B. BACKGROUND
Hybla Valley Federal Office Building is located at 6801 Telegraph Road Alexandria Va. It is a two story building. It has brick facing. The building was occupied by DOD who has moved out and the State Dept. is expected to move in.
This project shall provide exterior repairs and some repairs on the interior due to water damage. The repairs include but are not limited to improvement of the grading at the perimeter of the building to drain water away from the exterior walls, repair/replace concrete bands at the windows, replacement of deteriorated steel lintels, replace deteriorated sealant around the windows, replace deteriorated mortar at the brickwork, replace pointing at the brickwork that does not match the building and is of poor quality, replace sealant at the brick control joints, replace deteriorated insulated glass at the windows, wash and clean brickwork. Repair damaged brickwork several locations at the perimeter of the Building.
C. SCOPE OF SERVICES
The following includes, but is not limited to the work required to fulfill the objectives of this project as necessary for each technical discipline.
1. ARCHITECTURAL REQUIREMENTS
a. The Contractor shall procure the services of an A/E who shall prepare construction documents for approval of the Gov't.
b. The Contractor and his A/E shall visit the site and become familiar with the project.
c. Contractor and his A/E to survey the exterior of the building and identify the work required per this scope of work.
c. The Contractor's A/E to provide elevations of the building to show demolition and new work required. The A/E shall also provide plans showing improvements to the grounds at the perimeter of the building to drain water away from the exterior walls. A/E to provide details of the work required. The A/E shall provide calculations for the structural work required. Provide Specifications to include all applicable Div. 1 Sections and all applicable materials Sections. Construction shall proceed only after the approval of drawings and specifications by the Gov't.
d. Along the East Exterior Wall of Wing "E" there were window wells which have been filled with gravel, water collects at the bottom of the wells and seeps into the Basement Walls and damages the interior of the Building.
Remove existing fills and provide new gravel fill and waterproofing as follows: 1-Excavate the ground adjacent to

the East Side Exterior Wall of Wing "E" approximately 3'-0" wide from the wall down to the bottom of the footings along the length of the wall, approximately 160 ft. 2-Inspect for cracks or openings and do the proper repairs as needed by using hydraulic cement. 3-Next apply Portland Cement Based sealant on the entire exposed wall surface. 4-Next, apply a coating of elastomeric waterproofing. 5-For final layer of protection, hang a heavy gauge polyethylene dimpled drainage mat. 6-Install a schedule 35, 4" perforated PVC drain pipe at the footing level.
7-Back fill the trench up to 12 inch below the grade with washed gravel. 8-Fill the 12" remaining portion with impervious soil (clayey materials) and properly grade with gravel and install precast pavers 2'X 2', 3" Min. Thick and slope away from the building wall, seal joints with sealant. 9-Repair water damages on the inside walls and paint the entire wall where the damage is with matching color of other walls, two coats.
e. Along all the Exterior Walls at perimeter of the Building the ground slopes towards the Building and water gets into the foundations of the Building. At the perimeter of all exterior walls of all wings of the Building remove the existing soil, grass, ground cover and dig 2'-0" deep along the perimeter 2'-0'" wide to expose the foundation wall.
Repair cracks at these walls so exposed. Provide new waterproofing along the perimeter walls so exposed; provide drainage pipe, and protection board for the new waterproofing. Backfill the excavation with gravel fill and compact the gravel. Provide precast concrete pavers 2'-0"X2'-0" - 3" thick Min. with nominal reinforcement.
Provide slope to these pavers so the water will drain away from the face of the Building. Provide sample of pavers for Gov't. approval. Seal joints at the pavers with sealant and along the Building wall. Restore landscaping at the edge of the pavers. Provide seeding for new grass as required at the edges of pavers and cut neatly the new grass. Provide new splash blocks at the existing downspouts. Splash blocks to be min. 3'-0" long.
f. Along the perimeter of all wings of the Building there are continuous concrete bands at sills, lintels, and sides of all windows on all levels of the Building. These bands have cracks, of various widths, are broken several places, and sections are missing several places. The Contractor's A/E shall survey and document them and provide details for repair and replacement with material to match existing as required. The new band repairs shall match existing in details. Clean all existing bands of grime with approved environmentally safe material and method.
g. Steel Lintels are sagging and deteriorated at several windows especially on the First Floor. The Contractor's A/E shall identify them and provide details for their replacement on all floors as required. Paint is peeling on these steel lintels. Contractor to remove existing paint and provide rust inhibitive primer and two finish coats of paint on all the steel lintels. Contractor to provide temporary supports for brickwork above lintels in the course of replacement of steel lintels. Remove existing brickwork as required for replacement of lintels. Restore brickwork removed for replacement of lintels. New brickwork to match existing. Provide new rust inhibitive primer and two coats of paint on new lintels.
h. Remove existing sealant at the perimeter of all windows and doors on all the wings of the Building. Provide new sealant at the perimeter of all windows and doors on all wings of the Building. The sealant shall have a warranty of
20 years. Color to match existing.
i. Remove existing sealant at the control joints in brickwork at all locations on the perimeter of the Building. These joints are from ground level and up to the parapet. Provide new backer rod and sealant at these joints. Color of new sealant to match existing. Sealant shall have a warranty of 20 years.
j. Remove existing scuppers at the parapet at the perimeter of the Building. Provide new scuppers to project at least 6" from the brickwork. The new scuppers shall match existing. Provide details of new scuppers. Provide repairs to brickwork and roof as required.

