut-down of equipment in accordance with environmental standards. Position manages the maintenance, repair, construction, and operation of all assigned systems and supporting responsibility for work control, planning, infrastructure, facility support and/or plant operations. Individual is responsible for maintenance and operation of facilities to ensure cost-effective and reliable support. Identifies all infrastructure work required to include pavements, storm sewer systems, wastewater, natural gas, oils/lubricant systems, electrical distribution, power generators, HVAC, lighting, etc… Serves as the single customer point of contact. Evaluates scope of work, performs site surveys, and produces cost estimates. Manages QA/QC program, work performed by in-house and subcontracted personnel, and contract safety program. Attends all project related meetings and documents as appropriate. Understands requirements and scope and monitors for compliance with applicable GSA, Federal, State and local rules, codes, and regulations.

Deputy Project/Operations Manager

Performs as Project Manager in his/her absence. Responsible for assisting Project Manager with the operation of a site, base, or plant. Develops, reviews, and upgrades safety/job hazard analyses and reports for all site work activities. Connects motors, compressors, temperature controls, humidity controls, and circulating ventilation fans to control panels and connects control panels to power source. Installs air and water filters in a completed installation. Injects refrigerant into compressor to test systems and adds Freon gas to build up prescribed operating pressure. Observes pressure and vacuum

Wraps pipes in insulation batting and secures them in place with cement or wire bands. Instrument Mechanic** Installs, repairs, maintains, and adjusts indicating, recording, telemetering, and controlling instruments used to measure and control variables such as pressure, flow, temperature, motion, force, and chemical composition using hand tools and precision instruments. Disassembles malfunctioning instruments, examines and tests mechanism and circuitry for defects; troubleshoots equipment in or out of control system and replaces or repairs defective parts. Reassembles instruments and tests assembly for conformance with specifications, using instruments such as potentiometer, resistance bridge, manometer, and pressure gauge.

Inspects instruments periodically and makes minor calibration adjustments to ensure function within standards. Typically reports to a supervisor or manager.

Janitor** Cleans and keeps in an orderly condition: working areas and washrooms, or premises of an office, apartment house, or commercial or another establishment. Duties involve a combination of the following: sweeping, mopping or scrubbing, and polishing floors; removing chips, trash, and other refuse;

dusting equipment, furniture, or fixtures; polishing metal fixtures or trimmings; providing supplies and minor maintenance services;

Janitor Lead** Oversees and supervises the custodial care of facility. Plans, schedules, and inspects the work of all custodial staff and ensures the quality and cost effectiveness of all work performed, including preparation for special events. Develops procedures and standards for custodial services and ensures that established procedures are followed. Establishes and implements training programs in areas such as cleaning methods and techniques, proper use of equipment, and safety. Researches cleaning products, maintains inventories, and prepares requisitions for all supplies, parts, and materials used by the custodial unit. Maintains files of custodial purchases, vendors, inspections, service work and overtime schedules, maintenance and service manuals, employee records, work order completions, linen needs, etc. Orders and supplies uniforms to subordinate employees. Must be familiar with job safety equipment and the tools required to perform the jobs.

Conducts cost versus effectiveness tests for new projects ordered.

Ensures all equipment is in proper working condition including carts, steam cleaners, buffers, etc. Tracks equipment repair budget, orders replacement items and works with vendors requiring repairs to existing equipment. Demonstrates willingness and ability to work independently and under unpleasant conditions such as in dusty and dirty areas or in extreme heat or cold. Bilingual in Spanish and English may be required.

Laborer, Gournds Maintenance**

Maintains ground of industrial, commercial, or public property such as buildings, camp and picnic grounds, parks, playgrounds, greenhouses, and athletic fields and repairs structures and equipment, performing one of more of the following tasks: Cuts grass, using walking-type or riding mowers. Trims hedges and edges around walks, flower beds, and wells using hedge trimmers, clippers and edging tools. Prune shrubs and trees to shape and improve growth using shears ad other hand tools. Sprays lawn, shrubs, and trees with fertilizer or insecticide. Plants grass, flowers, trees, and shrubs. Waters lawn and shrubs during dry

periods using hose or by activating sprinkler system. Picks up and burns or carts away leaves, paper, or other litter/debris. Removes snow from walks, driveways, roads, or parking lots using shovel and snow blower. Spreads salt on walkways and other areas.

Repairs and paints fences, gates, benches, tables, guardrails, and outbuildings. May clean comfort stations, office, workshop area, and parking lots by sweeping, mopping, and polishing.

Locksmith** Responsible for the maintenance of locks, keys, and security systems. Duplicates keys, replaces and re- keys locks -as necessary, and ensures that all security devices are in adequate working condition. Installs, repairs, modifies, and opens a variety of locking mechanisms found on doors, desks, compartments, mobile equipment, safes, and vaults. Examines locking mechanism and installs new unit or disassembles unit and replaces worn tumblers, springs, and other parts or repairs tem by filing, drilling, chiseling, and grinding. Opens door locks by moving lock pick in cylinder or opens safe locks by listening to lock sounds or by drilling. Makes new or duplicate keys using key cutting machine.

Maintenance Trades Helper** Assists one or more workers in the skilled maintenance trades by performing specific or general duties of lesser skill such as keeping a worker supplied with materials and tools; cleaning work areas, equipment, and tools; assists journeyman by holding materials or tools; performs other unskilled tasks as directed by journeyman. This position performs various trades which may be confined to supplying, holding materials and tools, and cleaning work areas. May perform specialized machine operations.

