Labor Category Descriptions

J.B.A. Consulting Engineers, Inc. Labor Rate Category Descriptions

1. Project Facilitator (PF): The Project Facilitator category is reserved for the individuals with the most experience managing all facets of Energy Consulting Services, Energy Auditing Services, Energy Management & Planning, Training on Energy Management, and Building Commissioning Services. This individual must be an expert at the multitude of details comprising all proposed SIN’s for the GSA contract. Typically, Principals or very experienced Advanced Engineers fit into this category.

a. Minimum Education: He/she must have at least a Bachelor of Science in Engineering, and preferably be either a LEED Accredited Professional, and/or a Certified Energy Manager by the Association of Energy Engineers.

b. Minimum Qualifications: He/she must have at least 15 -20 years of experience in the energy efficiency and construction industries, and will preferably be a registered Professional Engineer (PE). He/she must be a skilled negotiator with superior communication skills, capable of facilitating complex interactions between the Governmental Agency and their customer (i.e. ESCo’s). The PF must also possess sufficient engineering skills to be able to read and understand energy and engineering related proposals in order to provide proper guidance to the User Agency. The PF must also be familiar with the financial aspects of engineering and construction contracts as they are the driving force behind the success of the whole mechanism.

c. Responsibilities: Guide and manage Senior Federal Energy Engineers and Federal Energy Engineers in their duties. Responsible for overall management of: Energy Consulting Services, Energy Auditing Services, Energy Management & Planning, Training on Energy Management, and Building Commissioning Services program for User Agencies. This includes front line client relations with GSA Contracting Officers. Primary responsibility for fostering a productive relationship with GSA customers (i.e. ESCOs) who are responsible for developing and implementing energy efficiency and construction related projects to ensure technically robust and financially sound projects are negotiated in the Government’s best interests. This role also frequently requires the PF to assist the Agency manage interior conflicts within their own management/command structure. For example, the ability to manage the expectations and gain the trust of a seasoned Contracting Officer in the US Military is no easy feat.

The PF must also be able to convey the status of various projects to the FFSs and Governmental Agency directly in a way to help foster rigorous project tracking, and continuous improvement of all projects. This role will also be involved with developing and conducting technical training programs.

d. Summary: This position requires significant experience in engineering, project management, contract negotiation, financial analysis, client relations, and incredible fortitude to manage the complicated structure of this program.

2. Senior Federal Energy Engineer (SFEE): A Senior Federal Energy Engineer is usually a degreed and registered Professional Engineer with at least 10-25 years of experience in the energy industry.

a. Minimum Education: He/she must have at least a Bachelor of Science in Engineering, and preferably be either a LEED Accredited Professional, and/or a Certified Energy Manager by the Association of Energy Engineers.

b. Minimum Qualifications: He/she must have at least 10-25 years of experience in the energy efficiency and/or construction industries, and preferably be a registered Professional Engineer (PE). Being a Certified Measurement & Verification Professional (CMVP) by the Association of Energy Engineers is also preferable. He/she must also have extensive experience in both performing and conducting quality control over energy savings calculations, energy models, and measurement & verification plans.

c. Responsibilities: This role includes thorough technical review of energy efficiency and construction related proposals, including checking the appropriateness of proposed technologies, reviewing baseline development, review of M&V, Commissioning, Training, Operations & Maintenance Plans, savings calculations, ESCO technical design drawings, equipment submittals, and post-installation Commissioning and M&V reports.

This role will also be involved with developing and conducting technical training programs.

d. Summary: These individuals are equivalent to the most Senior Design Engineers in the Green Building Design market, as well as highly experienced LEED Accredited professionals.

3. Federal Energy Engineer (FEE): A Federal Energy Engineer is typically a junior to mid-level graduate mechanical or electrical engineer who assists the PF and Senior Federal Energy Engineers with quality control of all projects.

a. Minimum Education: He/she must have at least a Bachelor of Science in Engineering, and preferably be either a LEED Accredited Professional, and/or a Certified Energy Manager by the Association of Energy Engineers.

b. Minimum Qualifications: He/she must have at least 1-5 years of experience in the energy efficiency and construction industries. He/she must also have extensive experience in developing energy savings calculations, energy models, and measurement & verification plans.

c. Responsibilities: Their role primarily consists of reviewing pieces of energy efficiency and construction related proposals, including simpler savings calculations such as lighting and motor spreadsheets, designs, equipment submittals, and certain parts of M&V reports under the guidance of the PF and Senior Federal Energy Engineer. They also perform pre and post installation inspections of ESCO work to ensure compliance with TO documents. All their work is supervised by Senior Federal Energy Engineers or Project Facilitators. Also involved with conducting energy audits, involvement with building commissioning, and development of training programs.