k. Replace insulated window glass at windows which has deteriorated seals. Provide warranty of twenty years for new insulated glass. New Insulated glass to match existing.
I. At the Exterior Stairs leading to the Basement provide drain at the landing on Basement level to drain water collecting at the landing. Connect the drain to storm water system.
m. Remove existing deteriorated pit cover at the windows for the Basement. Provide new metal cover of larger size to protect the windows. Provide slope towards outside.
n. Remove existing type "S" mortar at the locations where it does not match the original Building. Replace with new type "N" mortar to match existing in color and sand mix. Contractor to provide the services of a mortar analyst to determine the original mix contents of the original mortar on brickwork on the Building. The contractor shall use care not to damage existing brickwork during removal of existing mortar.
o. Repair damaged brickwork on the Chimney and other locations at the perimeter of the Building. Clean the brickwork at the chimney and other locations with environmentally acceptable materials. Provide material cut sheets for approval of GSA Environmental Group.
p. In the Basement in Wing "E" where water seeped into the walls at the window wells, remove and replace damaged acoustical ceiling tiles, patch and paint block walls, and refinish dry walls and paint walls corner to corner up to the ceiling that was damaged due to water leakage. Provide two finish coats of paint in this area.
2. STRUCTURAL REQUIREMENTS
a. Remove sagging and deteriorated steel lintels at the windows at the perimeter of the Building on all floors.
Remove brickwork as required for removal of the lintels. Provide new steel lintels to support the brickwork above the windows. Provide temporary supports for the brickwork above the lintels during the replacement of the lintels.
New brickwork to match existing.
b. Provide details of new steel lintels. Paint existing and new lintels two finish coats.
c. Provide load calculations for new lintels.
3. MECHANICAL REQUIREMENTS
a. Provide drains at the bottom of exterior stairs and connect to storm water system.
4. CIVIL REQUIREMENTS
a. Provide excavation along the perimeter walls of all wings of the Building for waterproofing work.
b. Provide gravel backfilling, and pavers above the backfilling to slope away from the face of the building.
c. Restore the grounds and landscaping after the excavation, backfilling, and paver work is done.
d. Connect the new drains at the bottom of the exterior stairs to storm water system.
5. Environmental Requirements :
a. Use appropriate environmental controls where paint/material containing lead or asbestos content is sanded, chipped, or disturbed as a result of this project. A pre-alteration hazardous materials assessment needs to be conducted.
b. Contractor to test for the presence of lead, and asbestos content in the existing materials to be removed.
Contractor to provide the services of Environmental Services Contractor to provide this service. The Environmental

Contractor shall be approved by GSA Environmental group. The Environmental Contractor shall contact GSA
Environmental Group to find existing information on lead and asbestos content in the materials to be removed.
c. Asbestos-Containing Material (ACM)
Any asbestos-containing material (ACM) that will be disturbed as a result of this project shall be removed or handled in some appropriate manner as outlined in Specification Section 02085 and or 02085R.
The Contractor shall obtain the services of a qualified firm to conduct an asbestos assessment of the building or portion of the building scheduled for renovation. Qualified is defined as utilizing personnel who are U.S.
Environmental Protection Agency (EPA) accredited AHERA inspectors/management planners or project designers.
The assessment is to include the following:
• Search for any existing documentation. Contact the GSA Safety, Environment and Fire Protection Branch to review existing documentation.
• Perform an on-site walk -through inspection to verify existing conditions.
• Sampling of any suspect ACM not identified in the existing documentation. Sampling should conform to the requirements found in 40 CFR 763.85. Follow instructions for Asbestos Assessments and use the
Asbestos Assessment Data Form.
Any ACM that will be disturbed as a result of this project shall be removed or handled as directed in GSA PBS P
5800.36, Real Property Management and Safety Policy Handbook. Any required asbestos abatement shall be included in the construction cost estimate as well as the contract drawings and specifications. Hard copies of
Specification 02085 and 02085R are available from the GSA Safety, Environment and Fire Protection Branch.
d. Lead-Based Paint (LBP)
Any lead-based paint (LBP) that will be disturbed as a result of this project shall be removed or handled in some appropriate manner as outlined in Specification Section 02090.
The Contractor shall obtain the services of an industrial hygiene firm to conduct a lead-based paint assessment of the building or portion of the building scheduled for renovation. The assessment is to include the following:
• Search for any existing documentation. Contact the GSA Safety, Environment, and Fire Protection
Branch to review existing documentation.
• Perform an on-site walk-through inspection to verify existing conditions.
• Sampling of any suspect lead-based paint not identified in existing documentation.
• If lead painted materials are available for destructive testing, such as window sashes or frames that have been removed, the components shall be subjected to TCLP analysis. This will more definitely address the issue of lead disposal in the contract documents.
Any required abatement and lead waste disposal shall be included in the construction cost estimate as well as the contract drawings and specifications. Hard copies of Specification Section 02090 are available from the GSA
Safety, Environment and Fire Protection Branch.
e. The Contractor's proposal shall include lead, and asbestos abatement/control as required per GSA
Specifications. Contractor to determine the presence of lead content or asbestos content in the materials to be removed and include the cost of abatement of these materials in his proposal.