Painter, Maintenance** Paints and redecorates walls, woodwork, and fixtures. Must have knowledge of surface peculiarities and types of paint required for different applications. Prepares surface for painting by removing old finish or by placing putty or filler in nail holes. Applies paint with spray gun or brush. May mix colors, oils, white lead, and other paint ingredients to obtain proper color or consistency. May operate a spray painter to apply industrial finishes on metal products.

Plumber, Maintenance** Installs and repairs pipes, fittings, and fixtures of heating, water, and drainage systems according to specifications and plumbing codes; operates and maintains pumps and water treatment systems, hot and cold water systems and similar components, water wells, and irrigation fixtures; maintains and repairs water sprinklers, irrigation systems, sewer lift stations, and water wells; tests completed work and makes necessary adjustments; makes periodic inspection of systems for safe and efficient operation. Studies building plan and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors using ruler, spirit level and plumb bob. Cuts opening s in walls and floors to accommodate pipe and pipe fittings using hand tools and power tools. Cuts and threads pipe using pipe cutters, cutting torch and pipe threading machine.

Bends pipe to required angle by use of pipe-bending machine or by placing pipe over b lock and bending by hand. Assembles and installs valves, pipe fittings, and pipes composed of meta such as iron, steel, brass, and lead ad nonmetals such as glass, vitrified clay, and plastic using hand tools and power tools. Joins pipe by use of screws bolts, fittings, solder, plastic solvent, and caulks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leaking. Installs and repairs plumbing fixtures such as skinks, commodes, bathtubs, water heaters, hot water tanks, garbage disposal units, dishwashers, and water softeners. Repairs and maintains plumbing by replacing washers in leaky faucets, mending burst pipes, and opening clogged drains. Prepares estimates for material, labor, and total costs of repair and installation jobs; makes report of time and materials required to repair and maintain equipment; maintains records of systems operations; may supervise helpers or major installations or repair projects.

Production Control Clerk** Compiles and records production data to compare records and reports on volume of production, consumption of material, quality control, and other aspects of production. May perform any combination of the following duties: compile and record production data from customer work orders, work tickets, product specifications, and individual worker production sheets following prescribed recording procedures and using different word processing techniques. Calculates factors such as types and quantities of items produced, materials used, amount of scrap, frequency of defects, and worker/department production rates using a computer, calculator, and/or spreadsheets. May write production reports based on data compiled, tabulated, and computed following prescribed formats. Secretary II** Provides secretarial support and maintains a close and responsive relationship to the daily activities of the supervisor or departmental staff. Works fairly independently with minimal supervision or guidance. Performs various clerical and secretarial duties to include responding to routine telephone requests, referring calls and visitors to appropriate staff, controlling mail, sending form letters, maintaining a supervisor’s calendar, making appointment, and arranging for meeting or conference rooms. This position also prepares documents for supervisor approval, maintains recurring internal reports such as time and attendance, office equipment listings, and training plans. Supply Technician** Orders products and necessary material for the defined supply policy respective to assigned contract/project. Assures the interface between suppliers, manufacturing and logistic warehouses, and commercial department. Organizes receiving branch and is responsible for off-load of items from vehicles, and processing invoices and receipts. Inspects items for correct quantities and damage in shipment. May handle classified deliveries. Solves shortages and allocation situations. Conducts physical counting/reconciliation of inventory items.

Electrical Engineer This individual is considered proficient in the basic principles of electrical engineering and requires minimal direction and oversight from senior staff. They have many years’ experience in the aspects of engineering consulting (technical studies, design, and construction) and with the firm.

Pipefitter** Installs or repairs water, steam, gas or other types of pipe and pipe fittings. Work involves most of the following: Laying out work and measuring to locate position of pipe from drawings or other written specifications; cutting various sizes of pipe to correct lengths with chisel and hammer, oxyacetylene torch or pipe-cutting machines; threading pipe with stocks and dies, bending pipe by hand-driven or power driven machines; assembling pipe with couplings and fastening pipe to hangers; making standard shop computations relating to pressures, flow and size of pipe required; and making standard tests to determine whether finished pipes meet specifications.

Sheet Metal Worker** The Sheet‐Metal Worker fabricates, installs and maintains in good repair the sheet‐metal equipment and fixtures (such as machine guards, grease pans, shelves, lockers, tanks, ventilators, chutes, ducts, metal roofing) of an establishment. Work involves most of the following: planning and laying out all types of sheet‐metal maintenance work from blueprints, models, or other specifications, setting up and operating all available types of sheet‐metal working machines, using a variety of hand tools in cutting, bending, forming, shaping, fitting and assembling, and installing sheet‐metal articles as required.

Work involves most of the following: installing or repairing any of a variety of electrical equipment such as generators, transformers, switchboards, controllers, circuit breakers, motors, heating units, conduit systems, or other transmission equipment; working from blueprints, drawing, layouts, or other specifications; locating and diagnosing trouble in the electrical system or equipment; working standard computations relating to load requirements of wiring or electrical equipment; and using a variety of electrician’s hand tools and measuring and testing instruments. Inspects, repairs, installs, modifies, and maintains electrical/electronic systems, circuits and equipment. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Chiller Tech** Diagnoses, repairs, replaces, adjusts, and monitors chillers and associated components for various manufacturers. Repairs components and performs complex modifications of mechanical, electrical, and electronic systems and components, including compressors, cooling towers, motors, pumps, fans, piping, transducers, flow switches, low pressure chillers, economizers, variable speed drives, etc. Repairs leaks, leak tests, and adds refrigerant gas to build up prescribed operating pressure on all systems. Regularly monitors for proper operation of pressures and temperatures, records observations, and acts to correct deficiencies. Ensures mechanical systems are operating at peak efficiency.
