Comprehensive Workplace Solutions and Professional Services Contract
Solicitation Number: GS-11P-09-YA-D-0073 Notice Type: Presolicitation Synopsis: This IDIQ contract is for the procurement of Comprehensive Workplace Solutions and Professional Services (CWSS) for various projects within the Washington, DC, Metropolitan Area. CWSS includes the following tasks:
· Building Analysis and Requirements Studies;
· Spatial Data Validation;
· Strategic Project Planning including Feasibility and Program Development Studies;
· Integrated Workplace Planning and Workplace Research Tasks;
· Program of Requirements (POR) Development;
· Design Management;
· Specialized Services (such as Re-Positioning and other Real Estate Studies, Historic Structures Reports, Teleconferencing and Video Conferencing Analysis and Recommendations, Historic Preservation and Support for GSA’s Sustainable Development Program);
· Space Planning Services;
· Interior Design Tasks;
· Project Budget & Cost Estimating,
· Occupancy Planning and Scheduling, Move Coordination and Supervision;
· Construction Management; and
· Post-Move Services.
The proposed contract type is Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ). Work will be ordered via firm-fixed price Task Orders. The Government intends to make award to up to five small businesses and up to five large businesses. The period of performance for this award is one year with the Government having the unilateral option to renew for four additional one year periods. The maximum annual contract amount will be $5,000,000 for large businesses and $5,000,000 for small businesses. The contract’s guaranteed minimum annual amount is $2,000. Source selection will follow the procedures specified in FAR Part 15. The Government may award without discussions so Offerors should not expect to have an opportunity to correct deficiencies in their offers. The evaluation factors for award include: Prior Experience, Past Performance; Key Personnel, Management Plan, and Small Disadvantaged Business Commitment. Large businesses will be required to submit a Subcontracting Plan prior to award. Copies of the solicitation will be available on or about May 13, 2009. GSA is issuing this solicitation electronically only. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. All responsible sources may submit an offer which will be considered by the agency.
