Wood Pellet Fuel Supply Scope of Work (SOW) Ketchikan Federal Building
648 Mission Ketchikan, Alaska 99901-6534
A. Facility
The Ketchikan Federal Building (FB) is situated within the Tongass National Forest on the southwestern coast of Revillagigedo Island. It is 679 miles north of Seattle and 235 miles south of
Juneau the state capital. The building is surrounded by the tourist shops along waterfront wharf, art galleries, restaurants, and other tourist related businesses. Ketchikan is accessible by sea and air only. There is no a direct highway or land connection from the continental United States.
B. Scope
The Contractor shall provide management, supervision, labor, logistics, and all necessary equipment to supply, deliver and fill the Ketchikan Federal Building silo located at 648 Mission, Ketchikan, AK
99901-6534 with premium wood pellet fuel. The wood pellets are the primary source of heating for the 41,652 sf building.
The government anticipates ordering deliveries of approximately ten (10) tons each month from
January through May of 2015, and approximately twenty (20) tons in September for a total of approximately six (6) deliveries annually. The contractor shall complete deliveries into the silo within ten (5) calendar days of notification from the Contracting Officer’s Representative (COR) or the
Property Manager (PM) listed at the end of this document who are the only authorized personnel to request such deliveries and place orders against the contract.
1. Wood Pellet Fuel Specification:
The contractor shall deliver and fill the silo with pellet fuel meeting the “PFI Premium” grade standards described in the most current Pellet Fuels Institute (PFI) Standard Specification for
Residential/Commercial Densified Fuel. The below chart is excerpted from PFI’s October
25, 2010, specifications:
2. Site Conditions
The Ketchikan FB silo is 11.92 feet in diameter and 19 feet high; the silo volume is 1,114 cubic feet, equating to an approximate capacity of 22 tons at 50 cubic feet per ton.
Contractor’s equipment and materials shall not be stored on site. The contractor shall clean up any pellet fuel spilled on the site.
Contractor shall make fuel delivery during normal Ketchikan FB operating hours of 8:00 AM to 4:30 PM Monday through Friday except Federal Holidays. Contractor shall deliver quantity requested only by an authorized GSA representative. GSA representatives authorized to order delivery of pellet fuel are Michelle Jones and/or Jim Langlois. Delivery must be made within 5 days of request. Contact the Property Manager at least one business day in advance to schedule delivery (the Property Manager must unlock and re-lock the silo).
Ketchikan annual precipitation average exceeds 152 inches. Ketchikan rains are often accompanied by strong wind conditions.
It is critically important that pellet fuel be protected from moisture intrusion – specifically from
Ketchikan’s wind-driven rains – throughout the shipping and delivery processes. During fuel delivery the Contractor shall be responsible to protect the silo from rain intrusion via the loading hatch.
3. Fuel Certification and Delivery
The Contractor’s proposal shall certify that the pellet fuel will meet the above PFI Premium
Pellet specifications. The proposal shall also provide the pellet producer’s certification of
BTU-per-pound pellet fuel heat value, as verified by an independent laboratory in “as-received” (NOT “moisture-free”) condition.
The Contractor shall provide verifiable information as to the total weight of pellet fuel delivered into the silo. If delivery is by auger truck, the method of weight measuring shall be:
Tare Weight measured within two hours of the initial (full) weight measurement. Contractor shall use permanently installed commercial scales certified by the State of Alaska and provide independent third party business certified weight test data in electronic format to the
Contracting Officer concurrent with invoicing.
