Service Contract Act: The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided.

While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. 3.0 – Labor Categories Below is a list of all offered labor categories, which matches all offered labor categories identified in the Proposal Price List, as well as a detailed description for each labor category. All offered position descriptions include functional responsibilities, minimum years of experience, minimum education/degree requirements and any applicable training or certification requirements.

Program Manager: Master’s Degree and 14 years of experience. Oversees and manages environmental projects and environmental consulting services associated with the company. Provides environmental consulting services to state and federal agencies, counties and cities, private companies, universities, tribal corporations and other entities. Reviews new contracts and the insurance requirements in each contract for the company. Signs new contracts. Manages environmental programs budgets, personnel schedules, and project logistics. Keeps in contact with clients on any issues with a project and updates clients on the progress of each task assigned. Reviews and tracks project budgets with the company administration person and ensures invoicing is completed on time and that invoices are structured correctly. Acts to control costs when necessary and finds way to reduce project costs. Makes major purchasing decision for the project. Develops and tracks project personnel schedules with Project Managers to ensure projects are completed on time and that each project has enough people to complete the assigned tasks on time. Assembles expert teams and subject matter experts (SME’s) to ensure each project has the expertise it needs to be successful. Hires new SME’s when needed to fulfill a projects needs and expectations and to keep it on schedule. Troubleshoots and solves logistical problems for a project with the Project Manager. Communicates project progress to clients and troubleshoots project issues. Drafts technical research proposals, develops responses to request for proposals, develops budgets for these proposals, and hires new staff for specific projects and to complete specific tasks. Manages the personnel working on the project and solves any personnel issues. Develops and tracks schedules for a project to ensure all work will be completed on time. Makes decision regarding adding temporary personnel to a project to keep it on schedule. Troubleshoots and solves logistical problems for a project. Keeps track of bi-monthly budgets to ensure budgets are balanced as the project progresses. Senior Planning Specialist: Bachelor’s Degree and 10 years of experience. Assists in the development of environmental resource plans, environmental analyses, programs, reviewing permit policies, and regulations. Assists local, state, private and federal governments in analyzing planning needs and in developing plans and programs. Reviews and provides comments on resource management plans and programs proposed by other agencies. Assists in the development of Draft and Final Environmental Assessments, Environmental Impact Statements, Biological Assessments and Biological Evaluations. Oversees and prepares reports and regulatory permits and approvals in compliance with various environmental laws such as the National Environmental Policy Act (NEPA), Clean Water Act, Section 4(f), Clean Air Act, Section 106 of the National Historic Preservation Act, etc. Provide technical expertise in relevant climate change policy specific to the agency requesting contractor support as well as have an expert knowledge base of laws and regulations pertaining to climate change and provide advice and input on those law and regulations. Provides technical assistance on Environmental Impact analyses and Due Diligences involving Federal (NEPA) and State (SEPA and CEQA) in support of client’s projects. Collects and analyzes environmental, social and economic data to be used in developing alternatives to study under the NEPA and related federal and state environmental laws. Leads processes of internal and external scoping, developing purpose and need statements, developing and analyzing alternatives, preparing findings of no significant impact, developing administrative records, and preparing documents in compliance with NEPA. Leads or assists with conducting of public and agency involvement programs. Analyzes impacts from the alternatives and makes comparisons between them. Conducts tasks related to environmental compliance monitoring, site assessments, baseline studies, facility siting and permitting, risk assessment, and biological/cultural resources management. Fisheries Biologist: Bachelor’s Degree and 7 years of experience. Manages, supervises, leads, or perform professional, research, or scientific work that involves preserving, conserving, and managing fish and other aquatic species populations and their habitats for ecological purposes. Studies and analyzes fish life history, behavior, habitat requirements, and classifications. Collects information on fish populations and habitat quality and uses this information to assess and develop habitat management plans, mitigation plans, and adaptive management plans to reduce environmental and human impacts on the survival and growth of aquatic species and their habitats. Performs stream typing surveys and riparian habitat monitoring. Conducts surveys and population monitoring of ESA-listed fish species and other fish species of concern. Conducts adult and juvenile fish snorkel surveys to monitor populations and also conducts spawner and redd surveys for salmonids in streams and lakes. Conducts forage fish surveys in the nearshore