Leads the team for acquisition support activities including acquisition strategy, planning and requirements development, IV&V and Independent Government Cost Estimate (IGCE) support, analysis, compliance reviews for acquisition documents and forms, and all other relevant tasks necessary to support client performance work statement development and/or evaluation, Applies knowledge of organizational best practices, risk management, process transformation, and change management methods. May provide program management support based on deep knowledge of PMI standards. Defines project objectives and strategic direction. Prepares, individually or with others, functional deliverables. Provides insight and advice concerning strategic direction and applicability of up to date, industry standard solutions. Responsible for providing high level vision to program/project management and or senior client leadership. Provides expertise in a diverse range of specialties including but not limited to: financial management, acquisition, business process and change management, risk management, training development, quality management and control, systems, personnel, program management strategic planning as well as other disciplines required for creation of comprehensive or complex solutions.
Knowledgeable across a broad range of federal acquisition strategy, planning and development/documentation and able to provide in-depth oversight and direction for all client acquisition requirement as necessary for team support and guidance.
Direction, evaluation, analysis, technical knowledge and other support provided are designed to assist the program team in aligning the organization’s core goals and strategic direction. Demonstrates outstanding interpersonal and communication skills. Frequently recognized by government and or industry as an expert in his or her specific field. A Masters Degree or Doctorate is desirable but not required for this position.
Program Director
Highly experienced executive-level individual responsible or several projects or large Scale programmatic efforts, particularly of a multi-year nature. Responsible for providing strategic direction, vision, leadership, and program management to the team. Experienced in managing long term and large-Scale projects. Substantial experience in managing business issues associated with client requirements. Manages the contractual relationship with agencies and departments. Contributes to organizational direction through regular involvement with senior level client leadership and team members. Conducts quality assurance over key project deliverables. Knowledgeable of risk management and avoidance techniques.

Project
Coordinator
Works within the Project Management structure to support a variety of activities that help maintain coordination for the program or project. Responsibilities may include a variety of tasks including maintaining schedules, arranging meetings, maintaining SharePoint and other program/project tools, maintenance of spreadsheets, coordination of regular status reports, and record keeping related to the program or project. Assists the program team with the production and delivery of deliverables and/or findings, including but not limited to internal and or client reports, briefings, presentations, drawings, diagrams, quality control checks and supports other duties as assigned. Works under the general supervision of the Project Manager or other senior members of the program team. A Bachelor’s Degree is desirable but not required for this position.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

The above describes the functional responsibilities, education and experience requirements for each proposed Pathfinder labor category. These requirements are a guide to the types of experience and minimal educational requirements for typical personnel in each labor category.
Education and experience may be substituted for each other. The Pathfinder methodology for substitution is as follows:
