EEI began providing commissioning services in 1991 and has since commissioned over 200 million square feet of new and existing buildings with a construction value exceeding $40 billion. EEI has provided Energy and Sustainability Consulting for 36 years. We identify holistic building environmental-saving solutions and implement conservation measures to maximize the performance and efficiency of buildings, leading to energy, water, waste and carbon reductions all while reducing facility operating costs.

Energy Management Planning and Strategies

Consulting / Auditing / Energy Management

We typically begin with a Client Objectives meeting, followed by an audit/assessment of the portfolio of building systems. Once we understand the client objectives, we can deploy data analytic tools to target the highest opportunity buildings. From there, various strategies can be developed to achieve the client’s goals, be it energy, water, waste and carbon reductions or Net Zero carbon planning. We will collaborate to implement the best path for successful outcomes depending on the goal.

Energy Audits

Energy audits assess how buildings use energy and identify energy-saving opportunities. A Basic Audit consists of a facility walk-through to identify and examine specific problem areas. A Detailed Audit includes a comprehensive analysis and study of building systems and detailed recommendations for energy cost-saving measures. In both cases, EEI helps clients determine their objectives and develops a custom scope of services for their needs.

The report identifies significant energy waste and inefficiency areas and provides basic corrective actions, including implementation costs, savings, and simple payback period estimates. A basic audit helps prioritize energy projects, and we recommend a detailed audit for added benefits.

Detailed Audit

EEI’s detailed audit collects information about a facility’s energy, water and waste history and comprehensively analyzes conservation measures. This audit includes:

• Utility bills for a 12- to 36-month period in which the auditor evaluates the facility’s energy/demand rate structures and energy use profiles

• Specific tests and metering of energy-consuming systems to quantify performance and opportunities

• In-depth interviews with operations personnel to identify significant energy-consuming systems and understand annual and daily energy consumption and demand variations

This audit identifies the suitable energy, waste and water conservation measures for a facility. We provide a detailed financial analysis for each measure based on implementation cost estimates, site-specific operating cost savings, and the customer’s investment criteria. We provide enough detail to justify project implementation.

Concept Development and Requirements Analysis

Using the data collected from the audit / assessment, EEI’s sustainability professionals (including Certified Energy Managers) analyze and recommend performance improvements and energy savings.

If modifications are required, we recommend and design efficient solutions. Our analysis may include the following items:

Alternative Energy Source Evaluations

EEI develops comprehensive energy master plans, alternative energy evaluations (solar, wind, geothermal, electrification and biomass), and value engineering analyses for clients in the private and public sectors. We assess the following:

We also provide facility owners/managers with suggestions, such as producing energy through combined heat and power systems and waste-to-energy plants. These methods use byproducts of other systems to create primary, emergency, and back-up energy/power.

Energy Modeling

Energy modeling allows us to evaluate energy consumption and energy-saving opportunities. We consider the building envelope’s thermal performance; facility size, orientation, use, occupancy; and local climate. Our energy modeling team is well-versed in:

• eQuest (DOE 2.2)

• Energy 10 and Energy Plus performance analysis software

To analyze specific measures not efficiently/accurately modeled with commercially available software, we rely on our library of spreadsheet analyses to predict energy performance. We regularly update our library to analyze unique situations and opportunities. Our controls specialists also evaluate and recommend lighting control modifications (e.g., auto-dimming and shading of windows) to increase energy conservation.

Daylight Modeling

Our daylight modeling specialists help clients visualize the impacts of:

• Interior design on natural lighting, glare, and illumination

Life-Cycle Costing

EEI has exceptional life-cycle costing experience. Life-cycle costing is the analysis of a systems or device’s total cost over its anticipated useful life. We estimate lifetime costs to determine which option provides the lowest ownership cost and highest quality. Our estimates include:

• First cost (purchase, acquisition, construction)

• Energy cost

• Operation cost

• Maintenance cost

• Repair cost

• Replacement cost

• Residual values (resale, salvage values or disposal costs)

We also consider non-monetary aspects of systems (e.g., the benefit of a quiet HVAC system and productivity gains from improved lighting). EEI generally provides our analysis during the pre-design or design phase. We recommend life cycle costing as the first step to value engineering because it bases the design on the lowest lifetime costs instead of the initial cost.