marine environment. Coordinates management programs with other natural resources activities, such as forest management, range management, and land use planning to benefit fish populations. Designs and implements habitat restoration plans and stream-bank restoration projects. Helps develop recovery plans and other fish management plans. Prepares reports of results and findings, assesses and identifies aquatic habitats and associated and interconnected uplands that contribute to stream and lake habitat quality. Researches the habitat requirements and biology of aquatic species of interest. Evaluates wetlands and streams for fish habitat quality. Wetland Scientist: Bachelor’s Degree and 7 years of experience. Manages, supervises, leads, or performs professional, research, or scientific work that involves wetlands and wetland associated habitats. Works with landowners, land developers, private firms, tribal entities, and government agencies to delineate wetlands, conduct wetland rating assessments, identify and document wetland plants and hydric soil conditions, conduct hydrologic monitoring and make high watermark determinations. Performs endangered species act consultations. Conducts wetland and stream classifications, conducts critical area studies and research, and develops draft and final reports of these findings. Conducts reconnaissance and feasibility studies, impact assessments, and assesses wildlife and fish presence and use of wetlands. Develops stream and wetland mitigation and habitat restoration plans along with buffer mitigation plans and planting plans to protect wetlands and streams. Drafts habitat management plans and develops draft and final Biological Assessments, Biological Evaluations, and NEPA/SEPA documentation for threatened and endangered species and other biological resources based on research and results from field studies. Assists in providing GIS analyses and GIS maps for Natural Resource Management Plans, Mitigation Plans, Habitat Conservation Plans, and Adaptive Management Plans. Provides GIS and mapping services to state and federal agencies, private companies, universities and tribal corporations. Develops and provides maps and GIS analyses of locations of threatened and endangered species, wetlands, and wildlife habitats. Develops vegetation cover-typing maps. Assists in complex landscape analyses using GIS skills to examine how landscapes and habitats would be expected to change with energy developments or other developments. Senior Environmental Scientist: Bachelor’s Degree and 6 years of experience. Supervises and manages environmental projects and environmental crews in the field. Develops project budgets, project proposals, project timelines/schedules, and statements of work. Troubleshoots issues with project safety, personnel or project delays. Assists with routine inspections of ongoing projects and personnel working on those projects. Ensures projects are completed on time and within budget. Assists in the research and compilation of basic information for use in Environmental Assessments, Environmental Impact Statements (NEPA and SEPA), Biological Assessments, and Biological Evaluations. Assists in drafting and editing Natural Resource Management Plans, Mitigation Plans, Habitat Conservation Plans, and Adaptive Management Plans. Plans and supervises environmental studies for proposed developments. Provides environmental consulting services to state and federal agencies, private companies, universities and tribal corporations. Conducts field work, biological surveys, and environmental sampling to identifying threats and impacts to threatened and endangered species, wetlands, and wildlife habitats. Assists with developing protective measures to mitigate impacts. Performs complex inspections or field investigations. Assists higher level staff in supervising and coordinating studies and monitoring programs, helps develop and track project schedules. Biological Technician II: Bachelor’s Degree and 2 years of experience. Conducts professional biological field studies, field research, or field monitoring programs and provides environmental analysis and assessment of fish, wildlife, habitats, botanical resources, wetlands and other natural resources. Organizes and conducts biological studies or carries out surveys using established procedures and protocols; determines extent of sampling necessary; performs office and or field investigations under the guidance of higher-level staff. Performs surveys and studies of threatened and endangered species and identifies threats to their populations or habitats. Records and maintains accurate field and laboratory records including logs and biological and chemical data as it relates to the particular project. Conducts habitat assessments in the field. The data collected is used for Biological Assessments, Environmental Assessments and Environmental Impact Statements (NEPA/SEPA documents) and other technical reports. Examines fish, birds, plants, and animals to determine life history, species composition, abundance, distribution, age, growth, and other basic biological data for management purposes. Drafts technical report sections for review by supervisory biologists. Develops database (i.e. queries, spreadsheets) and performs other work as required.

Hamer Environmental has a successful history of excellent relationships with contracting entities. Projects of a variety of scales are undertaken each year, from short-term habitat assessments of small sites, to long-term habitat evaluations of large federal landholdings. The firm accommodates project goals with a flexible schedule and clear communications with all clients, to provide each with the deliverable they need within a schedule that works for them.

