11a. Time of delivery. The contractor shall deliver or perform services in accordance with the terms negotiated in the agency’s Statement of Work (SOW).

11b. Expedited Delivery. The Contractor will insert the sentence "Items available for expedited delivery are noted in this price list." under this heading. The Contractor may use a symbol of its choosing to highlight items in its price lists that have expedited delivery.

The rates shown below include the Industrial Funding Fee (IFF) of 0.75%.

Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Engineering Services (PES) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions

1. Research Scientist/Faculty Functional Responsibility: Conducts basic and applied research in the field of expertise. The incumbent may serve as principal investigator or co-principal investigator for sponsored research projects and is responsible for the proper completion of statements of work under delivery orders or contracts. Determines any related theoretical principles and applies advanced analytical and investigative methods and techniques. Responsible for planning, designing and conducting analysis on assigned projects. Performs evaluations of existing procedures, processes, techniques, models, and/or systems. Demonstrates experience in conducting analysis and developing solutions. Produces and reviews specialized documentation reflecting detailed knowledge of specific area. Recommends measures to improve methods, performance, and quality of product or service, and suggests changes to increase efficiency.

Education: Have an earned doctor of philosophy (with dissertation) from an accredited University in the United States, in an Engineering field or applied science (i.e., physics, mathematics, chemistry, biology, psychology, sociology, decision sciences, Modeling & Simulation).

Experience: Have 5 years of industry or government experience in the conduct and management of complex technical projects, the latter of which must include supervision of personnel and responsibility for financial performance.

2. Project Scientist Functional Responsibility: Responsible for supporting sponsored research and development projects under the guidance of a PhD Research Scientist or Faculty Researcher, functioning as Principal Investigator. Performs complex evaluations of existing procedures, processes, techniques, models,and/or systems. Assists in the development, implementation, and evaluation of complex designs.Possesses extensive expertise on a variety of scientific concepts, practices, and procedures. Capable of creating charts, tables, graphs, and diagrams to assist in analyzing problems. Demonstrates experience in conducting analysis and developing solutions. Produces and review documentation reflecting detailed knowledge of specific area. Provides moderate technical direction and guidance to lower level technical staff in several areas of engineering.

Education: Have an earned Bachelor of Science from an accredited University in the United States, in an Engineering field or applied science (i.e., physics, mathematics, chemistry, biology, psychology, sociology, decision sciences, Modeling & Simulation).

Experience: Have 5 years of industry or government experience in the conduct and management of complex technical projects, the latter of which must include supervision of personnel and responsibility for financial performance.

3. Engineer Level I Functional Responsibility: Conducts basic and applied research in the field of expertise. The incumbent may serve as principal investigator or co-principal investigator for sponsored research projects and is responsible for the proper completion of statements of work under delivery orders or contracts. Performs all functions of technical consulting, conceptual design and cost estimation. Plans, directs, and manages many of the engineering tasks and assignments. Performs advanced theoretical studies and laboratory experiments of a highly complex nature in a variety of scientific and engineering fields to discover concepts, theories

Ensures all contract requirements are met in a timely manner. Applies engineering principles and techniques to accomplish goals. Understands complex scientific, engineering and theoretical disciplines to evaluate and develop designs, processes andconcepts. Serves as a specialized expert in areas relevant to the project. Demonstrates experience in conducting analysis and developing solutions. Produces and reviews documentation reflecting detailed knowledge of specific area. Recommends measures to improve methods, performance, and quality of product or service, and suggest changes to increase efficiency. Develops short term and long term goals of design engineering and research and development.

Education: Have an earned Master of Science (with thesis) from an accredited University in the United States, in an Engineering field or applied science (i.e., physics, mathematics, chemistry, biology, psychology, sociology, decision sciences, Modeling & Simulation).

Experience: Have 10 years of industry or government experience in the conduct and management of complex technical projects, the latter of which must include supervision of personnel and responsibility for financial performance.

4. Engineer Level III Functional Responsibility: Conducts basic and applied research in the field of expertise. The incumbent may serve as principal investigator or co-principal investigator for sponsored research projects and is responsible for the proper completion of statements of work under delivery orders or contracts. Applies analytical expertise to constructively design engineering projects by the critical deadlines assigned. Provides assistance in performing complex evaluations of existing procedures, processes, techniques, models, and/or systems. Applies advanced principles, theories, and concepts to projects. Capable of applying engineering principles and techniques to accomplish goals. Assists in the development of project designs for research. Prepares charts, tables, graphs, and diagrams to assist in analyzing problems.

Education: Have an earned Bachelor of Science from an accredited University in the United States, in an Engineering field or applied science (i.e., physics, mathematics, chemistry, biology, psychology,sociology, decision sciences, Modeling & Simulation).