f. The Contractor shall ensure that all work performed and materials used under the scope of work is in accordance with the guidelines , codes and specifications of the following associations and agencies : GSA P100, Environmental Protection Agency (EPA), American National Standards Institute (ANSI), Consumer Products
Safety Commission (CPSC), Federal Specifications (FS), National Bureau of Standards (NBS), National Paint and
Coating Association (NPCA), Occupational safety and Health Administration (OSHA) and the Underwriters
Laboratories (UL) and where applicable, others will apply.
g. Contractor is responsible for properly managing and disposing of all wastes created by this work. Handling, storage and disposal of wastes will be executed in a manner compliant with Federal, State, and Local Jurisdictions requirements and laws.
6. Life Safety requirements :
a. All the work shall be done per the GSA Life/Safety Specifications Section 01546. Contractor to have a solid fall protection plan before work starts. Contractor to submit Safety Plan for approval of GSA Safety Group.
b. All the work shall be approved by GSA Fire/Safety Group. Ensure that all work is done in accordance with IBC and NFPA codes. Any fire rated walls must be maintained during the repairs.
c. Contractor to ensure that all paths of egress are maintained during construction per the requirements of
NFPA101.
7. The Contractor's Use of Sustainable Products :
a. All products proposed to be used by the Contractor on this project must meet strict sustainability requirements including but not limited to non-toxic, low VOC, recycled content, energy efficient, and water conserving. Where products that are labelled FEMP Energy Star, EPA Safer Choice or Water Sense exist and are applicable for this project, they must be used.
b. The Contractor's A/E shall meet GSA Sustainability requirements as described in P100 and shall meet Green
Purchasing mandated requirements. The A/E shall contact the GSA to get these specific requirements and incorporate them into the Design Deliverables including but not limited to: Drawings, Specifications, and General
Contractor's Scope of Work.
c. The use of Key Sustainable Products (KSPs) is mandatory in this project. The Contractor's A/E shall specify the brand name and products that shall be used to meet each applicable KSP standard. The Contractor shall provide the required data submittals to the Contracting Officer (CO) or their designee prior to the start of construction. The
CO's designee shall verify that the products submitted are compliant with these KSPs. The Contractor shall use stand listed in the Green Procurement Compilation https://sftool.gsa .gov/greenprocurement for the list of products, The Sustainable Facilities Tool : www .sftool.gov, go to procure section, key in product type and find sustainable specifications .
d. Proof of Compliance : The Contractor must at all times during the performance of this contract maintain a cut sheet or other documentation of compliance with product purchasing activities as stated in this specification. The
Contractor shall provide copies of such documentation to the CO or their designee as required or upon request.
8. C & D Debris Recycling Requirements;
a. General - Unless State or Local regulations require a higher percentage, it is required to achieve end-of project rates for diversion of (50) percent by weight of total non-hazardous solid waste generated by the work, unless additional rates are indicated. Practice efficient waste management in the use of materials in the course of work.