Economic Evaluation

EEI uses several economic evaluation methods, including Simple Payback Period, Return on Investment, and the Benefit-to-Cost Ratio. We use programs that perform multiple simple-to-sophisticated economic analyses.

When our clients decide which projects to fund and their funding method, they often ask us to design the capital improvements, supervise installation, and commission the final product. We employ licensed professional engineers who focus on providing the best long-term solution considering the client’s budget, the appropriate systems for the application, and the abilities and resources of the operations and maintenance staff.

Energy Certification

As a leading provider of LEED commissioning and an approved Energy Star Partner, EEI understands the requirements for obtaining certification. Our in-house LEED Accredited Professionals guide clients through the ratings and certification of their facilities.

Carbon Footprint Analysis

Our team designed an operational carbon footprint analysis for businesses looking to account for, track, and reduce their emissions. Our analysis aligns with international reporting methodologies and relies on the most researched and accepted carbon reporting tools, including the WRI/WBCSD Greenhouse Gas Protocol. We help our clients determine realistic goals based on auditable data and prepare our clients for the future of mandatory reporting. We fully utilize the EPA Energy Star Portfolio Manager tool for data collection, input and reporting. This is connected to the LEED for existing building – Arc Platform allows the client to understand their environmental footprint fully and develop an actionable plan to meet targeted goals.

Measurement and Verification

EEI measures the energy performance of completed projects using building data to demonstrate energy savings. As a commissioning provider, we are uniquely qualified to test, measure, document, and verify the functional performance of building systems. Our M&V services generally consist of the following:

• Review information provided by the design team for familiarization with critical energy and water use efficiency measures

• Develop a detailed Measurement and Verification (M&V) Plan in compliance with the LEED requirements to guide the process

• Use BMCS trending capabilities to perform most of the required monitoring and identify monitoring requirements for dedicated data loggers or periodic manual field measurements

Performance Contract Review / Consultation

EEI guides clients who are considering performance contracts. We have significant experience in sustainability consulting, design review, energy audits, energy modeling, life cycle cost analysis, building commissioning, and construction management. Therefore, we are uniquely qualified to represent owners and work with energy focused companies to maximize project benefits while minimizing the owner’s risks.

EEI’s typical services include a thorough review of the energy conservation proposal and an analysis that verifies whether the proposed energy conservation measures are technically and economically sound. We consider constructability, sustainability, life cycle costs, return on investment, and potential adverse impacts on comfort/indoor environmental quality. We also review the propose contractual agreement to determine if it is balanced and that performance results are measurable.

EEI conducts peer reviews of the design during schematic, design development, and construction document phases. This includes design criteria, plans, specifications, and reports. Our construction QA focuses on installation quality, maintainability, and adherence to the project’s plans and specifications. We also identify omissions that could hinder start-up, preclude proper balancing of the systems, or inhibit long-term operations.

Once construction is complete, EEI utilizes design, product specification, field calibration, consumption, weather data, and accounting analysis to define and track building efficiency and the performance of installed energy conservation measures, confirming energy savings.

EEI specializes in building commissioning, retro-commissioning, re-commissioning, and LEED services.

Since 1991, EEI has commissioned more than 200 million square feet in new and existing buildings, with total construction value on these projects exceeding $40 billion.

Independent third-party commissioning is the research-supported systematic process of making buildings operate efficiently and correctly. Our commissioning approach emphasizes a quality assurance program from design criteria creation through warranty and post-occupancy.

