Labor Category Descriptions

Program Manager

Functional Responsibility: Duties include tasks that involve short and long range planning, programming, budgeting, budget execution and controlling resources in the areas of power and waste water plant operations.

Develops resource requirements and directs the execution of contract requirements. Performs Corporate QA functions.

Minimum Experience: Five years of experience in the successful management of large projects requiring organizing, planning, coordinating, directing and controlling personnel, money and facilities in the execution of a project not less than $3M. Successful management of a multi skill work force. Management of job cost and cost accounting functions.

Minimum Education: Bachelor’s Degree or equivalent in management or accounting or a related field of study or in an area related to the substantive work of the company.

Project Manager

Functional Responsibility: Responsible to the Program Manager for assisting in the planning, organizing, coordinating, directing and controlling of activities of an operating unit, a major project(s) or a major contract effort(s). Assists the Program Manager in developing resource requirements and executing the contractual obligations associated with assigned project(s). Manages the resources allocated to the assigned project(s) to ensure that the terms of the contract are met on schedule, within cost limitations, and to established standards.

Establishes reporting requirements and procedures and continuously monitors program expenditures, schedules, task accomplishment, and deliverables. Reports program status in accordance with requirements established by the customer and management. Serves as the Program Manager in the absence of the Program Manager.

Supervises all personnel assigned to support the program. Monitors and controls the quality of work and the responsiveness of staff assigned to the program. Evaluates personnel work performance.

Minimum Experience: Three years of experience in the successful management of large projects requiring organizing, planning, coordinating, directing and controlling personnel, money and facilities in the execution of a project not less than $1M. Successful management of a multi skill work force. Management of job cost and cost accounting functions or a degree with minor accounting experience.

Minimum Education: Bachelor’s Degree or equivalent in management, a related field of study or in an area related to the substantive work of the company.

Senior Project Engineer

Functional Responsibility: Duties include professional positions in engineering or in engineering and physical science that are concerned primarily with the properties, processing, uses, and in-service behavior of engineering materials, where the work performed and the qualifications required are such that the position is not more characteristic of a series appropriate to some other academic discipline. The work is characterized by the following three qualification requirements: (1) a highly developed knowledge of materials and their properties, processing, uses, and behavior under environmental influences: (2) an understanding of and the ability to utilize advances of the fundamental materials sciences, e.g., as they pertain to the interrelationships of composition, structure, and properties; and (3) knowledge of and ability to apply pertinent engineering principles and practices including considerations such as cost, availability, fabrication, performance, and use.

Minimum Experience: One year of experience in the successful performance of duties which are to advise, administer and supervise the performance of professional, scientific, or technical work concerned with engineering or architectural projects, facilities, structures, systems, processes, equipment, devices, materials or methods. Position requires knowledge of the science or art, or both, by which materials, natural resources, and power are made useful.

Minimum Education: Bachelor’s Degree in Engineering

Plant Manager

Functional Responsibility: Responsible to the Project Manager for developing resource requirements, managing the resource allocated to the plant, establishing reporting requirements and procedures and monitoring the expenditures of resources.

Minimum Experience: Three years of experience in the successful supervising of personnel engaged in operational and maintenance activities.

Minimum Education: Associate Degree in management, accounting or equivalent.

Maintenance Manager

Functional Responsibility: Responsible for development and supervision of the execution of a material maintenance program. Tasks include listing of equipment, preparing maintenance intervals, issuing PM schedules, monitoring PM and repairs, determining labor needs, both skills and quantity, maintaining reporting systems and management of materials.

Minimum Experience: Must have two or more years of experience in the management of material maintenance and material management operations.

Minimum Education: Associate or Technical Degree or equivalent in material maintenance.

Electronic Maintenance Technician I

Functional Responsibility: Duties include the knowledge of techniques, theories and characteristics of electronics such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; the ability to apply that knowledge to duties involved in engineering functions such as design, development, evaluation, testing, installation and maintenance of electronic equipment; and a knowledge of the capabilities, limitations, operations, design characteristics, and functional use of a variety of types and models of electronic equipment and systems.

