LABOR CATEGORY DESCRIPTIONS
The labor category definitions in Palladium International LLC’s Price List describe the experience, functional responsibilities, and education requirements for each category. Education and experience may be substituted for each other. Each year of relevant experience may be substituted for one (1) year of education, and vice versa.
Title: Finance & Contracts Specialist II
Functional Responsibilities: Participates in strategy formulation and offers expert services. Prepares Cost Proposals, performs budget analysis, creates project P&L statements, reviews monthly financial statements and performs profit analysis, creates and analyzes financial forecast data, negotiate contracts, administers commercial and government contracts in accordance with company policies and legal requirements. Ability to review contractual documents; understanding of contract law; significant knowledge of contract pricing and price analyses techniques. Through understanding of allowable and unallowable expenses including Cost Accounting Standards and accounting principles. Prepare certifications and representations on behalf of the company.
Minimum Education Level and Experience Requirements:
Master’s and at least seven (7) years of experience. Experience in project management, contract management, financial management.
Knowledge of USAID, FAR, AIDAR. Computer proficiency with MS Office application experience, including Word, Excel, Project and PowerPoint; detailed understanding and use of database technologies helpful.

Minimum Education Level and Experience Requirements:
Master’s and at least five (5) years of experience in related technology, especially in data processing functions and general management principles that enables the understanding of the stages required to automate a work process.
Title: Program Support:
Functional Responsibilities: Provides basic organizational and administrative support to teams and clients, included but not limited to: travel arrangements; composing and typing routine correspondence for supervisor’s approval; typing and distribution of periodic reports; gathering data; assisting in the preparation of materials for conferences and meetings.
Minimum Education Level and Experience Requirements:
Bachelor’s and at least two (2) years of work experience; demonstrated ability to prioritize a wide range of activities; demonstrated administrative experience.
Title: Development Specialist /Subject Matter Expert II:
Functional Responsibilities: Works in a technical or project related capacity on defined assignments.
Participates in implementation of strategic group initiatives. Has knowledge of commonly-used concepts, practices, and procedures within a relevant field. Functional Responsibilities: Works in a technical or project related capacity. Familiar with standard concepts, practices, and procedures of a particular field. Analyzes client issues and suggests solutions for improvement. Plays key role in implementing strategic group or program initiative. Performs a variety of tasks. Ability to plan and organize workloads with limited supervision. A certain degree of creativity and latitude required. Applicable functional areas include, but are not limited to: training and capacity development, monitoring and evaluation, gender integration, economic growth, democracy and governance, and natural resource management.

Title: Communications/Outreach Specialist I
Functional Responsibilities: Leads communications and knowledge management activities for a diverse portfolio of projects including writing or editing project materials such as project reports or other communication as needed and multiple media such as video, conference, website, or other digital media. Lead the dissemination of project materials through multiple channels to meet project needs.
Minimum Education Level
Bachelor’s and twelve (12) years of experience in related field.
Title: Program Analyst
Functional Responsibilities: Assists teams with basic organizational and administrative support to teams and clients, included but not limited to: travel arrangements;
composing and typing routine correspondence for supervisor’s approval; typing and distribution of periodic reports; gathering data;
assisting in the preparation of materials for conferences and meetings.
Minimum Education Level
Bachelor’s and no experience in related field.
Title: Financial Management Associate
Functional Responsibilities: Assists in the development of annual financial plans and pipeline budgets, reviewing budgets and financial reports for accuracy, and other ad hoc financial requests as needed. Provides financial program operations assistance to project and home office staff. Ensures compliance with government and client contracting regulations.
Minimum Education Level
Bachelor’s and four (4) years of experience in related field.
Title: Senior Financial Management Associate
Functional Responsibilities: Works with Operations and Finance teams in financial elements of forecasting, financial planning, and financial reporting. Builds understanding of project finances, working closely with project management units to develop and implement accurate accounting systems, reporting, and transaction data. Ensures compliance with government and client contracting regulations.
Minimum Education Level
Title: Financial Management Manager
Functional Responsibilities: Responsible for the billing and collections process and other Finance responsibilities for the Company in accordance with corporate policies, client requirements, and Financial principles. Monitor compliance with Contracts and Awards, properly analyzes revenue, works in collaboration with Project Operations, Project Management, and the Finance team to prepare timely and accurate billings.
Minimum Education Level
Bachelor’s and eight (8) years of experience in related field.
Title: Senior Financial Management Manager
Functional Responsibilities: Leads the revenue recognition and forecasting for the business unit.
Leads the financial management pieces of the month end schedule.
Leads and manages analysis of indirect expenditure and how it relates to NICRA. Provides financial analysis for senior leadership and facilitating to help make informed business decisions. Manages the financial management team.

Service Contract Labor Standards:
The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), are applicable to this contract and the entire Multiple Award Schedule (MAS). While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories/ employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish an SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.
