Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA) are applicable to this contract and the entire Federal Supply Schedule Industrial Group MAS – Multiple Award Schedule. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish an SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.
a. Should the Contractor propose in an area with higher SCLS rates or is subject to a Collective Bargaining
Agreement (CBA) in accordance with FAR 22.1008-2, resulting in higher wages being required that exceeds their approved GSA rate, the Contractor will notify their Procurement Contracting Officer (PCO) and submit a modification to their contract via the eMod system accordingly.

Title: Principal Education Requirements: MS, MBA or Ph.D.
Years Experience: 10
Position Description:
The Principal position oversees the program and provides direction to the program team of managers, technical experts and administrators. He/she shapes the program and provides overall business leadership. He/she mentors junior staff, leads project-specific scoping, understands how to apply the company’s technical capabilities to a project program and leads his/her group in strategic planning initiatives.
Substitutions:
A BA or BS may be sufficient if the candidate possesses 15+ years of experience and is a nationally recognized leader in his/her field of practice.
Title: Senior Project Manager Education Requirements: MA, MS or MBA Years Experience: 10
The Senior Project Manager position provides leadership in discrete functional areas such as GIS, Climate Change, Remote Sensing, and IT. He/she must have proven success working with large project teams and must be capable of leading performance through metrics-based performance tracking. He/she mentors junior staff, provides business and/or technical support to program personnel and works directly with client counterparts in facilitating the successful execution of projects.
Substitutions:
Degree substitutions are allowed for persons holding more than 20 years of technical management positions within his/her respective industry.
Title: Project Manager - Mid Education Requirements: BA, BS, MA, MS or MBA Years’ Experience: 5
The Project Manager - Mid position provides leadership in discrete functional areas such as GIS, Climate Change, Remote Sensing, and IT. He/she must have proven success working with small to mid-size project teams and must be capable of leading performance through metrics-based performance tracking. He/she mentors junior staff, provides business and/or technical support to program personnel and works directly with client counterparts in facilitating the successful execution of projects. He/she is responsible for developing and submitting reports to clients.

The Project Manager - Mid position provides leadership in discrete functional areas such as GIS, Climate Change, Remote Sensing, and IT. He/or she must possess excellent verbal and written communication skills. This position is directly responsible for tracking project costs, schedules and measuring our team’s success against stated performance objectives. He/she supervises project and task personnel, provides oversight on the deliverable QA/QC process and ensures 100% compliance with client requirements in all scoping activities.

Title: Certified Technical Professional
Education Requirements:
BA, BS, MS, MBA or Ph.D. Professional Certification such as an ASPRS Certified Photogrammetrist or a GISCI Certified GIS Professional is required.
Years Experience: 8 (4 of which must include providing services to federal agencies)
The Certified Technical Professional - Master is a SME (Subject Matter Expert) in discrete functional areas such as Remote Sensing, GIS, Climate Change, and IT. He/she applies their thought leadership in applying technology to solve complex management and business problems for WGI Geospatial’s government clients. He/she must possess excellent verbal and written communication skills and must be capable of leading a large team to solve complex project or task issues.
Substitutions:
A BA or BS may be sufficient if the candidate possesses 25+ years of experience and is a nationally recognized leader in his/her field of practice.

Quality Assurance Manager Education Requirements: BA, BS, MA, MS or Ph.D.
Years Experience: 10 (5 of which must include performing QA/QC tasks)
The Quality Assurance Manager is a an expert in reviewing and approving data developed for discrete functional areas such as Remote Sensing, GIS, and Climate Change. The Quality Assurance Manager is responsible for insuring 100% compliance with client requirements prior to delivery or finalization of the requisite deliverables. He/she must possess excellent verbal and written communication skills and must be capable of providing key feedback to both large and small project teams.
Substitutions:
Degree substitutions are allowed for persons holding more than 20 years of QA/QC positions within his/her respective industry.
Title: Remote Sensing Specialist – Master
Years Experience: 4
The Remote Sensing Specialist – Master position is a key technical support position with remote sensing expertise. He/she is responsible for designing and implementing innovative solutions using remote sensing technologies to solve complex problems. He/she can work with minimal supervision and is responsible for mentoring junior staff on technical issues. He/she works with the project management staff to scope and evaluate our company’s technical approaches to problems that can be solved using remote sensing technology. Title: Systems Manager
The Systems Manager position is a technical support position with Information Technology expertise.
He/she is responsible for designing information systems, managing information systems staff and monitoring the functionality of information systems. He/she must possess a deep knowledge of IT security protocols and must be capable of working with minimal supervision. He/she is responsible for mentoring junior staff on technical issues. He/she works with the project management staff to scope and evaluate our company’s technical approaches to problems that can be solved using Information Technology. He/she must possess excellent verbal and written communication skills and must be capable of working directly with client technical counterparts.

Position Description:
The CADD Specialist works with the Geospatial Analysts to create custom maps using GIS and remotely sensed data, current versions of MicroStation/AutoCAD and Adobe Pro, and specialized software for support of client needs including utilities, services, locations and various other data.

Title: Imagery Analyst - Senior Education Requirements: BA, BS, Certified Photogrammetrist (CP)
The Imagery Analyst - Senior is a key technical support position with respect to the capture and creation of aerial imagery. He/she is responsible for designing and implementing innovative solutions using photogrammetric technologies to solve complex problems. He/she can work with minimal supervision and is responsible for mentoring junior staff on technical issues. He/she works with the project management staff to scope and evaluate our company’s technical approaches to problems that can be solved using photogrammetric technology. He/she must possess excellent verbal and written communication skills and must be capable of working directly with client technical counterparts.
