SERVICE CONTRACT LABOR STANDARDS MATRIX

Language Training Center, Inc. certifies the GSA awarded rate meets or exceeds the minimum wage rate as identified in Wage Determination shown below and currently incorporated into PSS Solicitation for the SCA non-exempt labor categories identified in the matrix below.

The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).

Should LTC propose in an area with higher SCA rates or is subject to a Collective Bargaining Agreement (CBA) in accordance with FAR 22.1008-2, resulting in higher wages being required that exceeds their approved GSA rate, LTC will notify their Procurement Contracting Officer (PCO) and submit a modification to their contract via the eMod system accordingly.

In accordance with clause 52.222-41, SCA does not apply to any labor category that is performed outside the United States which is defined as all 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, Johnston Island, Wake Island, and Outer Continental Shelf lands as defined in the Outer Continental Shelf Lands Act (43 U.S.C. 1331, et seq.), but does not include any other place subject to U.S. jurisdiction or any U.S. base or possession in a foreign country (29 CFR 4.112).

SERVICE DESCRIPTIONS

DESKTOP PUBLISHING/FORMATTING

LTC Desktop Publishers study the layout and design instructions to analyze requested work to be done and the sequence of operations.

Job Description:

• Enter text into computer keyboard, and select the size and style of type, column width, and appropriate spacing for printed materials.

• Prepare sample layouts for approval, using computer software.

• Edit graphics and photos using pixel or bitmap editing, airbrushing, masking, or image retouching.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or two (2) year’s additional work experience beyond the minimum three (3) years’ experience.

• Strong computer skills and attention to detail.

TRANSLATORS

LTC translators provide a written translation from the source language to the target language, ensuring that the meaning of the source text is retained. LTC has an extensive and proven translation recruitment and retention process. Each translator works directly with LTC to receive specific client instructions on each project.

LTC’s standard delivery rates for every translation are 8 business days for every 10,000 words, not including desktop publishing. For rush projects, 1 day reduced on delivery time per 10,000 words (so 10,000 words could be delivered in 7 days if it were a rush project).

Job Description:

• Use specialized materials to find the closest equivalents for translation of terminology and words.

• Proofread and edit final translated versions from proofreader’s feedback.

• Provide clients with a grammatically correct, well‐expressed final version of the translated text, usually as a word‐processed document.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional work experience beyond the minimum three (3) years’ experience.

• Native speaker of the target language.

• Experience in technical phraseology in areas such as medical, legal, law enforcement, technical, and scientific.

• Considered high functioning in the source language as determined by one or more of the following: has an approved T&I degree/certificate, currently accredited or certified by a member association of the Fédération Internationale des Traducteurs, or shows reading and writing proficiency as determined by the American Council on the Teaching of Foreign Language (ACTFL).

SET UP AND SUPPORT TECHNICIAN

The on-site technician is responsible for set up and management of interpretation support equipment.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or additional related experience beyond the minimum three (3) years’ experience.

• Understands how to use the provided equipment.

PROOFREADERS

LTC proofreaders carefully inspect previously translated documents for word choice, clarity, conciseness, consistency, jargon, and register.

Job Description:

• Review translated document for correct terminology, content, graphics, style, grammar, syntax, and cultural sensitivity, and make any necessary changes in order to provide client with a grammatically correct, well‐expressed final version of the translated text, usually as a word‐processed document.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional work experience beyond the minimum three (3) years’ experience.

• Native speaker of the target language.

• Considered high functioning in the source language as determined by one or more of the following: has an approved T&I degree/certificate, currently accredited or certified by a member association of the Fédération Internationale des Traducteurs, or shows reading

FOREIGN LANGUAGE INTERPRETERS

Consecutive Interpretation The interpreter speaks after the source-language speaker has finished speaking. The interpreter sits or stands beside the source-language speaker, listening and taking notes as the speaker progresses through the message. When the speaker pauses or finishes speaking, the interpreter then translates the message to the intended audience in the target language.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional related experience beyond the minimum three (3) years’ experience.

• A native speaker of the source language.

• Considered high functioning in the source language as determined by one or more of the following: has an approved T&I degree/certificate, currently accredited or certified by a member association of the Fédération Internationale des Traducteurs, or shows reading

Simultaneous Interpretation In simultaneous interpretation, the interpreter renders the message in the target-language simultaneously while the message is being delivered. As this kind of interpretation is very demanding, a single interpreter can usually handle simultaneous interpretation duties for up to 20 minutes. Any assignment exceeding this time limit would require two interpreters, so that they can alternate and alleviate the workload. Simultaneous interpretation requires the use of special equipment, such as soundproof booths and interpreter consoles, along with wireless headphones and microphones. This type of interpretation is typically requested for large conventions, symposiums, and trade shows and is performed on or near a stage.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional related experience beyond the minimum three (3) years’ experience.

• A native speaker of the source language.

• Considered high functioning in the source language as determined by one or more of the following: has an approved T&I degree/certificate, currently accredited or certified by a member association of the Fédération Internationale des Traducteurs, or shows reading

Phone Interpretation The client provides information they need relayed to the source-language speaker, and the interpreter translates this information over the phone in the target language. This can include medical, legal, business, and commercial information.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional related experience beyond the minimum three (3) years’ experience.

• A native speaker of the source language.