A Lawrence Berkeley National Laboratory study (2009) found that building commissioning is “arguably the single-most cost-effective strategy for reducing energy, costs, and greenhouse-gas emissions in buildings today.” The process typically reduces energy use by 13%, pays for itself in 4.2 years (excluding non-energy savings), and generates a 23% cash-on-cash return on investment. Commissioning provides benefits that substantially reduce the payback period and increase return on investment. The process:

Retro-Commissioning

Retro-commissioning is the application of the commissioning process to an existing facility. The goal is to optimize the energy efficiency and performance of the existing systems in the context of the facility’s current functions.

We begin retro-commissioning with review of current facility requirements based on the owner’s needs and industry benchmarks for the performance of existing systems per their use and age. We compare the results of performance tests to the design criteria and identify deficiencies/areas for improvement.

An owner uses this information to plan, design, and implement solutions to system performance issues.

Re-Commissioning

Re-commissioning optimizes a previously commissioned facility’s performance within its current configurations. We establish operational criteria based on the existing systems, current needs, and industry benchmarks. After testing the systems, we compare the results to these criteria and identify system deficiencies. We then work with owners to plan, design, and implement solutions to system performance deficiencies.

Re-Commissioning for Special Programs

EEI is a key re-commissioning service provider for Xcel Energy, Colorado’s largest energy utility company. Xcel offers a program to facility owners that use re-commissioning to identify and analyze peak electrical demand reduction opportunities. This program includes an evaluation (technical energy audit) that identifies low and no-cost measures to reduce energy use during peak demand times and provide long-term energy consumption savings.

LEED Commissioning

The Leadership in Energy and Environmental Design (LEED) Green Building Rating is a voluntary, consensus-based national rating system for energy-efficient buildings. LEED projects involve integrating and installing high-performance systems that meet a series of criteria set by the U.S. Green Building Council (USGBC).

EEI is a professional Silver member of the USGBC, and many of our staff members are LEED Accredited Professionals or LEED Green Associates. Everyone on our team understands the LEED Green Building Rating system and can help clients achieve their certification goals.

Our LEED services are all inclusive, consulting, energy modeling and systems and building envelope commissioning. We focus on achieving proper facility operation at maximum energy efficiency and full compliance with LEED requirements. We offer Fundamental and Enhanced Commissioning services and have completed over 700 LEED-certified projects nationwide.

Fundamental Commissioning of Energy Systems (EAP1)

EAP1 is a pre-requisite for new construction, renovation, and retro-commissioning LEED certification.

Our role on these projects includes the following responsibilities:

• Act as the commissioning authority (CxA) on behalf of the facility’s owner

• Review the Owner’s Project Requirements (OPR/Design Intent), which the owner provides

• Review the Basis of Design (BOD), which is provided by the engineers of record

• Provide commissioning specification for inclusion in contract documents

• Develop a commissioning plan that guides the commissioning process

• Develop a start-up checklist for the contractors

• Verify the proper installation and start-up of systems

• Develop functional test procedures

• Perform on-site functional testing of equipment and systems

• Provide a final commissioning report that documents the entire commissioning process Enhanced Commissioning (EAC3)

EAC3 is an optional LEED activity that is worth two points toward certification. Our EAC3 services include the following:

• Conduct a focused review of the OPR, BOD, and design before the mid-Construction Document (CD) phase

• Conduct a focused review and back-check CDs before completion

• Review contractor submittals for the equipment slated for testing

• Verify that the responsible party completes their requirements for training O&M personnel

• Develop a Systems Manual

• Provide an on-site post-occupancy review of system operation and performance, including a plan to resolve any outstanding commissioning-related issues

Measurement and Verification (EAC5) and Indoor Air Quality Management (IEQ 3)

EEI provides EAC5 and IEQ 3 commissioning. Each is worth multiple LEED accreditation points.