Minimum Experience: Must have three years of professional electronic engineering related knowledge.

Minimum Education: Technical Course or holds an ISA Level I or NICET Level II Certification.

Electronic Maintenance Technician II

Functional Responsibility: Duties include the knowledge of techniques, theories, and characteristics of electronics such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; the ability to apply that knowledge to duties involved in engineering functions such as design, development, evaluation, testing, installation and maintenance of electronic equipment; and a knowledge of the capabilities, limitations, operations, design characteristics, and functional use of a variety of types and models of electronic equipment and systems.

Minimum Education: Graduate of an Electronic Technical Course or hold an ISA Level II or NICET Level III

Electronic Maintenance Technician Supervisor

Functional Responsibility: Duties include the knowledge of techniques, theories, and characteristics of electronics such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; the ability to apply that knowledge to duties involved in engineering functions such as design, development, evaluation, testing, installation and maintenance of electronic equipment; and a knowledge of the capabilities, limitations, operations, design characteristics, and functional use of a variety of types and models of electronic equipment and systems.

Minimum Experience: Must have ten years of professional electronic engineering related knowledge.

Minimum Education: Graduate of an Electronic Technical Course or an ISA Level 3 or NICET Level IV

Certification.

Senior Maintenance Technician (HVAC)

Functional Responsibility: Duties include installing, maintaining, repairing, and modifying equipment such as coal, gas, oil-fired heaters, and hot air furnaces, heating and power boilers, power generating equipment, cooling systems, HVAC distribution and similar systems. The systems provide heating, cooling, and hot water. This work requires a knowledge of the principles of combustion and heat or power distribution; the ability to recognize and determine the best methods for correcting malfunctions; and the skill to install and make repairs to a variety of heat, cooling and power producing systems.

Minimum Experience: Three years of successful experience as a maintenance technician.

Minimum Education: High School Graduate or the Graduate of NCCEC HVAC course or equivalent. Must hold an ASE Class Level II Certification in Heating and Air Conditioning.

Senior Maintenance Technician (Total Energy Plant)

Functional Responsibility: Duties include planning, scheduling and dismantling, removing, repairing, relocating, modifying, maintaining, aligning, overhauling, and installing fixed and semi-fixed mechanical, hydraulic and pneumatic systems and controls. The systems include coal, gas, and oil-fired heating, cooling and power (electric) generation and power distribution systems.

Minimum Experience: Five years of experience as a Maintenance Technician in the successful work performance task requiring a knowledge of mechanical, hydraulic, and pneumatic systems, machines, components, controls, heating, cooling, power generation and power distribution. Duties involve installing, maintaining, repairing, and modifying equipment such as coal, gas, and oil-fired heaters and hot air furnaces, heating and power generating equipment, cooling systems, HVAC distributors and similar systems. The systems provide heating, cooling, hot water, or steam for use in the operation of industrial and institutional facilities and equipment.

Minimum Education: Associate Degree or equivalent, or Certificate of Completion of the NCCER Industrial

Course or NCCER Level 2 Certification.

Material Coordinator

Functional Responsibility: Duties include tasks involved in analytical work in managing, regulating, coordinating, or otherwise exercising control over supplies, equipment, or other materials. The work includes one or more phases of material management including initial planning, provisioning and requirements determination, acquisition and distribution, accountability, and ultimate issue for consumption, retention or disposal.

Minimum Experience: One year experience in demonstrating knowledge of acquisition processes, automated records and control systems, material substitution criteria, and storage, issue disposal process and material.

Minimum Education: Associates Degree in management or accounting or equivalent. Completion of Certified

Inventory Management or Acquisition Course.

