1. Do you anticipate any additional addenda or changes to the bid date?

NO

2. Are the construction services to be included in this proposal? If so, then I need to proceed with helping the contractors understand the Siemens material and wiring requirements of the project.

We are well prepared and capable of doing so if that is your intent.

Yes construction services are to be included as part of this proposal.

3. If the construction services are to be estimated after the “Design Phase” as detailed below, then it would be misleading for me to try and define that scope now as many of the contractors have requested. N/A

4. In your RFI response, your wrote “There are eight (8) smoke control panels for vault protection which consist of: Two (2) System 3 Pyrotronics control panels. Eight (6) Fire Lite Miniscan control panels.” The mistake in this last sentence was likely a typo. Should this have read “Six (6) Fire Lite Miniscan control panels”?

Yes, it is a typo. There are eight (8) smoke control panels for vault protection which consist of:

Two (2) System 3 Pyrotronics control panels. Six (6) Fire Lite Miniscan control panels.

5. In my RFI, I stated that the “Scope of WNRC Fire Alarm Upgrade Project”, Page 3 of 13 states that there are eight Firelite Miniscan control panels and that five of the eight panels were not located during the field survey. If I have correctly identified your typo above, you now say that there are six Firelite Miniscan control panels. Alternatively, if the typo was regarding the “6” then you still believe that there are eight (8) Firelite Miniscan control panels

In our field survey, we identified the following six (6) stand-alone vault panels:

One (1) Pyrotronics Pyra-Larm Control Panel Two (2) Pyrotronics System 3 Control Panels Three (3) Firelite MIniscan Control Panels

The maintenance test report document that was also posted as a part of the addendum 1 documents revealed the following smoke detector details:

Stacks with smoke detectors covered by the six panels identified by the Siemens survey:

Stack 2 has 84 smoke detectors Stack 3 has 97 smoke detectors Stack 4 has 119 smoke detectors Stack 5 has 108 smoke detectors Stack 6 has 93 smoke detectors Stack 7 has 112 smoke detectors

The rest of the stacks in the building have either zero, two, four or six smoke detectors each. In each case, these smoke detectors are not connected to a stand-alone vault panel, but rather are connected to the existing Siemens MXL control panel.

Vault smoke detectors are connected to the stand alone smoke control panels.

6. To summarize, here is a list of the errors that I believe to be perpetuated even after the RFI response:

According to the RFI response, the number of stand-alone vault panels was modified from ten

(10) to eight (8) if the typo changed the number of Firelite Miniscan control panels to six (6).

Alternatively, if the typo was regarding the “(6)”, then you believe the number of vault panels to be ten (10). Based on our field survey notes detailed above and more importantly based on the maintenance test report that details the quantity of detectors in each vault, I believe the correct number of stand-alone vault panels should be six (6) as there are only six (6) vaults with a large quantity of detectors.

There are eight (8) smoke control panels for vault protection.

7. According to the RFI response, the number of Firelite Miniscan control panels was modified from eight (8) to six (6). This assumes that I have correctly identified the typo as noted above. If the typo was related to the “(6)” then you still believe there are eight (8) Firelite Miniscan control panels. I believe the correct number of Firelite Miniscan control panels to be three (3).

There are six (6) Fire Lite Miniscan control panels.

8. This statement says “The contract shall be divided into five phases including design phase and construction phase.” It goes on to say “Design phase includes verification of all field devices to ensure that these devices shall remain compatible and working as a part of the new total system upon completion, develop construction documents and provide construction cost estimate.”

See also, same page of document under “Contract Type”, “The government contemplates the award of a lump sum contract with unit costs for additional work, procured under Design-Build procedures to the successful Offeror. The prices shall include, but shall not be limited to the following: Professional Engineer/Architect Services, Contract Management, Construction Services including Materials, Labor and Supervision, and Third Party Fire Protection Engineering Acceptance System Testing.”

This statement appears to confirm the previous statement implying that the “construction cost estimate” will happen later and then immediately contradicts that statement by stating that the price is to include “construction services, materials, labor and supervision.”

I believe another amendment clarifying your intent regarding whether or not the price is to include construction services per the second statement or if the constructions services will be estimated after the design phase per the first statement.

Price to include design/build-construction services. It is a firm fixed price contract.

`Provide construction cost estimate' was a typo error.
