Awarded Labor Category Description – Notes “Facility” vs. “Service/Install” Labor Rates Including “Facility” and “Service/Install” rates for many technical (trade) labor categories allows Trademasters to provide a more complete MAS solution. A diverse workforce of technical experts has been a market differentiator for Trademasters. Experienced “Service/Install” tradespeople have specialized training and skill, and “Facility” tradespeople have maintenance and repair experience.

Service/Install Labor Categories Personnel in Trademasters Service/Install labor categories have repair, maintenance, troubleshooting, reconfiguring, and replacement experience. They work for a variety of commercial and government clients and are not assigned to a single project. These tradespeople drive company vehicles stocked with parts, materials, tools, equipment, and other tools of the trade needed to perform their duties; take company vehicles home in the evening to respond to after-hours emergencies; and work from corporate HQ. These labor rates are used to quote tradespeople who perform a variety of building service projects under our MAS. The labor rates for Service/Install personnel are higher than Facility rates due to overhead for vehicle and other mobile workforce costs, as well as overhead costs for the home office administrative and management staff.

Trademasters has been performing mechanical services for government and commercial clients since its start in 1990. Our name, Trademasters, reflects the mechanical expertise our clients have come to expect. We do not work on new-construction projects, and our focus has always been making existing facilities better, safer, more efficient, and comfortable. Our name, Trademasters, reflects the technical expertise our firm was established to offer clients. This expertise has been a market differentiator and a tremendous benefit to our government clients and has been the basis for our reputation as the company to call to solve difficult facility problems.

A self-performing contractor, Trademasters has provided mechanical services for government and commercial clients since its start in 1990. We have an established, operational business outside of the facilities we take care of; a Service and Installation division with tradespeople, project managers, estimators, superintendents, bid team, administrative and logistics support staff, tools of the trade, equipment, parts, materials, a fleet of stocked Service/Install vehicles, and a 20,000 ft² headquarters in the DC Metro Area with a logistics department, loading docks, training center, and warehouse space.

The Service/Install division performs commercial and government repairs, equipment installation projects, design/build and construction projects, energy conservation projects, and preventive maintenance contracts (that do not require a daily presence).

The Service/Install division provides emergency support to our facility operations and maintenance clients and assists them with budget and design for their major systems and equipment replacement using from system design, installation, upgrade, retrofit, maintenance, and ultimate replacement expertise, so we can help our building management teams find solutions that save money and natural resources and optimize performance throughout the system and equipment lifecycle.

Facility Labor Categories Personnel in the Facility labor category have qualifications like the Service/Install personnel, but workers in this category report directly to facilities for regular shifts, eliminating overhead associated with the mobile Service/Install workforce. Overhead is further reduced because Facility project personnel work from a government-furnished office space, and typically, management and administrative personnel are dedicated to the project. These factors result in lower Facility labor rates than Service/Install labor rates.

Our primary NAICS code is now 561210 (facilities). As Trademasters grew, it added new building and trade services. Since 2013, Trademasters has operated and maintained millions of square footage of premium government office space concurrently and performs millions of dollars of billable on these sites each year.

Licensed Positions for the Tradespeople - Experience and Education There is no federal licensing standard in the U.S., and jurisdictions across the nation have different experience, education, and certification processes. The trades industry as a whole; however, recognizes these three skill levels: Apprentice; Tradesperson and Master. We have used the terminology "journeyperson-level" and master-level to indicate those skill levels for labor categories, even if the jurisdiction where work is solicited does not have formal licensing. It is standard practice in the trades to allow licensing with experience only, or a combination of education and experience. We have indicated the minimum amount of experience for licensing in our jurisdiction, with the understanding that individuals must meet the jurisdictional requirements for education and formal testing for Trademasters to use the labor category.

In accordance with FLSA, employees in nonexempt labor categories must be paid time and a half their regular rate for overtime. Where applicable, these rates are provided.

Awarded Labor Category Descriptions - Positions 23410 - HVAC Facility Maintenance Technicians HVAC Facility Maintenance Technicians - Trademasters Labor Category Description; based on SCA rate for 23410 - Heating, Ventilation and Air-Conditioning Mechanic HVAC Facility Maintenance Technicians are tradespeople with licenses, certifications, qualifications and related experience required by agencies to perform HVAC system and equipment operations and maintenance. They support the building, base or facility management team and maintain a regular presence at the project location, reporting there directly. They repair, maintain, replace, adjust and operate the heating, air conditioning, refrigeration, controls and ventilation equipment and related systems. Their duties include routine service and repairs, responding to complaints from the building occupants, investigating and troubleshooting, adjusting settings, assisting and advising the building management team, responding to emergency calls, and replacing HVACR systems and components.