Stationary Engineer I

Functional Responsibility: Duties include operation and operational maintenance of single and multiple fuel water or fire tube boilers and associated auxiliary and pollution control equipment. These boilers operate at various pressures and temperatures in automatic or manual modes to produce steam or high temperature hot water for heating.

Minimum Experience: Must have 3 years of experience that demonstrates successful knowledge and performance in performing the duties of a Stationary Engineer.

Minimum Education: High School Graduate or equivalent. Must hold a DC Class I Stationary Engineer license or equivalent.

Stationary Engineer II

Functional Responsibility: Duties includes supervising jobs that involve the operation and operational maintenance of single and multiple fuel water or fire tube boilers and associated auxiliary and pollution control equipment. These boilers operate at various pressures and temperatures in automatic or manual modes to produce steam or high temperature hot water for heating.

Minimum Experience: Must have one year of experience in the successful performance of all tasks and duties plus the capability to plan, organize, direct and control a workforce.

Minimum Education: High School Graduate or equivalent. Must hold a DC Class III Stationary Engineer license or equivalent.

Wastewater Plant Operator I

Functional Responsibility: Duties include performing operational, preventive maintenance and equipment repair tasks in a wastewater treatment plant. Tasks may include inspecting records, observing conditions, making calculations to determine that the plant is working properly, conduct water sampling and testing, planning and predicting maintenance, ordering supplies and preparing reports.

Minimum Experience: Must have 1 year of experience in the Waste Water Treatment field.

Minimum Education: High School Graduate or equivalent. Must be a graduate of a Certified Basic Industrial

Water Treatment course. ABC Level I or equivalent

Wastewater Plant Operator II

Functional Responsibility: Duties include performing operational, preventive maintenance and equipment repair tasks in a wastewater treatment plant. Tasks may include inspecting records, observing conditions, making calculations to determine that the plant is working properly, conduct water sampling and test, planning and predicting maintenance, ordering supplies and preparing reports.

Minimum Experience: Must have 2 years of experience in the successful performance at the Operator 1 Level.

Minimum Education: High School Graduate or equivalent. Must hold an ABC Level II Wastewater Plant

Operator License or equivalent.

Wastewater Plant Operator Supervisor

Functional Responsibility: Duties include planning, directing and controlling subordinate operators in performing, operating and the performance of preventive maintenance in an Industrial Wastewater Plant.

Supervising such tasks and inspecting records and equipment; checking operational conditions, reviewing calculations and operational reports, planning and scheduling preventive maintenance, inspecting operator’s testing and sampling supplies.

Minimum Experience: Must have two or more years of experience in the successful performance as a

Wastewater Plant Operator Level II.

Minimum Education: Associate Degree with emphasis in mechanical engineering or chemistry or equivalent.

Must hold a management or supervisor certificate from a Certified management Course or the equivalent. Must hold an ABC Level III Wastewater Plant Operator License or equivalent.

Carpenter/Locksmith

Functional Responsibility: Work involved in constructing, repairing structures, fittings, panels, partitions and other wood substitutes. Work includes repairing, overhauling, modifying, testing and installing a variety of locking devices found on doors, compartment, mobile equipment, safes and vaults. It includes the duplication of keys.

Minimum Experience: One year of experience. Must have knowledge of construction operation, functional characteristic of locking mechanisms and skill in manufacturing parts.

Minimum Education: High School Graduate or equivalent. Graduate of an Industrial Carpentry and

Locksmith course.

Maintenance Technician

Functional Responsibility: The job involves installing, removing, maintaining, modifying and repairing of a variety of industrial machinery and equipment. It includes such equipment as industrial machinery, hydraulic systems, electromechanical, heating and cooling systems and related trades.

Minimum Experience: One year of experience in the successful performance of work requiring a knowledge of mechanical, hydraulic, pneumatic systems, machine components, and controls.

Minimum Education: High School Graduate or the equivalent. A graduate of the NCCEC Machinery

Maintenance Course.
