Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is Applicable. to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the Applicable. WD number. Failure to do so may result in cancellation of the contract.

Engineer 3
5 years’ experience with a Bachelor’s degree. Complete understanding and wide application of technical principle, theories, and concepts in the field. General knowledge of other related disciplines. Provide technical solutions to a wide range of complex difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives. Works under only general direction. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives.
Engineer 4
9 years’ experience with a Bachelor’s degree. Applies extensive technical expertise, and has full knowledge of other related disciplines. Able to communicate effectively and clearly present technical approaches and findings. Develop technical solutions to complex problems which require the regular use of ingenuity and creativity. Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long- term perspective, for desired results.
Engineer 5
14 years’ experience with a Bachelor’s degree. Applies advanced technical principles, theories, and concepts. Contributes to the development of new principles and concepts. Work on unusually complex technical problems and provide solutions which are highly innovative and ingenious. Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long- term perspective, for desired results.
Engineer 6
20 years’ experience with a Bachelor’s degree. Performs roles as an engineer in one or more of the engineering disciplines of Chemical, Civil, Electrical, or Mechanical Engineering or "sub-disciplines" related to them including but not limited to the following examples: Safety, Quality, Aerospace, Electronic and Information Systems, Lasers & Electro Optics, Communications, Engineering Management, Industrial, etc. Duties typically involve performing engineering services that may include but are not limited to the following: engineering studies; technology planning; systems architecture development; requirements development; concept development; systems design; system development and integration; test and evaluation; systems operation; construction; control of systems and components; integrated logistics support; modeling and simulation; configuration management; verification/ validation, and systems acquisition and life-cycle management.
Operations Support 3
6 years’ experience with a Bachelor’s degree. Provides security support and other services for tasks such as administration of security requirements, security clearance validation, and other security duties that fall within the domain of business operations.
Business Specialist 3
6 years’ experience with a Bachelor’s degree. Provides business and/or financial management support in any one of the following areas including, but not limited to: project financial management, business analysis, contracts, subcontracts, or procurement. Able to communicate effectively. Develop solutions to problems of unusual complexity which require ingenuity, creativity, and innovativeness. Works under consultative direction toward long-range goals and objectives. Assignments are frequently self-initiated with latitude for independent judgment.
Business Specialist 5
15 years’ experience with a Bachelor’s degree. Provides business and/or financial management support in any one of the following areas including, but not limited to: project financial management, business analysis, contracts, subcontracts, or procurement. Able to communicate effectively at the highest levels. Viewed as expert in field within the corporation. Develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness. Challenges are frequently unique and solutions may serve as precedent for future decisions. Works under consultative direction toward long-range goals and objectives. Assignments are often self-initiated with considerable latitude for independent judgment. Self-supervisory.
