Cafeteria Services

February 19, 2010 CHANGES to REQUEST for PROPOSAL

On page 1 of the RFP make the following change:

Existing Paragraph:

DATE DUE: MARCH 01, 2010

Replacement Paragraph:

DATE DUE: MARCH 15, 2010

The intent of the replacement paragraph is to change the Date Due from March 01, 2010 to March 15, 2010.

QUESTION and ANSWERS

1. Do you know if the deadline for Solicitation Number: GS-11P-09-MA-C-0241, Cafeteria Services @ DOI will be extended due to inclement weather closings of last week?

Yes, see above.

2. We would like to be informed if the Question & Answers and Proposal Due Dates for the DOI Food Service RFP has been extended due to the Snow Closures this week.

Questions from bidders will no longer be accepted. RFP date due was extended.

3. Page 19 – G Recycling

When will the other compost bins arrive?

Please expand on “Contractor is responsible for sorting compost material from compost bins elsewhere in the building if any (i.e. compost collection bins on upper floors of the building in connection with an expanded composting program) and operating the composting equipment to process all such compost material in accordance with the operating instructions for the composting equipment.”

The compost bins from the other floors are to contain foodservice waste that is generated in the cafeteria operation only. Patrons that choose to “carry-out” can utilize the compost bins located elsewhere in the building. The bins will be delivered to the kitchen composting room during cafeteria operating hours.

4. Page 20 Cleaning and Janitorial Services

It specifies contractor is responsible to maintain hood and or water wash down system. Could you clarify this? Does this mean the outside of the hood or is contractor responsible for having the inside and ducts cleaned?

Contractor is responsible for cleaning the exposed interior and exterior of the exhaust hoods. Duct cleaning is not the responsibility of the foodservice contractor.

5. Page 63 Menu Cycle and Variety

How do you want us to compare the menu concepts we will be providing in performing with the contract with the latest trends in the foodservice industry and a food court style setting? Can you elaborate on this question?

GSA and the Agency want menu concepts to consistent with the latest trends in the foodservice industry. How will your company ensure that the concepts you are offering and will offer over the course of the contract meet this intent?

6. What building is the coffee kiosk placed in? How extensive is this kiosk?

Refer to page 11 of the Request for Proposal.

7. How many catered functions took place before the renovation?

Refer to question #19 response.

8. Approximately how many catered events are expected with the new food service?

This information is not available.

9. Are there any serving restrictions for Randolph-Sheppard’s Snack Bar on the fourth floor?

Menu is generally limited to menu items that can be prepared without an exhaust hood.

10. On Page 19 under G Recycling, you indicate the following:

“The contractor is responsible for sorting compost material from compost bins in the dining room and from bins delivered by agency to the composting area from elsewhere in the building, if any (i.e., compost collection bins on upper floor of the building in connection with an expanded composting program) and operating the composting equipment to process all such compost material in accordance with the operating instructions for the composting equipment.”

In other words the contractor will be responsible to sort and to compost the entire building’s material and make sure the contractor follow the manufacturer of the composting equipment instructions.

Is the above correct a correct translation of your recycling procedures?

Refer to question #3 response.

11. Will the contractor get reimbursed for sorting and composting the entire building’s compost collection?

No, the intent is that Patrons that choose to “carry-out” foodservice items will be collected and returned to the kitchen composting room

12. Will we be able to receive architectural and conceptual renderings and a detail floor plan of the cafeteria?

Additional information is not available.

13. Is there a gas connection available in the kitchen?

Natural Gas is available in kitchen.

14. Will the surrounding stores be opened after or before the cafeteria renovations? If there are specific dates please provide them.

The surrounding stores will be completed with the cafeteria renovations or shortly thereafter.

15. Will the new contractor inherit the former employees if they wish to return?

This is not a requirement of the Request for Proposal or Contract.

16. If the previous union contract is enforced will we receive the CBA?

CBA is not available.

17. When will we receive further details on the Coffee Cart?

Refer to page 11 of the Request for Proposal. No additional details are available.

18. Please confirm employees from GSA central office, OPM, and Federal Reserve are able to enter DOI with their government ID by the time the DoI cafeteria is operating.

This is the goal of the Agency.

19. Are there any catering numbers from the previous contractor?

Approximately 52 functions were held last year serving approximately 5,000 customers.

Approximately $76,000 was spent on the 52 functions.

Break-down of functions: 6 continental breakfasts, 18 lunch functions, 16 lite fare functions and 12 staffed cocktail receptions.

20. After the 5 years base period, what is the length of option year?

Refer to page 12 of the Request for Proposal.

21. Will an SF1449 be provided?

Refer to attachment.