• Considered high functioning in the source language as determined by one or more of the following: has an approved T&I degree/certificate, currently accredited or certified by a member association of the Fédération Internationale des Traducteurs, or shows reading

AMERICAN SIGN LANGUAGE INTERPRETERS

Certified, Consecutive Interpretation The interpreter will render the speaker’s meaning into the sign language used by the Deaf or Hard of Hearing individual. Once the message has been conveyed to the Deaf or Hard of Hearing individual, through sign, the interpreter will render the meaning expressed into the oral language for the hearing party.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional related experience beyond the minimum three (3) years’ experience.

• Certified in American Sign Language by an accredited agency.

• Able to communicate well in written and verbal English as determined the American

Sign Language Proficiency Assessment, which is based on the following linguistic areas:

pronunciation, grammatical accuracy, vocabulary, fluency, and comprehension.

Non-Certified, Consecutive Interpretation The interpreter will render the speaker’s meaning into the sign language used by the Deaf or Hard of Hearing individual. Once the message has been conveyed to the Deaf or Hard of Hearing individual, through sign, the interpreter will render the meaning expressed into the oral language for the hearing party.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

LANGUAGE TRAINING INSTRUCTOR

English as a Second Language (ESL) ESL instructors help students develop their speaking, writing, reading, and understanding of the English language. LTC selects instructors who are considered experts in their field, as well as specialists in the culture they teach. All instructors have extensive experience and strong educational backgrounds, along with affiliation with professional organizations, such as TESOL.

Each instructor receives LTC training specific to the client request. This training includes the LTC teaching methodology of using authentic materials as it relates to the student’s specific needs, level of experience, and background, as well as the use of teaching materials and curriculum and anticipated outcome.

Job Description:

• Perform student(s) needs analysis and create a customized training course based on the client’s specific needs and goal.

• Use materials such as syllabi, textbooks, workbooks, dictionaries, and audio resources, in addition to integrating authentic material as it relates to the student’s language needs.

• Each customized course is taught based on the LTC standards of tailored training, meaningful, authentic, and purposeful dialogue, and a communicative environment.

• Provide feedback after each course to help the student track their progress, as well as to show them what to practice between classes.

Education/Experience Requirements:

• Has at least three (3) years of previous experience.

• Minimum education level is a bachelor’s degree or one-year additional related experience beyond the minimum three (3) years’ experience.

• Degree in Linguistics, ESL, Education, Foreign Language, Communications, Speech

Pathology, or related area.

• Strong speaking, writing, listening, and reading comprehension.

LANGUAGE TRAINING INSTRUCTOR

English as a Native Language (ENL) ENL instructors are bilingual and help students develop their speaking, writing, reading, and understanding of a non-English language. LTC selects instructors who are considered experts in their field, as well as specialists in the culture they teach. All instructors have extensive experience and strong educational backgrounds. Each instructor receives LTC training specific to the client request. This training includes the LTC teaching methodology of using authentic materials as it relates to the student’s specific needs, level of experience and background, as well as the use of teaching materials and curriculum and anticipated outcome.

Job Description:

FOREIGN LANGUAGE TRAINING

LTC offers individual, small group (2-3), and large group (4-10) customized classes with a focus on offering an authentic, meaningful, and purposeful training experience. LTC can accommodate children and adults from entry level to the more advanced student.

Training focuses can include pronunciation and accent reduction, technical writing, presentation skills, industry-specific vocabulary development, and culture and social-economic development.

Foreign language training classes are customized on an hourly basis, based on the request of the client. Both in-person and online training is available.

ENGLISH AS A SECOND LANGUAGE (ESL) TRAINING

LTC offers individual, small group (2-3), and large group (4-10) customized classes with a focus on offering an authentic, meaningful, and purposeful training experience. LTC can accommodate adults from entry level to the more advanced student.

Training focuses can include speaking, listening, reading, and comprehension, writing, pronunciation and accent reduction, ESL technical writing, presentation skills, industry-specific vocabulary development, and culture and social-economic development. ESL training classes are customized on an hourly basis, based on the request of the client. Both in-person and online training is available.

AMERICAN SIGN LANGUAGE (ASL) TRAINING

LTC offers individual, small group (2-3), and large group (4-10) customized classes with a focus on offering an authentic, meaningful, and purposeful training experience. LTC offers students a basic, entry-level class that introduces the student(s) to the concepts of ASL to the more advanced ASL conversations. ASL training classes are customized on an hourly basis, based on the request of the client.

CROSS-CULTURAL TRAINING

LTC offers individual, small group (2-3), and large group (4-20) customized cross-cultural training (CCT) classes designed to address the complex needs of government employees. These courses are taught by a native from the target culture or by an expert with extensive experience and understanding of that culture. The objectives of this class are to highlight similarities and differences between the target and home cultures, promote meaningful dialogue regarding cultural challenges in the workplace, discuss factors that may affect family, personal, and business relationships, and run interactive simulations that reflect realistic situations in the business setting.

Some CCT topics include cultural overview, speech, and behavior difference, sense of space and time, cultural awareness, hierarchy of power, and communication barriers. CCT training classes are customized on an hourly basis, based on the request of the client.

REPATRIATION TRAINING

LTC offers training to help businesses and employees prepare for the return home by addressing the challenges and concerns surrounding the repatriation experience. Workplace, personal life, and reverse culture shock are among the topics addressed. A preliminary questionnaire is administered to all members of the repatriating family to assess levels of readiness and uncover any potential areas of concern. Prior to repatriation, consultants work with family members to set goals and discuss expectations.

Some repatriation objectives include addressing levels of readiness and any areas of concern before repatriation, setting realistic goals and expectations for re-entry to the home country, and raising awareness of reverse culture shock and its stages. Repatriation training is scheduled in eight-hour increments, based on the customized needs of the client.
