1c. Labor Categories
Project Manager-With little or no corporate guidance the PM will be capable of managing a large team of professionals in providing a wide range of services to one or more clients. The PM is responsible for all aspects of project performance (i.e. technical, contractual, administrative, financial, etc), including supervising personnel in all aspects of the project activity. The PM organizes and assigns responsibilities to subordinate, oversees the successful completion of all assigned tasks, establishes and maintains technical and management reports to demonstrate to clients that the Contractor is fulfilling its corporate performance responsibilities. Provide leadership to project teams, ensures conformance to performance requirements and assists in the overall direction or all project level activities and personnel; and other related duties/assignments. Requires a Bachelor Degree, with at least five years of experience in management in a related field.
Senior HR Consultant- He/she will be responsible for performing, but not necessarily limited to, the following duties: Serving as primary point of contact to assigned program offices; providing advisory services and assistance in the area of personnel management; performing Human Resources functions in areas of Federal Staffing, position classification, planning, recruitment & internal placement, employee relations, personnel action, and outplacement activities for both excepted and competitive service employees; distributing SF-50 Forms to the appropriate offices; conducting QC audits to ensure that incoming personnel records are accurate and compete prior to placement in agency files; and providing status reports of actions received to date; design, develop, and implement automated records management systems and procedures to ensure the timely and legally compliance handling of personnel records; analyze and recommend appropriate HR digital imaging and retrieval systems; conduct other studies or analyses to identifying problems and solution relative to the agency ‘s management of personnel records; and other related duties/assignment. Requires a Bachelor Degree, with at least 7-10 years experience in human resources and/or personnel management.

HR Specialist-He/she will provide senior level support for human resource programs; Individual shall possess 5 years of experience. These experiences could be in the areas of Employee Relations, Position Classification, Outplacement, Staffing, Personnel Action, Training, Recruitment or other related human resources areas. Excellent writing skills for the purpose of drafting awards, recommendations and various advisory memoranda, classification, staffing and training. Individual shall be experienced in creating and executing plans for action and milestones with minimal supervision. Individual shall have knowledge in the Government retirement and Benefits software or equivalent for computing retirement estimates and military deposit. Individual have in all aspects of the Federal employee retirement system. Knowledge of Federal employee benefits programs, including Thrift savings Plans, and health and life insurance is desirable. Individual shall have the ability to use the computer and word processing and programs comparable to those utilized in current offices. Requires a Bachelor Degree in the related area and 5 years experience in the field or related area.
Training Consultant.- He/She will design and conduct training programs. Monitors and reports the effectiveness of training on employees during orientation and/or for career development. May be involved in initial plan design and existing plan enhancements. Course development may be customized or off the shelf. Performs a variety of complicated tasks. Individual must be proficient in computer usage, graphic presentations and various training tools (i.e. equipment etc.). Requires a Bachelor Degree in the related area and 5 years experience in the field or related area.
Mediator- He/she will attempt resolutions of allegations of discrimination and other human resource matters by performing mediations/ hearings and/or in grievances. This person will attempt to resolve problems before and after formal procedures are invoked. Familiar with federal administrative grievance procedures and EEO administrative complaint procedures; trained in mediation using standard mediation modals such as Facilitated, Tran formative etc. Requires Bachelor Degree in related areas and certification in mediation; with 18 months to 3 years of experience in conducting mediations.
