Order-Level Materials (OLMs) - Order-Level Materials (OLMs) are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) contract or FSS blanket purchase agreement (BPA). OLMs are not defined, priced, or awarded at the FSS contract level. They are unknown before a task or delivery order is placed against the FSS contract or FSS BPA. OLMs are only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN) and are subject to a Not To Exceed (NTE) ceiling price. OLMs include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs (separate from those under ODC SINs), and indirect costs. OLMs are purchased under the authority of the FSS Program and are not "open market items." Items awarded under ancillary supplies/services or other direct cost (ODC) SINs are not OLMs. These items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed. Ancillary supplies/services and ODC SINs are for use under all order type CLINs (Fixed-Price (FP), T&M, and LH), whereas the Order-Level Materials SIN is only authorized for use under T&M and LH order CLINs. The Order-Level Materials SIN is only authorized for use in direct support of another awarded SIN. Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs. OLMs are defined and priced at the ordering activity level in accordance with GSAR clause 552.238-82 Special Ordering Procedures for the Acquisition of Order-Level Materials. Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF). The value of OLMs in a task or delivery order, or the cumulative value of OLMs in orders against an FSS BPA awarded under an FSS contract, cannot exceed 33.33%.

Company Experience and Qualifications (Past Performance) Century Elevator, Inc. (CEI) was founded in 1989, as an alternative to the original equipment manufacturers. At that time, the portfolios of building owners and management companies increased to include various makes of vertical transportation (elevator, escalator, wheelchair lifts, commercial lifts, and dumbwaiters). Our founders recognized the need for competent, professional vertical transportation service providers capable of servicing various makes of vertical transportation equipment in the Washington, DC, Northern Virginia and Maryland area. In 1992, Century Elevator, Inc. became a small woman-owned business enterprise and this change brought a new focus on customer service. Our expertise and technical support for the increasing diversification of vertical transportation equipment was expanded. Since that time we have established a reputation as an outstanding independent Elevator Contractor, respected for both our quality of work and competitive pricing.
Today the CEI team is composed of full-time, forty hours (40) hours per week, Journeyman Mechanics and Mechanics’ Assistants having, on average, a minimum of fifteen (15) years of experience in elevator or vertical transportation system evaluation, modernization history, repair capability, project management, and vertical transportation knowledge. One of the strengths of CEI is our Mechanics, with an average tenure with the company of approximately ten years.
They provide maintenance, service and repairs on various types and vintages of equipment. CEI also, over our history have developed advanced diagnostic and analytical devices for vertical transportation applications and utilized to analyze and report on changes in building traffic patterns (requiring controller reprogramming), intermittent faults (requiring repairs) and outside influences affecting performance (changes in line voltage, etc. coming from local electrical power supplier).
Our mechanics are supported by an administrative staff selected based on their expertise as it relates to operational support and customer satisfaction. Our service includes on call technicians who are available twenty-four (24) hours per day, seven (7) days a week. We offer two (2) hour response time for non-emergency callbacks and one (1) hour response time for emergency callback such as entrapments or single elevator buildings. All calls received after normal business hours are answered by our answering service, relayed to the Supervisor on call for disposition and dispatched to the on-call mechanic within minutes of the call being received. All calls are logged both by the answering service and the office personnel for historical record keeping and quality assurance purposes.
As an additional resource, Charles Choux, Consultant and Clarisse Choux, owner and CEO are accessible via cell phone at all times.
Century Elevator, Inc. facilities at 6801 Marlboro Pike, Forestville, MD 20747, include an office centrally located to service all of our customers throughout the Washington, DC, Virginia and Maryland Metropolitan areas utilizing the latest technology and software for service call record keeping, dispatching, quality assurance programs and accounting.
