2. Maximum order: $1,000,000.

Requirements exceeding the maximum order may be handled. Pursuant to clause I- FSS-125 (August 1995). In accordance with FAR 8.404, there may be circumstances where an ordering activity finds it advantageous to request a price reduction such as where a quantity of an individual order clearly indicates the potential for obtaining a reduced price. To assist customer agencies in determining when they should seek a price decrease, a level called a maximum order has been established under the contract. When an agency order exceeds this maximum amount, it is recommended that the ordering activity contact the contractor for a reduced price.

1. Offer a new lower price for this requirement (the Price Reduction clause is not applicable to orders placed over the maximum order in FAR 52.216-19);

2. Offer the lowest price available under the contract; or,

3. Decline the order; orders must be returned in accordance with FAR 52.216-19.

b. A delivery order for quantities that exceed the maximum order may be placed with the contractor selected in accordance with FAR 8.404. The order will be placed under the current contract.

c. Sales for orders that exceed the maximum order shall be reported in accordance with GSAR552.238-72.

SIN 874-1: CONSULTING SERVICES

NetStar-1 Government Consulting, Inc. provides expert advice, assistance, guidance or counseling in support of agencies' mission oriented business functions. This may include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to: strategic, business and action planning; high performance work; process and productivity improvement; systems alignment;

leadership systems; organizational assessments; cycle time; performance measures and indicators; program audits, evaluations, and customized training.

SIN 874-2: FACILITATION SERVICES

NETSTAR-1 provides comprehensive facilitation services to help our clients review business operations, improve management processes, and re-engineer programs. Our skilled subject matter experts use proven total quality methods and processes to build consensus and create solid solutions by offering ideas and assistance, facilitating multiple groups, and maintaining neutrality while supporting our primary clients. Typical facilitation services include:

Defining and Refining the Agenda: NETSTAR-1 works systematically to develop an agenda defining these items. NETSTAR-1 conducts pre-meeting reviews by interviewing key personnel, background research, and evaluating the extent and complexity of the issues at hand. This prepares our experts in recommending the objectives, milestones, and essential participants for convening and facilitating group events, briefings, and discussions. Our experts recommend the make-up of the groups, the meeting timing and locale, suggest seating techniques, propose the agenda, and discuss potential follow-up events.

Use of Problem-Solving Techniques/Dispute Resolution: NETSTAR-1 applies group decision techniques to assist clients as they work through difficult problems that fundamentally affect their future. We use time-proven facilitation techniques such as brainstorming, nominal group technique, cause and effect diagrams, focus groups, force field analysis, gap analysis, multi-voting, diagrams, stakeholder analysis, and team building. NETSTAR-1 ensures participants focus on issues rather than positions and personalities, thus promoting the prompt resolution or reconciliation of disputes, disagreements, and divergent views.

Convening and Leading Group Briefings and Discussions: NETSTAR-1 is experienced in planning, convening, and leading group interactions to meet the specific needs of our customers.

Our experts remain neutral and focused on the group's objectives. This allows them to keep the group on its intended subject and within the time allotted for each topic. As adjustments to the agenda are needed, our experts focus the discussion to ensure best use of the time remaining.

Recording Discussion Content and Focusing Decision-Making: NETSTAR-1 uses appropriate techniques and displays to capture and record essential issues and support group problem analysis, problem solving, and decision-making. NETSTAR-1 tracks time elapsed and guide decision-making based upon agreed ground rules. NETSTAR-1 provides an accurate historical record of the proceedings for later review and keep meetings progressing toward the stated objectives of the group.

Preparing Reports for Dissemination and the Permanent Record: NETSTAR-1 prepares and circulates a draft record for review and comment before delivering the final permanent record. Non-concurrence with the draft is reconciled whenever possible, or the reasons for rejecting the non-concurrence are documented in the permanent record. NETSTAR-1 provides complete, timely, accurate, and efficiently coordinated historical documentation of critical discussions and decisions.

