QRI provides environmental consulting, geophysical assessments, environmental remediation, emergency response and construction services. QRI’s original mission was to perform environmental consulting and remediation services at oilfield legacy sites in coastal Louisiana. From 1986-2007, all of QRI’s client base were private industry customers. In 2004, QRI was granted 8(a) certification by the U.S. Small Business Administration (SBA). It was the 8(a) Program that introduced QRI to government contracting.

QRI’s Federal contract history began in the aftermath of Hurricanes Katrina and Rita. In 2007, QRI leveraged their past experience as a subcontractor on EPA START missions, along with the ability to rapidly mobilize and manage dozens of crews, to win three Personal Property Debris Removal (PPDR) contracts with concurrent periods of performance for the USACE, Recovery Field Office out of New Orleans. From August 13, 2007 to September 30, 2007, QRI removed over 30,000 cubic yards of debris and waste from 8,173 private properties in Jefferson Parish. These three simultaneous PPDR contracts opened up a whole new playing field for QRI within the Federal marketplace. Seemingly overnight, QRI gained not only recognition, but credibility after receiving three “Exceptional” Ratings for their performance under these contracts.

Since 2007, QRI has managed 118 Federal government contracts with a total of 578 individual task order projects for a total contract value of over $1.92 billion dollars for clients such as the General Service Administration, the USACE in 9 Districts, the US Coast Guard, the US Air Force, the US Army National Guard, the US Geological Survey, the US Navy, the National Park Service and FEMA.

Environmental Consulting & GIS Services (541620 & 541370GIS) QRI is dedicated to preserving our environment, both locally and nationally, while taking precautions to avoid future damages. Our team of professionals works with federal clients to protect and preserve our nation’s natural habitats, our culturally significant sites and artifacts, government-owned properties and DoD installations.

From 2013 to present, 33% of QRI’s total revenues were performed in this Section resulting in $13.9 million in obligated contract value. QRI’s GSA 899 Schedule allows Federal clients access to all services offered within our Environmental Consulting Section.

Top clients in this Section include the General Services Administration (GSA), Public Building Service (PBS) in Region 7, the United States Army Corps of Engineers (USACE) in multiple Divisions and Air Force Civil Engineer Center (AFCEC). The GSA is QRI’s largest client for ECS. Since securing an 899 GSA Multiple Award Schedule (MSA) in March of 2014, QRI has won 8 ECS contracts totaling $494 million in capacity.

ENVIRONMENTAL CONSULTING SERVICES (ECS) IDIQS FOR THE GSA, REGION 7

QRI has performed 102 ECS task orders under two IDIQ contracts for the GSA, PBS in Region 7 – LA, TX, OK, AR, and NM. These services were performed at over 100 Federal properties and/or buildings across the 5-state Region. Several tasks were performed at U.S. Customs and Border Protection (CBP) owned Ports of Entry. Task orders have involved several types of environmental studies and evaluations such as NEPA; natural and cultural resources; compliance; pollution prevention; mold, asbestos and lead surveys; air quality surveys; corrective action support; GIS support; environmental training; and interaction with public and regulatory agencies.

CULTURAL AND NATURAL RESOURCES SUPPORT FOR THE USACE, TULSA DISTRICT

Under this IDIQ contract, QRI has performed on 11 cultural and natural resources task orders at Fort Bliss in New Mexico and Texas. QRI has supported Fort Bliss to enhance sustainability of the military mission through National Historic Preservation Act (NHPA) compliance and curatorial support, vegetation mapping, endangered species monitoring, and invasive species surveys and control.

FENCE-TO-FENCE ENVIRONMENTAL SERVICES DYESS, GOODFELLOW AND LAUGHLIN AFBS

IN TEXAS FOR AFCEC

QRI’s F2F contract provides environmental operations and services at Dyess, Goodfellow, and Laughlin AFBs, Texas. QRI manages and supports the control of environmental contamination from pollutants, toxic substances, and hazardous waste and materials. This includes services in support of operation, maintenance, and monitoring of TSDF facilities; spill response actions; sampling, testing, and analysis of hazardous waste, wastewater, and stormwater; and hazardous waste management in compliance with CERCLA, RCRA, NCP, CWA, CAA, HMTA, OSHA, other applicable Federal, state and local regulations, and related DoD directives. Other management and operations support is provided for air program permit updates, maintenance of SWPPP and SPCC plans, preparation of Toxic Release Inventory reports and related EPCRA reports; industrial recycling, as well as support for the installations’ Environmental Management Systems and data tracking, record-keeping, and reporting via the Air Force EESOH-MIS database.

ENVIRONMENTAL SUPPORT SERVICES IDIQ IN LA AND MS FOR THE USACE, VICKSBURG

DISTRICT

Under this IDIQ contract, QRI provided a full range of environmental services to the Vicksburg District within 10 task orders. Services consisted of environmental compliance, environmental investigation, environmental conservation, pollution prevention, safety and industrial hygiene training and support, and litigation support services. One ofthe 10 task orders included a BiologicalAssessment (BA) afterthe Deepwater Horizon Oil Spill that described and analyzed the effects of the USCG’s response activities on listed species and designated critical habitats in TX, LA, MS, AL and FL. QRI also analyzed effects on Essential Fish Habitat (EFH) per the Magnuson-Stevens Fisheries Conservation and Management Act.