Entry Level / Apprentice HVAC Facility Maintenance Technician N/A 0 experience Entry Level/ Apprentice HVAC Facility Maintenance Technicians are training, through an accredited apprentice program and mentored by journeypeople, to become certified HVAC Technicians. They perform HVAC trade activities on facility operation and maintenance projects.

They possess experience and/or licensing at the master level, along with other requirements, needed for the facility maintenance projects (such a s CFC certification, specialized manufacturer training and/or certification, NATE, project management, quality control, OSHA, etc.) They have high-level system diagnostic abilities, understand and interpret manufacturer guidelines, industry standards, safety regulations, contract requirements, (mechanical, building, fire) code, plans, specifications and blueprints, principals of conservation, reporting and benchmarking. They take a lead role in developing and implementing the HVACR operation and maintenance program, supervise tradespeople, ancillary subcontractors and personnel, are involved with quality control, site safety and perform supervisory duties for the project and perform planning activities to assist the building management team.

Chief/ Superintendent HVAC Facility Maintenance Technician Master Level 7 Years’ Experience Chief/ Superintendent HVAC Facility Maintenance Technicians are experienced, master HVAC tradespeople that possess the same qualifications as the Master HVAC Facility Maintenance Technician, along with additional qualifications, experience and certifications to perform supervisory and management duties on facility maintenance projects. They are responsible for managing the personnel, costs and contract deliverables for the project, are involved with implementing and overseeing quality control and safety programs, make design recommendations, supervise onsite training programs, provide proposals, accept work on behalf of the contractor and make recommendations to the building management team.

23410 - HVAC Service and Installation Technicians HVAC Service and Installation Technicians - Trademasters Labor Category Description, based on SCA rate for 23410 - Heating, Ventilation and Air-Conditioning Mechanic HVAC Service and Installation Technicians are tradespeople with licenses, certifications, related experience and capabilities required by agencies to perform commercial HVAC system and equipment repair, installation and maintenance. Master Service and Installation Electrician Level II Master Level 5 Years’ Experience Master Service and Installation Electricians have met the requirement through experience and education to be a master. They possess the same experience and qualifications as the Master Facility Maintenance Electrician, and they possess added experience and qualifications for such things as high voltage systems, switch gear, generator maintenance and repair, and training for IR testing.

23160 - Facility Maintenance Electricians Facility Maintenance Electricians are tradespeople with licenses, certifications, qualifications and related experience required by agencies to perform electrical operations and maintenance. They support the building, base or facility management team and maintain a regular presence at the project location, reporting there directly. They repair, maintain, replace, adjust and operate the electrical systems and components. Their duties include routine service and repairs, responding to complaints from the building occupants, investigating and troubleshooting, adjusting settings, assisting and advising the building management team, responding to emergency calls, and replacing electrical system components.

Entry Level / Apprentice Facility Maintenance Electrician Entry Level 0 Experience Entry Level/ Apprentice Facility Electricians are training, through an accredited apprentice program and mentored by journeypeople, to become certified electricians. They perform plumbing trade activities on facility operation and maintenance projects.

Journeyperson Facility Maintenance Electrician Journeyperson Level 2 Years’ Experience Journeyperson Facility Maintenance Electricians have met the requirements through experience and education, to be a journeyperson. They possess experience and/or licensing at the journeyperson level, along with other requirements, needed for the facility maintenance project. They are familiar with industry standards, safety, contract requirements (electrical and fire) code and able to read plans, specifications and blueprints, and they supervise apprentices and entry-level electricians, ancillary subcontractors and personnel.

Master Facility Maintenance Electrician Level I Master Level 5 Years’ Experience Master Facility Maintenance Electricians have met the requirement through experience and education to be a master. They possess experience and/or licensing at the master level along with other requirements needed for the facility maintenance projects (project management, quality control, OSHA, etc.) They have high-level system diagnostic abilities, understand and interpret manufacturer guidelines, industry standards, safety regulations, contract requirements, (electrical, fire) code, plans, specifications and blueprints, principals of conservation, reporting and benchmarking. They take a lead role in developing and implementing the operation and maintenance program, supervise tradespeople, ancillary subcontractors and personnel, are involved with quality control, site safety and perform supervisory duties for the project and perform planning activities to assist the building management team.