Monitoring-Based Commissioning

Monitoring-Based Commissioning (MBCx), also known as Connected and On-going Commissioning is a continuous building monitoring process via data analytics. EEI uses a Lean Energy Operations program that marries data analytics to ongoing commissioning, resulting in an effective MBCx program. Our program is executed via our proprietary analytics software, BalanceCx®.

BalanceCx is a building analytics software designed to monitor, analyze, and audit HVAC performance.

It is integral to our Lean Energy Operations program because it combines meter and system data. It analyzes the data and provides the results in ways that operators understand and can act upon to optimize system performance, perform benchmarking operations, and identify problems as soon as they occur.

EEI’s MBCx Program

• Define the roles and responsibilities of involved parties

• Publish an integrated “metering diagram” as part of the commissioning plan to communicate the overall metering and performance measurement strategy

• Install the proprietary analytic program: BalanceCx

• Develop the data management process to generate real-time data in BalanceCx

• Identify the meter points that will be measured, including all electric, gas, and water meter

• Develop a point list of all HVAC-related items to be tracked in BalanceCx

• Develop the necessary elements to track the performance of all measured equipment in the program. Evaluate the necessary changes to drive the facility to Lean Energy Operations

• Implement a fault detection process and recommended changes. Use EEI engineers as necessary to verify faults and coordinate changes with operating engineers

• Implement a task tracking process to verify that the operators implement the changes

• Develop an on-going BalanceCx training program for the operators

• Establish a detailed M&V Plan early on to track energy performance of the individual equipment in BalanceCx and tie it to monthly utility bill reporting. A summary of this information appears on a site-specific energy dashboard that tracks program performance and the M&V process.

• After occupancy and throughout the first year, the on-site operators have access to BalanceCx and receive updates on those actions to be implemented to drive results. This includes information on energy usage, water consumption and on-going tasks.

Resource Efficiency Management

As detailed above, EEI provides detailed audits and analysis services to verify that each facility, related facilities, or campus is maximizing system performance while minimizing energy consumption. We focus on the development of sustainable systems which provide long-term facility benefits.

Our services include audits and analysis of the current operations, equipment, and energy purchasing patterns. More detailed analysis may include alternate energy source evaluations, energy modeling, life cycle costing, and life cycle modeling.

As a leading provider of Leadership in Energy and Environmental Design (LEED) sustainability services and as an Energy Star Award Partner of the Year – Sustained Excellence since 2018, EEI is very familiar with the program requirements associated with obtaining building certification through these programs. EEI has guided many clients through obtaining Energy Star and LEED certifications from certified to Platinum levels. In fact, many of the firm’s Project Managers are LEED Accredited Professionals, LEED Fellows and/or sit on LEED Technical Advisory Groups as members or Chairs.

Innovations in Energy

EEI’s experience includes the following

These plans and studies include assessments of alternative fuels, environmental protection, operational modifications, equipment performance, and management/maintenance procedures. EEI also provides facility owners/managers with ideas on energy production using combined heat and power, paths to Net Zero and waste-to-energy plants. These projects use the byproducts of other systems to create primary, emergency and back-up energy/power.

Water Conservation

EEI provides consulting services for water reduction, recycling, retention, quality improvement, and flow.

Our technical services include Computational Fluid Dynamics (CFD) modeling, which gives teams the power to simulate flows of gases and liquids and heat and mass transfer through computer modeling.

Our team has engineering, field, and construction management experience to provide owners with turnkey solutions for their energy projects. EEI’s scope of work often includes energy-related repair and alteration services, such as minor equipment replacement/installation, equipment repair/maintenance, control adjustments, and system tuning.

MAS OLM: Order-Level Materials (OLM)

Order-Level Materials (OLM) are supplies and/or services acquired in direct support of an individual task or delivery order. OLMs are not defined, priced, or awarded as part of an initial order. They are unknown before a task or delivery order is placed. OLMs may include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs (separate from those under ODC SINs), and indirect costs. The Maximum Order Threshold for the OLM SINs is $100,000.