Debriefing, Meeting/Conference Planning, and Logistical Support: NETSTAR-1 provides structured conference debriefings to review the objectives, milestones, efforts, outcomes, and accomplishments of the facilitation effort. We identify areas for improvement in planning for the client's future use, or propose the next steps to design follow-up meetings. This feedback step is an opportunity to review and improve activities and leads to agenda definition and the next planning cycle.

NETSTAR-1's facilitation services support MOBIS by providing "full life cycle" planning and execution of efficient, productive conferences and meetings.

SIN 874 6: ACQUISITION MANAGEMENT SUPPORT

NETSTAR-1 provides expert advice, consultation, assistance, and documentation in support of studies conducted under the Office of Management and Budget (OMB) Circular A-76 and other privatization or commercial activities studies, projects, and efforts. NETSTAR-1 has a well-established history of providing expertise in management analysis, work measurement, value engineering, cost analysis, procurement, and other aspects of activities under study, such as:

Strategic, Business, and Operational Planning – NETSTAR-1 works with clients to develop strategic and operational goals and objectives that define organizational success, and develop the plans, processes, and procedures to achieve them.

Cost Comparison Analysis - typically this consists of six major components:

The Development of a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). NETSTAR-1 has extensive experience and functional expertise in developing performance work statements in many lines of business commonly used for outsourcing assessments. An effective QASP is critical for government to monitor in-house or contract performance and ensure that the standards of the PWS are met. NETSTAR-1 applies its well-defined and fully documented internal quality assurance procedures and methodologies to ensure that client quality requirements and performance standards are clearly defined and effectively enforced.

Performance of a Management Study to Determine the Government's Most Efficient Organization (MEO). NETSTAR-1 services support clients in identifying the Most Efficient Organization (MEO). The MEO is typically based on the Performance Work Statement, and also serves as the government costs basis on the cost comparison form.

Development of an In-House Government Cost Estimate (IGCE). NETSTAR-1 has extensive experience in developing ICGEs for a wide variety of programs and initiatives and is fully versed in the A-76 standards.

Issuance of the Request for Proposal (RFP) or Invitation for Bid (IFB). NETSTAR-1’s breadth and depth of experience in supporting federal government acquisition programs makes us uniquely qualified to support clients in the development of technical and functional requirements, decision support analyses, and documentation to support RFP/IFB preparation.

Comparison of the In-House Bid against a Proposed Contract or Interservice Support Agreement (ISSA) Price. NETSTAR-1 has extensive experience and expertise in cost-benefit analysis applicable to comparing in-house and ISSA bid estimates, and is completely familiar with OMB guidance for A-76 cost evaluation and documentation. NETSTAR-1’s comparisons of in-house bids to the ISSA prices ensure there are minimum cost differentials as required by

OMB.

The Administrative Appeal Process. NETSTAR-1 ensures the administrative appeals process is in place to confirm that all costs entered on the Cost Comparison Form (CCF) are fair, accurate, and calculated in accordance with A-76 processes and procedures. NETSTAR-1 has extensive experience supporting government cost reporting requirements and has the expertise to apply that experience to this critical function.

Assessments and/or Studies of Potential Privatization Initiatives – NETSTAR-1 has experience with privatization studies in a wide area of logistics, distribution, asset allocation, and vendor delivery practices. NETSTAR-1’s privatization initiative assessment services support MOBIS by providing our clients with practical and effective recommendations on the initiatives under consideration, backed up by solid, fully documented analysis.

Public-Private Partnership Support - NETSTAR-1 has utilized its experience to combine private operations knowledge with government subject matter expertise. We have participated in Integrated Products Teams (IPTs) with government agencies to facilitate the integration of best commercial practices into government processes and procedures. We consulted on the development of acquisition practices such as performance-based contracting, where government clients and contractors share in procurement success. NETSTAR-1's public-private partnership services support MOBIS by facilitating the integration of government and industry participants into effective, performance-based work teams.