Hamer Environmental employs full time staff of 10 but expands with seasonal staff up to a total of thirty or more personnel, many with four or more years of experience working for the firm. The firm also maintains affiliations with and employs professional subconsultants who hold advanced degrees and decades of experience. This ability to adjust in size allows Hamer Environmental to quickly put together qualified professional staff for client projects, and this expansion accommodates any need to achieve project goals. PREPARATION OF AN ENVIRONMENTAL ASSESSMENT, BIOLOGICAL ASSESSMENT, AND MITIGATION PLANS FOR THE USFWS FOR A MOUSE ERADICATION PROJECT ON MIDWAY ISLAND, USFWS. 2017-2018.

Client: USFWS, 911 NE 11th Ave, Portland, OR 97232-4181 Hamer Environmental. Work included providing NEPA services necessary for production of an EA to assess potential impacts to 21 species of seabirds, 6 species of migratory shorebirds, marine mammals (Hawaiian monk seal, several species of dolphins), and two species of sea turtles for a mouse eradication project. NEPA services for the USFWS Wildlife Refuge included evaluating alternatives and seeking public input. Rodent eradications are complex operations that require many considerations about alternatives and possible impacts. Hamer Environmental prepared all the NEPA documents, conducted impact assessments, technical reports, public scoping reports, and other required environmental clearance documents. We also organized, summarized and analyzed public comments and all other aspects of public involvement. We also drafted a Biological Assessment and Laysan duck Mitigation Plan. PLANNING, DESIGN, NEPA AND ESA ENVIRONMENTAL COMPLIANCE, AND INVENTORIES FOR MT. BAKER-SNOQUALMIE NATIONAL FOREST EMERGENCY RELIEF FOR FEDERALLY OWNED ROADS (ERFO) PROJECT AT 50 SITES, MT. BAKER, DARRINGTON, SKYKOMISH & SNOQUALMIE DISTRICTS, WASHINGTON. 2017 – 2018.

Client: Mt. Baker-Snoqualmie National Forest, 2930 Wetmore Ave, Suite 3A, Everett, WA 98201-4067 The principle objectives of this project were to provide project permitting and deliverables in support of National Environmental Policy Act (NEPA) preparation and compliance and conduct Endangered Species Act (ESA) Section 7 consultation oversight at 50 discrete ERFO project sites with individualized complexity and scope. Field inventories and assessments were conducted at each site by a fisheries biologist, hydrologist and botanist. Hamer Environmental prepared Batched and Formal Biological Assessments (BA)/Biological Evaluations (BE), Informal Forest Programmatic Evaluation Forms (PCE), and/or No Effect Letters for the sites to meet NEPA compliance. For Forest Service Agency Lead projects, Hamer Environmental assisted and/or prepared National Pollutant Discharge Elimination System (NPDES) and Army Corps of Engineers (USACE) state and federal permits. Hamer Environmental contracted with hydrologists who assessed project plans for adequacy, conducted Q100 stormflow analyses, and assisted with permitting, as needed. Botanical inventories included documentation and mapping of rare and invasive plants, creation of a records database, QA/QC of all detections and a botanical findings report. This project required close coordination by Hamer Environmental with Forest Service ERFO team, scientists, engineers and permitting specialists. Contract Number: AG-046W-C-14-0024 & AG-05M6-D-17-0025. Contract Amount: $312,078.75.

BUREAU OF RECLAMATION NORTHERN CALIFORNIA AREA OFFICE (NCAO) BIOLOGICAL ASSESSMENT UPDATES FOR THE TRINITY RIVER RESTORATION PROJECT IN NORTHERN CALIFORNIA. 2018-PRESENT.

Hamer Environmental is writing and managing the Trinity River Fish and Wildlife Biological Assessment update and ESA consultations. Hamer Environmental is updating the Draft and Final Biological Assessments for fish and wildlife for the Trinity River Restoration Program (TRRP), one of the largest river restoration projects in the U.S. designed to restore threatened and endangered fish populations. Hamer is working closely with TRRP personnel and collaborating partners such as the Yurok and Hoopa Valley Tribe and California DFW (Department of Fish and Wildlife) and California DWR (Department of Water Resources), USFWS, and NMFS to ensure BA’s meets BOR TRRP needs and standards.