Chief/ Superintendent Facility Maintenance Electrician Master Level 7 Years’ Experience Chief/ Superintendent Facility Maintenance Electricians are experienced, master Electricians tradespeople that possess the same qualifications as the Master Facility Maintenance Electricians, along with additional qualifications, experience and certifications to perform supervisory and management duties on facility maintenance projects. They are responsible for managing the personnel, costs and contract deliverables for the project, are involved with implementing and overseeing quality control and safety programs, make design recommendations, supervise onsite training programs, provide proposals, accept work on behalf of the contractor and make recommendations to the building management team.

25000 – Plant and System Operations Occupations Category 25000 includes occupations concerned with operating water and sewage treatment plants, gas plants, power plants, stationary engines and related equipment, chemical plants, and petroleum plants. The occupations are concerned with minute-by-minute operation and not with marketing, supplies, personnel, and other non-operating activities.

Apprentice Operating Engineer Apprentice 1 Year SCA Category 25070 Apprentice Engineers are training, through an accredited apprentice program and mentored by journeypeople, to become certified tradesmen. They perform trade activities on facility operation and maintenance projects.

Operating Engineer Journeyperson, 3rd Class Engineer 5 Years The Journeyperson Engineer monitors the operation of systems for facility cooling, heating, steam, circulation, etc., makes adjustments, oversees water treatment, tests components and water, performs maintenance and repairs, logs operations, and is responsible for contol of the mechanical room(s).

Chief Operating Engineer Master, 1st Class Engineer 7 Years The Master Engineer performs the same duties as the journeyman, and is responsible for managing, developing and adjusting the O&M, overseeing Journeypersons, Apprentices and other Staff, quality control and safety programs.

23000 - Other Service and Installation Trades Service and Installation Tradespeople with licenses, certifications, related experience and capabilities required by agencies to perform commercial work in their trade. Unlike Facility Maintenance Tradespeople, these employees do not report to support a single facility, but are dispatched to various locations as needed, in a company vehicle, with tools, parts, materials, etc. to perform their duties. They may support operation and maintenance teams or preventive maintenance contract sites on an intermittent or emergency basis, but they do not report to the same location each day as a part of the building operations and maintenance team. Traditional skill levels include apprentice/ entry level, journeyperson and master.

Service and Installation Carpenter Journeyperson Level 3 Years’ Experience SCA Category 23130 The Service and Installation Carpenter performs the carpentry duties related to other site projects, or repairs and minor reconfigurations of existing facility spaces, duties needed to keep buildings in good repair. Must have ability to layout work, work from blueprints, drawings, models, make standard shop computations. Must have rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience.

Service and Installation Carpet Installers Journeyperson Level 3 Years’ Experience SCA category 23140 The Service and Installation Carpet Installers Remove and install of a variety of commercial carpeting materials and padding.

Service and Installation Laborer N/A 1 Year Experience SCA category 23470 The Service and Installation Laborer performs duties that do not require specialized skill on jobsites, such as trash removal, loading and unloading, sorting, setting up and taking down tools, assists with moving large system components, etc. This category excludes formal apprentices.

Service and Installation Painter Journeyperson Level 3 Years’ experience SCA category 23760 The Service and Installation Painter is responsible for making minor repairs, finishing, sanding, and painting a variety of surfaces for restoration or new work at jobsites. Must be able to protect surfaces, select paint that complies with contract regulations, protect other surfaces, properly ventilate, and work safely and independently.

Service and Installation Painter Helper N/A 0 Experience Works at the direction of the Painter, supervised, to assist with painting, mixing, setting up ladders or scaffolding, site protection, clean up, etc.

Heavy Equipment Operator Driving License 5 Years SCA rate 23440 The Heavy Equipment Operator is responsible for the operation of a heavy equipment like a skid-steer loader to excavate, load or move dirt, gravel or snow. (Provision of heavy equipment can be added under OLM.)

Service and Installation Rigger Expert 10 years SCA category 23850 The Service and Installation Rigger assembles rigging to lift and move equipment and material for a project or contract, safety hoisting, bracing, and lifting equipment. Expert understanding of safe use of equipment, OSHA training, acts as the “qualified person” to prepare JHA’s for the lift, and prepares and enforces lift plans, supervises lifts, and must be able to make adjustments in the field.

Service and Installation Project Lead Mechanic/ Superintendent Master Level 7 Years’ Experience The Service and Installation Project Lead/ Superintendent works with a crew in the field to manage such things as the schedule, quality of work, safety, subcontractors, ordering and delivery and costs of a project. This is a working trade position, and the superintendent would have a mastery of his trade and experience managing projects.