Other task orders involved sediment sampling in the Atchafalaya River; wetland delineations along Federal Levees; Phase I and II environmental site assessments; demolition, handling and transportation of asbestos-containing materials; emergency oil spill cleanup; and mold assessments and remediation.

GEOPHYSICAL SERVICES IN SUPPORT OF ENVIRONMENTAL

INVESTIGATIONS

QRI’s Geophysical Division was founded in 2004. Our crews can mobilize within 24 hours and as little as 8 hours – this prompt mobilization prevents costly construction delays. Pre-excavation identification of utilities prevents losses and saves lives. QRI has successfully mapped utilities, rebar & post tension cables, intraslab & sub slab voids, USTs, buried drum debris fields, and contaminants using a combination of technologies supporting GPS. QRI goes beyond One Call locates on public easements and performs private utility locating.

QRI has developed a non-intrusive geological mapping technology called Pulser™.

Pulser™ defines underlying geology to a depth of 350 feet without extensive drilling. Using subsurface data visualization software, Pulser™ data is transformed into 2D and 3D representations of stratigraphy and lithology.

Environmental Remediation Services (562910REM) QRI’s number one priority within our ERS Section is to ensure people are free from life threatening environmental concerns within their communities, at government-owned properties and on DoD installations. We specialize in key remedial efforts that ensure public health and safety.

Additionally, man-made and natural disasters can inflict unprecedented devastation on communities. The weight of this devastation is felt not only on a local and personal level, but also on a national level. Such widespread devastation demands the expertise and resources of Federal, state and municipal governments, as well as private-sector contractors and labor forces. QRI knows how to navigate a post-disaster environment and has excelled at providing real resources and solutions that address the needs of devastated communities.

QRI’s GSA 899 Schedule allows for Disaster Recovery Purchasing. Federal, state and local governments can use QRI’s GSA contract for procurements before and after declared disasters. QRI’s GSA Schedule also allows Federal clients access to most services offered within our ERS Section.*

The top Federal client in this Section is the USACE. From 2013 to present, 42% of QRI’s total revenues were performed in this Section resulting in $18 million in obligated contract value.

PROJECT EXAMPLES

SUPERFUND SITE REMEDIATION FOR THE USACE, SEATTLE DISTRICT

QRI was awarded a $3.8M contract with the Seattle District for the excavation, disposal and capping of soil in 123 residential yards containing arsenic and lead deposition in the Ruston neighborhood of Tacoma, Washington. Under CERCLA and RCRA, the EPA issued a Record of Decision for the Ruston/North Tacoma Study Area in June 1993, selecting a remedy for soils in residential and public rights-of-way exceeding 230 parts per million (ppm) arsenic or 500 ppm lead. There were 1,800 contaminated yards due to the ASARCO Smelter located in the area from 1890 to 1985 with 1,624 yards having been remediated prior to QRI’s contract.

REMEDIAL ACTION AT FORT JACKSON FOR THE USACE, SAVANNAH DISTRICT

QRI is currently performing a Remedial Action contract at an AAFES Gas Station for the USACE, Savannah District at Fort Jackson. Work under this contract includes developing a UFP-QAPP, a Corrective Action Plan (CAP) and Decision Document (DD) in compliance with RCRA; implementing corrective measures; installing a remediation system and maintaining and monitoring corrective action measures.

DIESEL SPILL EMERGENCY RESPONSE FOR THE ARMY NATIONAL GUARD

QRI was awarded a contract to provide emergency response services for the containment and remediation of spills at the National Guard Armory Facility in Monroe, LA. QRI removed visually impacted soil related to a diesel spill, collected samples, replaced impacted soil with fill dirt, replaced shell stone in the parking lot, and replaced contaminated sod along the fence. QRI personnel collected confirmatory soil samples from the excavation site, and samples were analyzed for TPH-DRO according to Louisiana RECAP standards.

Subsurface data is used to map utilities for pre-excavation/ drilling activities, map underground storage tanks, contaminant plumes, for environmental assessments and remediation planning.

Infrared data acquisition to collect surface moisture information for mold and flat roof surveys. Includes infrared camera and one field technician. Data is used to determine areas ofmoisture/mold for environmental assessments and remediation planning.

Vacmasters Vacuum Excavation / Potholing:

(Includes equipment, vehicle, supplies, PPE and 2 Field Technicians) (Min. 2 hours)

Vacuum excavation using air or water lance to remove soils and reveal subsurface objects. Includes trailer mounted vacuum excavation system, and two field technicians. Information is used to reveal utilities and other objects to gain 100% horizontal and vertical accuracy prior to drilling/excavation activities for environmental assessments and remediation planning.