Use all reasonable means to divert construction and demolition waste from landfills and incinerators. While GSA's minimum waste diversion requirement is (50) percent, the agency has a higher goal of (70) percent waste diversion for this project if required by specific regional targets.
b. The Contractor shall submit a Waste Management Plan at the beginning of the project, with monthly update reports on progress, and a final report documenting tons recycled, tons reused, and tons landfilled. Contractor to fill out the Construction and Demolition Waste Management report as attached to this Scope of Work.
c. See the Performance Requirements for recycling Construction and Demolition Debris attached to this Scope of
Work.
9. GENERAL REQUIREMENTS
a. All the survey work shall be coordinated through the Building Manager and the Site Custodian.
b. All the work shall be done in phases. Contractor shall prepare phasing plan for approval of GSA.
c. All the work shall be approved by GSA Project Manager and Construction Engineer
d. The Contractor shall coordinate the working hours with the GSA Building Manager and the Site Custodian.
e. Contractor shall assume full responsibility and liability for all applicable regulations pertaining to the health and safety of occupants of the Building, his personnel, and the public during the execution of the work.
f. The Contractor is solely responsible for and shall have control over all work, means, methods, techniques, sequences, and procedures and for coordinating all portions of the work.
g. Contractor and his employees shall observe all the security regulations of GSA.
h. No change to the work shall be made without the authorization of the GSA Contracting Officer.
i. Contractor shall protect all existing work from damage due to his work. The Contractor shall be responsible for repairs to any building components that get damaged due to his operations at no extra cost to the Gov't.
j. Refuse and debris shall be collected daily from the site and disposed of in a legal manner. For C & D waste – see above.
k. Contractor shall provide his own storage space and the materials shall be stored in a dry and secure space.
I. No parking is available for the Contractor's vehicles. He shall make his own arrangement for parking his vehicles.
m. The Contractor shall provide toilet facilities for his employees.
n. All the work shall be done according to International Building Codes, and City Codes.
o. Contractor is responsible for his take offs for his proposal.
p. All the noisy work shall be done after-hours or on weekends at no extra cost to the Gov't.
q. Contractor to provide unit price for : 1. Repair Concrete Band-2 L.F., Replacement of one Steel Lintel 9'-0", Replacement of sealant 10 LF, Replace Mortar from Type "S" to Type "N" -10 LF, Repair Brickwork -4 SF, Clean
Brickwork- 10SF, Paint 100SF, Two Coats.
r. Contractor to coordinate with other projects on site.

s. Contractor shall have 12 (Twelve) Months to complete the project after Notice to Proceed is issued by the
Contracting Officer.
D. SPECIAL CONSIDERATIONS
1. SUBMITTALS
a. Before any work commences, the Contracting Officer must approve all submittals. Manufacturer's data shall be provided and annotated to show the specific model, type, and size of each item.
b. Contractor's A/E to provide 35% and 100% Construction Documents for Gov't. approval. Provide six copies at each submission. Drawings shall be GADD and Specs. shall be in electronic format on CDs. Provide stamp of A/E on the drawings and provide statement on the cover sheet that the drawings meet code and criteria in the Scope of
Work. Provide copies of drawings at full size. Construction can proceed only after approval of construction documents by Gov't.
c. Optional Price Submission - Contractor to submit a separate line item price for demolition and disposal of
Temporary Structure that is situated West of Wing "E". There are fuel tanks existing below this Temporary
Structure. The tanks shall also be disposed of in an environmentally acceptable manner. Contractor to investigate the conditions on site, and take measurements on site. After disposal of the Temporary Structure the Ground shall be restored to a lawn- like condition. Contractor to submit plans for this work for approval of GSA
Fire/Safety/Environmental Section.
2. FEE AND PAYMENT
a. Prior to final payment under this work order, the Contractor shall furnish the Government with a release of all claims against the Government under the applicable portions of this contract other than such claims as the
Contractor may except by description and stated amount of each claim.
b. Any security IDs issued by GSA or the Tenant Agency for the purposes of this task shall be returned to GSA prior to the Final Payment.
3. REVISIONS
a. Prior to approval by GSA of the documents listed, the Contractor shall correct or revise any drawings and documents without additional cost to comply with the provisions of this document.
b. The normal required review time by GSA is five (5) working days.
c. All formal submissions are subject to update and editing to reflect feedback from GSA. Describing the changes in the review documents as a written response without making changes in the contract documents is considered non-responsive.
d. The government shall not be liable for any additional contractor costs due to changes or revisions in the requirements of this document which would increase the scope of services as originally negotiated and agreed to, unless such changes or revisions are authorized and approved by the Contracting Officer in writing. All requests for changes or revisions received by the contractor shall therefore be referred to the Contracting Officer for his or her approval.

4. REVISIONS
a. Not less than seven (7) calendar days prior to the final acceptance testing of the entire system, and for use during the instruction period hereinafter specified, provide four (4) bound copies of an Operation and Maintenance Manual to the Contracting Officer's Representative. The manual shall include an index, copies of all approved shop drawings and submittal materials (updated to as-built), and a complete parts list of all components. The manual s h a l l also include, for each item, the manufacturer's name, the serial number of the part, an ordering number, if appropriate, and a physical description of the part.
5. AS-BUILT DRAWINGS
a. Prepare and submit to the Contracting Officer six (6) sets of detailed "As-Built" drawings to reflect the location and size of repairs. The drawing shall be submitted before final payment is made.
